This is their last week. eee os Fount Warp Meetre.—Last evening a meeting of the citizens of the Fourth Ward was held in the Council Chamber, the object of which was to take measures to avert the Mr. A Lloyd occupied the Chair, and R.S. Davis acted as Secretary. Mr. J. M. Tompkins trom the finance com- Inittee reported the following: subscriptions at Hirst meeting, $1,000. Messrs. Spottswood and Stitt, $116; Halleck and Davis, $610; Burnside and Porter, $22.50; W. J. Harris, 4; J. M. Tompkins, $230.50; Cun- Ringham and Barbour, $470.50. ash collected by Spottswood and Stitt, $112; Halleck and Dow as, $277; Porter and Burn. side, $66; W. J. Harris, $30; J. M. Tompkins, $71; Cunningham and Barbour, $390. Total cash and subscriptions, $4,049.50. The collec- tions for the evening amounted to $1,001. Mr. Stitt offered a resolution providing that the money be equally divided among those drafted in the ward, provided they shall have ; subscribed $20 or upwards. Mr. H. Lyles objected to the proviso because it would go hard on the poor men, many were wnable to pay $20. Mr. Davis argued that the object of the fund ‘Was to procure recruits. Mr. Charles Walter thought thatevery man in the ward by some means coald raise the amount named. Mr. Stitt said it was impossible to raise the mount necessary by subscription unless Something was done to induce subscriptions, and he argued that by the passage of this re- Solution the treasury would be largely in- creased. Mr. Tompkins, stated that he was glad that things had cometo a point. The committee had had up hill work, they had been disap- pointed. It was astonishing to him that, not- Withstanding, from 4 to 5:4) men, had been enrolled in the ward, yet 100 men could not be ound who would give $100 each, to avert the draft. To exempt the ward, everyone should put his shoulders to the wheel and work. He Proposed to be one to give one hundred dollars. [Appiause}. Clayton argued that the association ‘Was for the purpose of siding the poorer classes and those in his opiniou who wished the benefits for those able to pay upwards of $20 should join an exemption clab which he thought were drawbacks. Mr. Stitt, here withdrew his resolution. A discussion here arose as to those who sub- scribed, during which it was stated that the greatest success was met with among the poorer classes, while most of the merchants on the avenue had given nothing. It was stated that Messrs.Myers, Scanlon, Uostello had, du. Ting Sunday, collectea in one of the poorest iooking districts of the ward $246; and a unan- imous yote of thanks to them was passed. It was suggested that the colored men, who “were as liable to draft as the whites, should be doing something; and 2 committee of colored men, consisting of Messrs. Alfred Balland, ‘Wm. Slade and Alfred Gieger, were appointed to solicit subscriptions amongst their friends. Mr. Lyles moved the My fetal ot acom- mittee to procure a copy of the enrolled men of the ward, who shall have power to employa clerk; earried, and Messrs. Lyles, J. N. John- son and E. J. Klopfer were appointed. Mr. Lyles wished that the public might see who were helping in this matter, and moved that the names of thesubscribers be published; but after some objections that the amount re- quired could be better used if paid into the tund, it was withdrawn. Mr. Tompkins moved the appointment of a ‘committee of ten to work actively in puttingin Substitutes and recruits as fast as they can be procr red, and as long as the money holds out. Carried, and the chair appointed Messrs. J. T. Cnauncey, J. N. Johnson, James T. Walker, M. R. A. Fenwick, Chas. Walter, Samuel T. Crown, John T. Halleck, J. L. Moore. Jr., Wm. Douglass and James Spottswood. The com- mittee open a recruiting office this morning at No. 21 Louisiana avenue. The meeting adjourned to this evening. During the evening Mr. Stitt announced that the police of the Fourth Ward intended giving @ pic nic at the Park on Tuesday, 27th instant, tor the benefit of any drafted men in the ward, and quite a large number of tickets were sold. po a THE Deart MEETING oF THE First WARD ‘was held at the Government Mess House, cor- ner of 2ist and F streets, last night. Mr. Samuel E. Douglass, the president, called the meeting to order, and stated that he had seen in the Star that the draft in the First Ward would take place on Tuesday, and that those subject to the draft had no time to lose in coming to some conclusion as to what had best be done. He had canvassed the ward and found many who objected to contribute unless they knew who would be benefitted by it, but inat if they could besatisfied that some worthy man with a family, or one who was willing to help himself, would be benefitted, they would contribute largely. it was now certain that they could not raise money enough to procare volunteers to prevent a draft in this ward, but he thought the best way for them to do would be to form clubs of $100, 850, andeven as low s$25. Ae also thought that the quota for this ward was excessive, but that could not now be helped. He hoped that those present would form themselves into clubs, and in that man- mer aid themselves and eack other. A gentie- aman had just handed bim $50, agd he should place his name on & $50 ‘lub. A conriderable sum of money had been con- tributed by gentlemen who were not liable to be drafted, and he thought their contributions shculd be returned if they demanded it, other- ‘wise it could be used to procure volunteers nd lessen the quota . Aclubwasthen formed by several gentle- Men who contributed $200 each for the benefit of its members. Mr. J.E. Allen was elected its treasurer. Also, & $50 club was formed, and Mr. Sipes was elected its treasurer. These gentlemen were tobe at Mr. Smith’s office, on 2ist street, between E and F streets, until 10 a. m. Tuesday and the books were to be kept open till that time. Mr. Rapley moved that this Association keep up its organization and meet on Tuesday to see what could be done to aid those who were drafted; adopted. Sarner) reported that the committee ap- pointed yesterday morning to proceed to Aiex andria and put in recruits, had performed that duty. bat had not met with the success they anticipated. Three, however, had been put in. Arrangements had been made to patina large mumber to-day. If there was a draft, however, the number to be drafted would be very small, and the club and the committee would guarantee to help them out.
