As the time is approaching when some of the regiments belonging to tiie Army of the Potomac are to be discharged from the mili- tary service of the United States, by reason of the expiration of the term for which they were mustered into said service, Major General Meade has announced to such troops that the ‘War Department hag decided thas tile term of service of a regiment is to be computed from the Gite of “iihster into™the” service of the Uni'ed States without referenge to the date of enrollment or any service rendered a State. «The Commanding General,” the order says, “ will, however, at all times, be glad to receive and forward, for the consideration of the proper authority, any respectful comma- nication touchivg the term of service of a regi- ment when such term appears to be involved in doubt.” The order concludes * «The Commanding General, in making this announcement, expresses the hope that the regiments to be discharged will cheerfully ac- quiesce in the decision of the Government with regard to their term of service, and that no or- ganized bodies or individuals, after having borne an unsullied reputation during all the eventful scenes that nave marked their con- nection with the Amy of the Potomac, will suffer the honorable fame they have won by their gallantry and good conduct to be tar- ‘at the ay | misuea, in we CLUSiNg WUULS Ut Lacks ov: VILE, by ap 2-20" acts of insubordination, which, if ventured upon by any, will be promptly suppressed, and can only terminate in the speedy and certain punishment of the offending parties.” ASHORE. The King Philip, which arrived this motn- ing from ‘the lower river, reports the trans- ports Shamus Waverly and Swann aground near Blackiston’s Island. WHAT 18 THOUGHT IN RIcHMOND.—The Rich- mond Enquirer of the 19th says: A gentleman who left Maryland about ten days ago, brings us some interesting informa- tion from that quarter. He recently visited the camp of General Burnside at Annapolis, where he counted tour thousand two hundred tents, and learned that the forces amounted to about thirty thousand men, nearly half of whom were negroes. The transports to convey them to their pro- posed destination had not arrived, but were expected every day. Meanwhile the organ- ization of the expedition was progressing with great industry. The opinion prevailing in Annapolis, Baltimore and Washington, indi- cated the James River as a basis of operations for this formidable expedition. Burnside is toland ashort distance below Drewry’s Bluff, which he is to take by assault, whilst Meade advanceson Petersburg. Troops have been pouring threugh Baltimore for the past two months. The regiments are spoken of as full, though of indifferent material. New York Money ket—Latest Quota- * 5 Governments unchanged. Mr. Wilson reported from the Military Com- mittee s bill concerning the subsistence and pay of the army, which maxes the ration the -ame as it was at the beginning of the war and pays to the non-commi officers and pri- vates two dollars per bh, that being some- thing more than the cost between the present ration and the old one. It wiil amount to $24 a year tothe privates in Meu of the company fond, which is of small benefit to the private soldiers. r The consideration of thé bill “to provide a national currency, secured bya pledge of U. The pending question was on the Finance Committee’s 8mendment imposing a tax of « per cent. on circulation, ¥ on deposites, and ¥ on capital beyond that which ts in U.S; bonds; but providing that States, municipalitics, and counties may tax the shares of a bank held by individuals or corporations the same as other private means.
