Messrs. Ferguson, Larner and Pettibone were appointed the com- mittee, Mr. Wilson, from a select committee report- ed a bill providing tor removing the remainsof Maj. Chas. L’ Enfant to within the limits of the city, and the erection of a memorial over them, appropriating #300 for the purpose. Mr. Edmonston asked if the chairman of the committee (Mr. Wilson) was certain that Major L‘Enfant was the original planner of the city. He had been informed that a Mr. Ellicott drew the plan of the city; that Major L’ Enfant bad been dismissed tor insolence to Gen. Washington. Mr. Larner stated that the Mayor had in- formed him that L’Enfant was the original planner of the city, and had shown him old documents to prove it. Mr. Edmonston wanted the honors to bs given to the proper person, and moved that the septate of the bill be postponed. Car- ried. Mr. Wright stated that there had been so much said abont the finances of the Corpora- tion, and the members were so often unin- formed, tbat he thought it necessary that some- thing should be done. He therefore offered a resolution directing the secretary to report to the board the gross amount of the appropria- tions of the 62d Council, and continue to re- port at each meeting. Mr. Larner moved to amend by inserting the name of the Register instead of the secretary, as it would be impossible for the latter officer to perform thatduty. Carried. Mr. Moore moved a further amendment that the ward and other appropriations be reported under appropriate heads. Adopted. The resolution was adopted. Mr. Wilson (drainage committee) reported bili to construct a sewer in square 1%). Passed. The following were received from the Al- dermen and referred :—To repair the bridge on H street, between Ist and North Capitol streets; to erect & horse rack at the Northern Market; to provide for the appointment of certain of- ficers of the Corporation—superintendent of fire alarm and police telegraph and operators. The general appropriation bill was taken up as the special order, and the appropriations were considered. The appropriations are mostly the same as made Jast year, with the exception of the following: Chief Engineer of the Fire Department, $1,2..0; three engineers, at $600 each, $1,500; four foremen, at #300 each, $2,410; four hostlers, at $400 each. $1,600; three firemen, at $100 each, 1,20; one tillerman, $400; twenty-four extra men, at $10) each, $2,400. Tbe appropriation tor publighing the laws, and tor two copies of the Intelligencer, was increased from $240 to $500. Daring the debate Mr. Edmonston asked where the money was to come from, and referred to the old police, who, he stated, collected almost one-third of the city’s revenue. We should have the coa- trol of the police now. Pending the consideration of the appropria- tion bill, which was laid over till the next meeting, Mr. Ferguson, from the committee of conference on the tax bill, reported that they had pot been able to agree, and the committee was discharged. Mr. Larner stated that the committee had offered tocompromise with the commiitee from the Aldermen on 70 cents, which they refused to accept. A new committee, composed of Mesers. Moore, Peugb, and Walker, was appointed. The resolution granting the use of certain reoms to the Washington Monument Society ‘was taken up, when Mr, Larner offered a sub- stitute, granting the use of the chamber to the Soeiet, Dir. Larner stated that the original resolu- tion had been laid over, to hear what the Mayor might have tesay on the subject. He caused to be read the following, trom the Mayor, on the subject: «“Sre: I directed that the rooms now occu- pied by the Washington National Monument Association be vacated, because the use of them was essential to the offices of this Corpo- ration. « Dr. Blake and Mr. Fendail called at the Mayor’s office and asked me if I would think it indelicate or a want of courtesy towards me if they should make an application to, the Councils tobe allowed to retain possession of them «] answered that I would take no exception to their so doing, but if allowed, the Councils would have to provide rooms for its offices out- eide of the City Hall.’ The reselution offered by Mr. Larner was adopted. The Chair appointed Mr. Larner the com- mittee on the improvement of Center Market, and Mesrrs. Moore and Peugh on the commit- tee to codify the laws. Mr. Wright (fire department committee) re- ported a bill to amend the law to organize the steam paid fire department. The bill is based on the recommendation of the Fire Commis- sioners, and provides for two hook and ladder companies, instead of one, and provides that chief engineers shall receive $1,000 per annum, engineers $800, foremen and tillermen $350, extramen $100; the paid members, except the toremen and extramen, to give their undivided attention to their duties. The bill was amended by providing asalary of $600 for the tillermen, who shall also give their undivided attention to their duties, and it was postponed till the next meeting. Mr. Moore, from the committee of conference on the tax bill, reported that they had agread on making the rate of taxation 70 cents on the hundred, instead of 75, as originally passed by the Board. The report of the committee was adopted. The other amendments of the Alder- men were concurred ia. Carried. RES ee PARADE OF THE QUARTERMASTER'S BriG- apg —On Saturday afternoon, the first parade of the Quartermaster’s Brigade, composed of the officers, clerks and employees of the Quar- termaster’s Department, took place south of the White House. There were two fall regiments, commanded by Cols. Elisha E.Oamp and U. H. Tompkins, besides a battalion of clerks of the Cuartermaster General’s Office, under command of Capt. J) J. Dana, and a battalion of colored troops. There were three fuil bands on the parade, one a colored band, and they made very fine music. The brigade passed in review before Br’t Major General Meigs, Quartermaster General, and Brig. Gen. Rucker, Depot Quartermaster, presenting @ fine appearance, and their soldierly bearing was highly commended. The total nomberon parade numbered nearly 3,000, and this was not the full force of the Department, anotner regiment now being in progress of formation, tke command of which is to be taken by Capt. E. M. Camp, the well known. commandant of the Soldiers’ Rest. The credit of the ferma- tion of this brigade is due to Uol. E. E. Camp, who was ably assisted by Col.
