Soe eae NATIONAL DEMocRATIC AssocraTIoN.—The Association had other meeting Jast night, at Parker's Hall, witn Capt. James Maguire in the chair, and Mr. W. M. Wallington acting as secretary. The Association transacted no business, ex- cept to admit new members, and W. H. Brea- ton, Wm. Stansbury, H. H. Hazard, Sampson P. Moses, and Samuel Grimes were proposed andelected. Mr. Lyons proposed Mr. Thos. S. McNeiras & member. The Chair suggested that gentlemen as soon as elected ought to come up and pay their dues and sign the constitution. He was opposed to pe na propositions for members other- wise. Mr. Lyons said Mr. McNeir was not present, and would not be this evening. The Chair then would not entertain the mo- tion for bis election. Mr. Lyons excepted to the ruling, and ap- pealed from the decision of the Chair, He held that it had been the custom to eiect members and let them pay their dues afterwards. They had to be elected before they could sign the constitution. Mr. Lyons demanded to have his question put, and have the matter tested. [At this time there was some confusion in the hall, and those present began to gather around the platform.} Mr. Samuel Mills here stepped forward and paid $2 for Mr. MeNeir. Any citizen of the United States who is a qualited voter in any of the States or Territories may be proposed for membership in this association at any ofits public meetings. If ne objection is made he shall be regarded as having been elected at once. But if objected to the nomination shall lie over till the next regular orspecial meeting, at which time a vote of three-fourths shall be necessary to elect him. An initiation fee of two dol'ars in all cases to complete the qualifications for membership. Corresponding members and honorary mem- bers may also be elected by the Association at & general or special meeting.” Amida great deal confusion the Chair managed at last to make himself heard, and put the question thus: All in favor of abrogating this article of the constitution will say aye. Voices.—No, no, that is notthe question. Itis whether the chair’s construction of the clause is correct. The question was finally put and the chair Was not sustained in his decisions. Mr. Bontz was elected,tas were also a Mr. Bushell and Mr. Henry Turpin, and then the meeting adjourned to take a drink upon the in- vitation of one of the members. ——sS M2xTING IN THE FirTH WanD.—Last even- ing & meeting of the Democrats of the Fifth Ward was heid in the building at the corner of Pennsylvania avenne and 3d street east, forthe paxposs ot forming an association to unite with the National Democratic Association in céle- brating the 17th of September; but owing to some unknown cause there were but few who assembled—less than fifty. The meeting was called to order by Mr. A. Dodge, on whose motion Mr. Thompson Van Riswiek was called to the chair, and Mr. B. F. Beers appointed secretary. Afterjreading the call tor the meeting, a committee, composed of Messrs. A. Dodge, Thomas Wells, and John W. Meade, were appointed to draft a constitution tor the asssociation. Mr. Dodge moved that a committee of five be appointed to get up transparencies and make arrangements for attending the meeting. Mr. John W. Meademoved that the committee have power to collect money trom the Demo- crats of the ward. Some one in the back part of the room sug- gested that transparencies had better be dis- pensed with, as these were not ordinary times, and some;might be offended. In times past transparencies were often the source of mirth, but there was no teliing, in these days of excite- ment, but that a simple inscription on a trans- parency might raise a row, and he expressed the hope that they would be abandoned. Mr. Dodge thonght that anything they (the Democracy) might do would insult the Repab- licans, and there was no necessity for doing away with transparencies to suit them, because a7 were as mad as they could be anyhow, and he believed that it was as weil to die tora sheep as a lamb. ‘The motion to appoint a committee of arrange. Ments was adopted, and Messrs, Isaac Beers, John Doely, John W.
