CORPORATION AFFAIRS. COUNCIL PRockgpines, May 30.—Board of Aldermen.—T he Chair (Mr. Semmes) laid before the board a communication from the Mayor, transmitting a petition from Hon. John Sher- man and Hon. E, M. Stanton for the construc- tion of & sewer on K street north, between 13th and 14th streets west, to connect with the sewer on 13th street west. Referred to committee on drainage. The following were presented and reterred: By Mr. Plant—Petition of Philip A. Julian and others asking the uee of the Aldermen’s cham- ber for lyceum purposes. By Mr. Semmes— Petition of Samuel Kirby in regard to assess- ments in square No, 431. Mr. Pepper, trom committee on improve- ments, reported back bili to trim and gravel Sth street west, from H street north to New York avenue; bill to repair alley in square No. 451; bill authorizing the curbstanes to be set and footway paved on the north side of square 'No. 522; bill to pave alley in square No. 757; bill to Make gutter on D street south and 3d street east; bill to construct a gravel footwalk on B street north, from 2d to 7th streets east; all of which passed. Mr. Turton, from drainage committee, re- ported bill to lay a water main slong 7th street east, from Pennsylvania avenue to M street south; passed. Bull for the more tborongh dis- tribution of Potomac water throughout the city. Reported back, and Board of Aldermen recommended to insist upon theiramendments, and that a committee of conference be ordered. Messrs. Turton, Lloyd and Sargent appointed thecommittee. Bill to abate a nuisance inalley in square No. 126; passed. Mr. Lioyd introduced a bill to pave alley in square No. 165, passed. Mr. Pepper, from committee on improve- ments, reported @ bill to pave alley in square No 373; passed. Bill to grade and pave alley in square No. 240; passed. Mr. Pepper offered a resolution making an appropriation out of the contingent fund; which was passed. Mr. Plant, from the committee on improve- ments, reported a bill to take up and relay the pavementin alley in square No. 259; passed. Bil) to repair 1344 street west, from B to E street north; passed. Mr. Lloyd, from committee on finance, re- ported a bill to refund certain monies to Gon- zaga College; passed. Also, billto pay Chas. Stewart certain monies; passed. Also, bill to ay for two tons of conl delivered at the Sixth Wira school houee; passed. Also, dill author- izing the Mayor to lease alot on C atreet, he- tween +4 and 6th street; referred back to the committee, with instructions to obtain the consent of the neighbors. Also, billto pay Mr. Wm. Thomas €i,200 for superintending the im- provement of the canal. Objection was made to the passage of the bill, as it was understood when Mr. Thomas asked permiesion to make his experiment that he did notexpect any pay, and Aldermen were opposed to haying this sprung upon them in this manner. Other Aldermen thonght Mr. Thomas de- seryed remuneration for his services, and expressed the opinion that he had done some service, and that more wonid have been accomplished if ample means had been lurnished him. The bill tailed on a third reading. Mr. Sargent from committee on schools, re- ported a bill providing for the purchase of a Jot and erection of a School Honse in the Sec- ond School District. (Appropriates $5,000.) Passed. Mr. Utermehle from committee on police, re- orted adversely upon the petition of P. W. owning and asked to be discharged. So or- dered. Also, the bill granting certain power to the Mayor. Committee discharged. Also, the petinon of T. J. McIntyre. Committee dis- charged. Also, & bill granting certain powers tothe Mayor. Committee discharged. Mr. Turton introduced a bill to make appro- priation for the erection of an enclosure in the Western Market House. Passed. The bill of the Board of Common Council to lay a water mein on 20th street west, from Pennsylvania avenue to K street, was referred. The following from the same Board were passed '—Bill to construct a paved gutter across 4th street east, at the intersection of N street south; to grade O street north, from 9th street west to Vermont avenne: (umended so as to make it read from New Jersey avenue to Vermont avenue;) bill to laya foot pavement on the west front of Square No. 558; bill to im- prove certain alleys in the Fourth Ward; bill torevive the actto improve N street north, trom north Capitol street to Maryland avenue; bill to grade and gravel