The 2d section provides that no person shall be admitted into tne public schools unless they first produce a certificate froma physician cer- lifying that they have been va-cinated. The 2d section requires the Ward Physicians to have an office, with asizn bearing Co: uocusly the words «Vaccine Physiciar the number of the ward, and each physi shall designate by publication, two hours < gh day, when he will vaccinate, free of charge, all persons desiring it. The Ward Physiciius shall also keep cn hand a snfficient amoun: of vaccine virus or matter for gratuitous distri- bution to such practising physicians of the city as may desire it. Section ith requires the Mayor to appoint annually, about the fourth Monday in June, one resident from each ward, who shail be known as “collector of vaccine cises,” and whose duty it shall be to visit every family in his ward, and get the names of ali who have not been vaccinated within five years, and re- port the facts to the ward physicians, and if uny persons not vaccinated shall neglect to call upon the physicians and be vaccinated, it shall be the duty of the latter to call upon such person athis or her residence and vaccinate them. Section 5th requires the ward physicians to vaccinate all persons free of chasges and to make a month]. Feport tothe Secretary of the Board of Health, who shall communicate the same to the City Councils, through the Mayor, together with an alphabetical listof all persons reported to him as requiring vaccination, also whether such persons have been yacciaated successtully, Section 6th makes it the duty ofthe ward physicians to ascertain whether parties have been successfully vaccinated, and for each successful vaccination the physician receive from the corporation a fee of fifty cents, and the collector ehajl receive 25 cents for each case Teported by him; such payments to be made out of the respective ward funds. The bill was made the special order for next Morday. The following from the Board of Common Council were referred:—Bill presenting the species of scales to be used in the public and private markets; bill providing for the printing ofthe 19th annual report of the Trustees of public schools; and the bill providing for the enclosing of @ certain public reservation in the Third Ward. . In the bill fixing the salaries of teachers of public schools, the Board insisted upon their bill, and the Chair appointed the following committee of conference, viz: Messrs. Sargent, Lioyd and Brown. The Board also moved to insist upon its bill to reorganize the Fire Department, and Messrs, Plant, Gordon and Turton were sppointed the conference committee. Adjourned. Donohue and Knight. , The Chair laid before the board the twelfth monthly report of the Chief Engineer of the Fire Department; referred. Mr. Shedd introduced a resolution providing that the Surveyor farnish the length and breadtn of the streets, for insertion in the new Digest; passed. + Mr. N. D. Larner introduced a bill for the improvement of the canal, appropriating $1,000 from the general fund for the repair of the dam at 2d street and the flood-gates at 12th street. pies Noyes moved its reference to canal com- mittee. Mr. N. D. Larner said that several months ago a bill appropriating $5,000 for the improve- ment of the canal passed, and was sent to the Aldermen, where it not been acted on. The Samperatien had expended $2,500, bat an appropriation was needed to repair the dam. Mr. Shedd asxged that the bill be amended so as to appropriate $2,000 and include the mud bine, which was going to wreck; which accepted by Mr. Larner. . M. During the last freshet a bank of mud was thrown up against the bank, and the dam was easily carried away. Mr. N. D. The bill in relation to coal ashes was a'so made the special order, and ordered to b> printed; adjourned. —~>__ IMPROVEMENT OF THE POTOMAC.—The bill introduced in the House to establish a co-po- raticn for the improvement of the Potomac river gives to the company for building a breakwater from the lower end of Mason's Island (ior the purpose of changing the chan- nel of the Potomac tothe north bank of the river) th- right in fee tothe lands reclaimed from overflow. For fixing the Long Bridge and Alexandria and Washington railroad in a manner suited to the new course of the river the company are to have tolls over the Lovg Bridge. The latter corporation is to have damages. A section of the bill specifies how that the right to levy tolls may be reclaimed. A Tarp Crowp.—Frequent complaints have been made of a number of boys and young men who make a loafing place ot the corner of Fifts and N streets, when insulting language is often. used even before the ladies, and in one or two instances, gentlemen who have attempted to expostulate with them have been assaulted. A day or two since, Sergeant Johnson issued orders that the first boy cauzht loafing or m s- bebaving on the corner should be arrested, and officer Steele attempted to arrest one of them, when the whole party interfered aad resisted the officer. who was obliged to leave. Other means will, however, be saade to break up this loafing place.
