The books were first opened lith of July, 1559, when there were butfew mains available, and most of these were {aid by the Govern- ment. The total length of main of all sizes laid to the close of 1963 is 187,923 feet, of which 63,476 feet were laid by the Aqueduct and 121,317 feet by the Corporauon Under the head of fire-plugs, commenas as the best in the shape ot fire-plug that has been presented the work of the machine shops of our own city, the Messrs. Ellis and John McClelland. The fire-plug which is spoken of above as the best was designed by the Mr. McUielland, and is made in his establishment. Forty of them Lave been made and delivered, in execu- tion of one contract, and one hundred are in hand, well advanced, in pursuance ofasecond contraet. A list of the several fire plugs is given, from which itappears there are 356 in use; a large number of which’ kaye been erected in and about the public buildings and property. ‘Tables are given showing the amounts re- ceived from waier rents yearly, giving also the number, from which it appears that in 1859 there were 310 water rents, yielding $2,815 51; 1860, 1.164, yielding £7,475; 1961, 1,371, ytelding $10,070 75: 1862, 1,637, yielding $11,856 25; 1963, 2,09, yielding $14,522 75. ‘The receipe of the water fund to the end of 1863 amounted to $171,973 9S, and the expendi- tures #166,26 40, leaving @ balance of $3,687 53. The Register suggests, in vie w of the unsettled state of prices, that an act be passed authorizing the Msyor or the Water Registrar to purchase in open market, from time to time, as the same may be required, during the present year, 15,000 teet of six-inch and 5,000 feet of four-inch pipes. The propriety is urged of creating a Water Board, with power to regulate all details con- cerning water regulations. The Register says ihat differences of opinion exist as to whether the preper basis of taxation is the frontage or the area of a lot, and for the purpose of all the facts necessary to-an intelli- gent decision of the question, he gives a table showing the length of each street and avenue and the building frontage on each. He states the total area of Washington, computed here- tofore by him, to be 266,192,546 feet, equivalent to 6,110.4, which is divided as follows : Public reservations. 25,189,002 square feet. Building ground. 21,095,214 do. ANECYS ...0+-- + 7,191,105 do. Streets, avenue: = spaces and canal.,,...112,767,225 do. Total as above......266,192,546 square feet. From the above figures we have the follow- ing results: The proportion of the area of the building grounil in the city to the length of the streets and a enues, is, as 100.6 to 1. The pro- portion of the area of the building ground to the length of building frontage, is as 76.9 to 1. The proportion of the area of the streets, ave- nues, alleys, open spaces and canal, to the len zth of the streets and ayenues, is as 99.6 to L. The proportion of the area of the streets, aye- naes, alleys, open spaces and canal, to the length of the building frontage, is as 76.2 to 1. The proportion of the area of the building grovmd to the area of the street, avenues, open spaces and canal, is as 100 to 99. The propor- tion of the length of the streets and avennes to the length of the buiiding frontage, is as 100 to 130.75. With this data the Registrarsays we may as- sume an average water main, and assuming one doliar, or any other sum-per foot, as the cost, we ascertain exactly what charge the to- tal amount constitutes per square foot on all the building ground or per front foot on all the frontage. But when we come to make discrim- inations- as to lots with twoor three or more fronts, we drift away into mere uncertain guess- work and are liable to tax either exces- sively or ins parca & Yet if a front foot tax as iraposed there must be discrimination in fa- vor of such lots, for the obvious reason that a frontage of two feeton a water-main will se- cure to the lot all the water benefits itcould te- quire, and 4 frontage of an hundred feet could secure nomore. A frontage tax may be as “mearly as possible equal and uniform,” but the square foot tax is “equal and uniform” ex- actly. Our neighbors of Georgetown tried the frontage tax and are in trouble to this day, though they have had the benefits of two acts of Congress to extricate them.
