Hilly: in the chair; Mr. F. Ww. W. Letourman, secretary. Mr. Harmon, chairman of the committee ap- pointed to draft the by-laws and constitution, arose and reported the same, which he pre- faced by Frosting at it is not expected that every one shou!d thinkalike. Therefore they should come together with the determinafion that the majority should rule, and the minority should acquiesce in the decision of the majori- ba ‘The committee had pre: the rules to best of their ability, and the meeting could sete ae? i ney saw proper. Were they to be regular carpen- ters, or was the association to take in all who came along? Mr. C. W. Dashiel, cabinet maker, was op- posed to the name, because if 3 man wanted a carpenter he did not wish acabinet maker. He ten speaker) suggested that the cabinet makers orm sn association of their own. Mr. C. Woodward said that at the la>: m eet- ing they met as mechanics, and it was resolved that they should unite together. 1f they sevar- ated they would fail. He was in favo of sticking together, and getting what they wre entitled to, and if they did not he would recom- mend that they quit work. Mr. Dorsett remarked that a good carpenter could make a great deal of cabinet ware. They ‘were all mechanics, went to the same markets, and should therefore stay together. Another speaker suggested that it was best to have two associations and both work to- gether with unity. A motion was made that the cabinet makers decide smong themselves whether they would go with the carpenters. The vote was taken, and the cabinet makers decided to ferm an association of their own. On motion, the words “and cabinet makers” were stricken out of article one, and asamend- ed _was adopted. The remaining articles of the by-laws and constitution, as reported from the committee, were scone’ without any material amend- ments. Article 5 requests all journeymen carpenters to join the association within one month after going to work, and if any journeyman fails to comply with the provisions of this article, all the members of the society are compelled to cease work in the shop where said person is employed. Article 8 provides for the 1g poeta ofa ittee to investigate all charges made st members. Article 10 prohibits members from working for a less sum than the rate of wages attached to the constitution. The committee re the following scale of prices for the action of the society: First-class hands. 3 (0 per day. Second-class hand: m3 Third class hands.,.... 250 « The inquiry was made as to what constituted a first-class hand. Mr. Letournan suggested that all who had served 2 ular apprenticeship at the business be decl _first-ciass carpenters. Mr. Harman, from the Navy Yard, said a man came to him for a job, and he put him to werk making aframe. The man should have been a good hand, for he had served his apprenticeship with bis brother; and the speaker would like to know if such men should be placed along side of first-class workmen. Apprentices would idle their time away, for they knew well enough they would get as much as a first-class workman. Mr. Dunonetty said that in the Treasury De- partment where he worked, there were some who hardly served a year’s apprenticeship, and they were working as first-class workmen. Atter some further discnssion, the classifica- tions were stricken out, and the rate of wages txed at $3 per day. Mr. Hsy moved that the demand for $3 be made from the Ist of ade Carried. JRIMINAL Court, Judge Fisher.—Yesterday, after our report closed, John Farrell, indicted tor ap assault and battery, submitted, and was fined $25. This case grew out of the defendant driving a bogey. across 7th street and the Avenue, and ocking down Com. Montgo- mery and a lady in his company. Julia Dean and Molly Matthews, indicted for keeping bawdy houses, submitted their cases, and the first named was fined $300, and tne latter $200. In passing the sentence, Judge Fisher remarked that from what he had ob- served, he had but little doubt that much of this business was owing to the landlord, who, tor the cake of lucre would rent their property to these parties, and he forth with requested the attendance of the grand jury. and stated that he desired to suggest the Erceriey of inguisi- tion inst another branch of the bawdy house business, viz: against the landlords, He had understood that in some parts of the city it is diMeult for a respectable person to rent a house, because of the high rents which can be fot from this class of persons. They should strike at the root of the evil, the landlords, who, in many cases, were far more to blame than the women themeelyes, and he would have no compunctions in sentencing them. This may certify that I have been, since 1814, subject to violent dical attacks of catarrh, marked by a highly inflamed conditien of the lining membranes of the cavities of the head, producing a most peetrgeae es} species of head- ache for days at a time, wholly incapacitating me from business, and during the paroxysms confining me tothe bed. Insome instances the inflammation has extended to the teeth, occa- sioning toothache ; tc the threat, producing hoarseness and partial loss of voice; and and twice it has so affected the left eye as to con- fine me for a month or more to adarkened room. ‘Theseattacks have been accompanied by strong febrile azmnp icons ; by stoppage of the head, and, in ‘st stages, by watery discharges from the nose, subsequently becoming acrid and yellow, and to’ the close of theattack becoming bloody and purulent. I have tried medicines of almost every kind; external ap- Plications to the head, such as camphor, gin- ger, hot bandages, and fomentations of hot vinegar; snuffs of some half a dozen kinds, and other catarrhal preparations, together with in- ternal remedies, such as alteratives, cathartics andemetics. These have produced no change in the occurrence or character of the disease, and, in most cases, with little or no temporary relief. I had come, at length, to believe the disease to be practically beyond either cure or material alleviation. Under these circumstances I was led some five months ago, tomake atrial of Dr. Light- hill’s treatment. His method at once approved itself to my judgment, as simple, philosophi- cal, and likely to be effective. Notwithstand- ing the disadvantages under which he labored, in dealing with a disease of such long stand- ing, aggravated by nervous debility and dys- pepsia, and constantly induced by the acct- dents of my professional labor, 1 found the treatment reaching the disease as it had never been reached before, and producing such a modification and alleviation of its character, as I had supposed impossinie. I chronicle the results thus. AlthonghI have been situated several times, so that I should formerly have believed a severe attack of my catarrh inevita- ble, I have escaped thus far; the symptoms of threatened attack have been very light,and have yielded to the remedies employed by Dr. Lighthill, without need of recourse to the old hot fermentations, or emetics; and the dischar- ges from the head have resumed the original and natural condition. I count upona com. plete cure. ThatI have been able, however, to obtain so material a relief isto me a cause of gratitude. In that alone, Iam repaid for whatever the treatment may have cost me. I make this statement unsolicited, as ameans of acknowledging my obligations to Dr. Light- Rill’s method of treating catarrh, and witha view to aid any who may have suffered from that disease, in forming a just opinion of its merits, and its probable utility in their own case. I have been much troubled with Catarrh of the worst type for some twenty years. It gradually grew worse, producing cough and hoarseness, destroying the sense of smell, and breaking down mr general health tosuch a degree as to compel me to resign my pastorate, and suspend public speaking. I made diligent use of the useful remedies, such as snuffs of different kinds, nitrate of silver, tar water, olive tar, and inhalations, but without any salutary effects. Last sum- mer I heard of Dr, Lighthill's suceessful mode of treating catarrh, visited him, and put my- self under his treatment. 1 began immediate- ly to improve, and this improvement has gone on to the present time. My catarrh has gradu- ally melted away, my cough has disappeared, my voice has become natural, and I am once more able to preach the blessed Gospel.
