The application of Miss E. Forbes for a teachership was received and referred to com- mittee on examination. Dr. Walsh, from the committee on examina- tion of teachers, reported that they had attended to that duty on the 9th instant. There were twelve teachers present, three of whom were rimary teachers and candidates for promotion. he committee report having found Miss Mary iL. Rowe and Miss Hannah P. On motion of Mr. Wilson, a resolution was adopted authorizing the committee on text books to introduce such books, maps, charts, Apparatus, and furniture into any one of the public schools of the city as they may select, For the sole purpose of practically testing their utility and adaptation to the wants of the schools, and to report the results of their in- ‘vestigation to this board in writing. Mr. Wilson also introduced the following, which was adopted: Re ed, That a committee of four members of this board be appointed by the president, to inguire into the manner in which the recent ‘Written examinations were condneted in the grammar and intermediate schools: whether in all cases the rules laid down by the Board of Trustees, and published on the programme, ‘were strictly observed; whether any teacher obtained any knowledge whatever of the na- ture and character of the printed lists of ques- tions prior to the time designated for their use in the examinations of «aid schools, and, ff so, in what manner, and through whom; whether any teacher has originated or circulated false Teports calculated to impair the utility of these examinations, and injure the reputations of their associates; and to report the results of their investigations to this board, with such recommendations as they be deem proper. Mr. Wilson stated that he had reason to be- lieve that the questions to be propounded at the last written examination had been di- vulged by some one. He had information also that one of the grammar school teachers had Obtained the questions, and had drilled one of his pupilsinthem. If this were so the matter should be investigated, and if any one had been guilty of such an act he certainly was Mot deserving to ovcupy the high position of a teacher. Mr. Wilson asked further to be ex- cused from service on the committee, as he might be called upon to appear in another ca- pacity Mr. Walsh said he too had heard the same charges, and he tnought this was a subject tor investigation. Messrs. Tustin. Miller, Holmead and Hitz ‘were appointed the committes. Mr. Hitz offered a resolution requesting Councils to pass an ordinance, enabling the trusteestoemploy male teachersin the male intermediate schools of each district in place of females, said male teachers to peceive a salary of $50 per annum. Mr. Wilson moved to amend 80 that it would apply only to the Third District. He thought iteminently properthat these schools should have male teachers, but it would be best to commence the experimentin the district where the new school house was located. The resolution as amended was adopted, but there was 4 distinct understanding that this action should inno way operate against Miss Jane Moses, the present experienced and ef- Aicient teacher of the Male Intermediate school of the Third District. Mr. Murtagh, from the committee on ex- amination of candidates for the scholarship in Golumbia College, made & majority report, signed by Messrs. Murtagh, Wight and Hitz; whereby the scholarship was awarded to Fabey Franklin, a pupil of the MaleGrammaraschool of the Fourth District, Mr. J. E. Thompson teacher , who appeared toexcel ina majority @f the studies and evinced a general aptness and intelligence. in their report the committee say : “In making this award, your committee deem it proper toadd that Faby Franklin, the Successful candidate, now in the twelfth y: of his age, (nie teacher says 11% years.) wi transferred at the beginning of the year from the male intermediate to the grammar school, where, in the spacs of one school year, from the lowest class, by close application to study and @ rigid adhesion to the rnies of the school, he bas not only reached the highest position in the school, but given evidence that warrants your committee in believing that great credit will be reflected upon the public schools of ‘Washington at the close of his collegiate course.” ‘The successfnl candidate is a son of our Sellow-citizen, Mr. Franklin, the optician. The yeport was adopted, and the secretary was ordered to notity the President ot Columbian College and young Franklin of the result of the examination. Officer Brewer, of the Third Ward, upon hearing of it, went imme- diately to the dealer ard made him remove she muzzles and cords, and at the eame time noti- fied him that a second attempt would cause an immediate arrest. All hofior to oficer est Ket raaste t is about time that the marke! ¢ should put a stop to this devilish practice of the cow-dealers at Center Market, who, to