Brown bas asked for a Court of Inquiry to investizate charges made by United States Senator Wilkin- sou that he (Brown) had confined forty Minne- sota soldiers for releasing slaves of rebels in arms. and that soldi-rs and citizens had been arrested for hurrahing for Jim Lane, and that the inquiry be extended to all matters connect- ed with the management of affeirs in the Cen- tral District of Missouri. In the Maryland Senate yesterday Mr. Fiery presented & preamble and resolution in favor of compensation to slaveholders of the State by the United States. and requesting our Senators and Representatives to urge the matter upon Congress and the President. The bill re peal- ing the law which promis free negroes from returning into Ceci! county after leaving the State was passed. The Convention bill was taken up, and Mr. Stirling offered an amend- ment prescribing an oath of allegiance for challenged voters. Mr. Eichelberger offered as a substitute asection authorizing the Judges of Election to administer an oath to every person who shall be chailenged on the ground of having served in the Rebel army, given aid or encouragement, directly or indirectly to the Rebellion, or who is for any other reason not a legal voter. The object of the section is that such challenged voter shall be sworn and ex- amined by the judges who are to decide on his right to yote. Mr. Eichelberger urged the amendment as a more effectual restriction against disloyal voters, that any test oath which the most traitorous might take for the purpose of securing the right to vote. The amendment was finally adopted—ayes 14, nays 3. Other amendments, principally offered by the opponents of the bill, were voted down, andatthe evening seesion the bill was made the special order for to-day, all debate to cease at 3 o'clock, and the vote on the bill to be then taken. In the Houee of Delegates on Tuesday eve- ning the Convention bill was eo amended as to impose the test oath upon the members of the Convention before taking their seats. The op- onents of the bill offered an amendment tend- the to delay or defeat Emancipation, requiring compensation, &c., but they were steadily re- jected by a vote of ayes 17, nays 53. The bill ‘was also amended so as tomake Senators, Rep- resentatives in Congress, State Senators and members of the House of Delegates, Judges of the Courts and Justices of the Peace, of Mary- land, eligible to seats in the Covention without aifecting the tenure of their respective offices. At yesterday’s session of the. House, the Con- vention bill having been passed to a third read- ing and made the order of the day, its oppo- nents, by permission of the House, occupied several hours in reiterating their objection to it, ‘The debate was continued at the evening ses- sion until the adjournment of the House, with- out a vote being taken on the bill. The Special Committee of the House of Dale- gates yesterday reported a Bounty bill to aid and encourage enlistments in the Maryland regiments. It gives to veterans re.enlisting $250, and to new recruits $200, in addition to the United States and local bounties.