F street north from vth to 1uth west; bill to pay@alley in Square No. 196; bill to placea_flag center in alley, in Square No. 447 in the Third Ward; bili to take up and relay the footway~-on t0th street west, irom P street north to Rhode Island avenue. At 11 o’clock the Board took a recess for the purpose of allowing the committee of confer- ence to meet asimilar committee of the Com- mon Council, for the purpose of agreeing upon the bill for the more thorough distribution of Potomac water throughont the city. Mr. Brown was appointed a member of the com- mittee, in place of Mr. Sargent, who had ob tained leave of absence. At 11% o’clock the Board met again, and Mr. ‘Turton reported that certain amendments had been agreed upon, one of which was that a tax of seven-eighths of a cent be levied upon the superficial foot of property benefited by the water. The report of the committee of confer- ence was concurred in and the bill passed. Mr. Lloyd, from the conference committee on thesubject of the bill relating to hackney carriages, reported that nearly all the amend- ments of the Board of Aldermen had been agreed to, and the bill passed. On motion of Mr. Morgan, the vote whereby the bill to grade and gravel F street, between oth and 10th, was passed, was reconsidered, and the words ‘‘and gravel” were strickenout. On motion ef Mr. Brown, the bill was then laid on the table. The joint resolution of the lower Board rela- tive to the Government tax due by the city, and mstructing the committee representing the interests of the Corporation before Congress to urge upon Congress to pass a law authorizing the city to collect such a tax, was laid upon the table. . Messrs. Lioyd and Clephane, a committee appointed to wait upon the Mayor and inform him that the Board was ready to adjourn, and ask if he bad any further communication to make; reported that they had performed their duty and that the Mayor had no further busi- ness for the Board. : Mr. Brown (Mr. Clephane in the chair) in- troduced a resolution.tendering the thanks of the Board to Mr. Jota H. Semmes for the sat- isfactory and impartial manner in whieh he had presided at the meetings of the Board. The resolution was adopted unanimonsly. Mr. Semmes returned thanks for the very flattering resolution thus adupted. He had accepted the office of chairman with much re- luctance and was thankful forthe manner in which the members of the Board had co-ope- rated with him in the discharge of his duties. This session would close his second term, and he ho all future sessions of the Board would be as harmonious and pleasant as those he had had the honor to participate in. Mr. Semmes then at 12 o’clock declared the Board adjourned sine die. : Common Council_—A communication was re- ceived from the Mayor, announcing the ap- proval of the following acts: For the erection of & new market-house at the intersection of South Carolina avenue and E street south, between 4th and 6th streets; for the improve- ment of 9th street cast; providing for the im- provement of the harbor of Potomac river; continuing the sewer on 7th street west; to provide for a certain deficiency: to grade and gravel 9th street east; for i Rroxement ofa gutter in the Third Ward; to up and relay gutter on 11th street, from Eto H street, on the west side; to supply & deficiency for the Perse- verance Fire Company; for relief of John Williams; for continuing the sewer on 16th street west to .M street north; to. improve the equare of ground on which the school-house 1s built in the Sixth Ward; for the improvement of Center Market; for laying a water main along East Oapitol street and 12th street east: to repair gutters and crossings at the intersec- tion of Mth and I strects; for the relief of H. Berrett con- gratulatipg him on his election and this letter wis borrowed by Mr. Harvey from Mr, Wheeler, under the solemn promise to return it, but he had not done so. Mr. N. D. Larner defended Mr. Harvey, and did not think it proper that personal matters should be broughtinto the Board. Mr Harvey had made a good Secretary and was entitled to this compensation. He (Mr. L.) had been authorized by Mr. Harvey to state that tne charge was incorrect. The motion of Mr. Shepherd to strike out the compensation to the Secretary, was lost. ‘The resolntion was adopted. Mr. N. D. Larner presented a petition of J. J. Aldridge for the remission of a fine which was referred.