make the cows show well as milkers, keep them unmilked until their udders are swelled nearly to bursting, cavsing intense suffering to the animals, and sometimes utterly ruining them. It is about time, also, that the market master at Center Market should enforce the law against inhumanity to calves and sheep, tied and thrown upon their backs. Jt is impossible to move along the brick side- walks skirting the Center Market building on amarket day, without stumbling at every step ever some unfortunate animal closely tied by its four legs, lying on its back strangling, with tongue and eyes protruding, uttering piteous cries, so long as it has strength. It is notorious that they are kept in this posi'ion of torture for hours, despite the Corporation ordinan:e de- signed to remedy theevil. Plums, per quart, 20c. si eS TREASURY DEPARTMENT REGIMENT.—At a meeting of the officers of companies organized of the employees ot the several bureaus of the Treasury Department. held in the Internal Revenue office in the Treasury buildings cn Thursday, July 28, 1864, at 3 a’clock p. m., Captain F. A. Willett was elected chairman, and Captain Green Adams secretary. The object of the meeting was briefly stated by the Chairman, viz: to organize the com- panies of the Treasury Department into a regiment, and elect regimental officers. Nomi- nations for the office of Colonel was then an- nounced &s in order, when, on motion of Uap- tain Green Adams, tain F. A. Willett was unanimously elected Colonel. On motion of Captain Gardner, Captain G. B. Kenniston was unanimously elected Lieutenant Colonel, and on motion of Lieutenant S. V.Smally, Captain T. R. B. Evans was chosen Major. A committee was then appointed, consisting of Captain Green Adams, Captain J. Hackett. and Captain L. Beardsly, to inform the Secre- tary of the Treasury of the action of the meet- ing. eee eS Tuz Post Orrick Roprsry.—Yesterday, Justice Thompson held an examination of the ease of Edward C. Smith, charged with fraud- ulently obtaining a letter from the post office containing money, addressed to Ephraim L. Smith, which resulted in his final commuit- ment for court. 1t appeared from the evidence that Ephraim Smitn is the fatner of the ac- cused, and had left some money in the hands of a Mr. Cooper, of Glendale, Camden connty, N.J., which fact coming to the knowledge of tne prisoner, he addressed a letter in the father’s name fora remittance, and received it. A second call was made in a few days, which excited suspicion, and Mr. Cooper in formed the father, who took measures to ferret out the matter, little dreaming that his own son was theculprit. A decoy letter was then placed in the office, when his son called and obtained it, and was arrested. — DWELLING DAMAGED LY THE EXPLOSION OF A SHELL.—During the practice firing from the mortar schooner yesterday afternoon, one of the 13-inch shells exploded prematurely, and a fragment, weighing two and ‘three-quarter pounds, entered the dwelling of Mr. J. R. Muller, residing in West End, causing some damage to the house and considerable constur- nation among the inmates. One individual, bowever, lying asleep in the room into which the missile entered, was not disturbed trom his nap, though it was deposited in very close preximity tohim. Upon the proper represen- tation being made to General Slough, Mr. Mil- ler was promptly reimbursed for the damage sustained to the honse and furniture. No blame, of course, attached to the commander or the mortar schooner.—Alez. Jour., July 29. Sti Sees Svuppgen Deatu.— Yesterday afternoon, & white man, evidently a stranger in the city, was found lying in adying condition by the side of alumber pile in W. McLean’s lumber yard, and he died in fifteen minutes after he was discovered. There was nothing found upon him that would indicate his name or res- idence. He was dressed in a brown linen dus- ter and pants, achecked woollen shirt. a mixed straw hat, gaiter shoes and mixed cotton socks. Seventeen dollars and forty-three cents in cur- reney was found upon him, a& brass watch and chain, @ white handkerchief, marked A. E. in German letters. An inquest was held by the coroner, and the jury returned a verdict of death from causes unknown to the jury. mn OE ACCIDENT.— Yesterday, about4o’clock p m., asa Government wagon, laden with wagon poles, &c., was passing H street north, a coach, containing & lady and two children, was driven along 5th street. At the intersection of the two streets, the coachman, though near the wagon, undertook to pass ahead of it. The consequence was that the pole of the wagon came in contact with the top of the coach and tore it from the body. The lady and children were alarmed, but not injured. A policeman ‘was about to arrest the coachman, but being told that he was the servant of the British Minister, he declined making the arrest. rag Mad ara DrsoRDERLY Conpuct —Last night officer Harbin arrested A.
