~~ —— THE EVENING STAR. | WASHINGTON CITY: SATUBDAY.......... JANUARY 23, 1864. @7 BEADING MATTER ON EVERY PAGE. SEE OUTSIDE FOR INTERESTING TELE- GRAPHIC AND OTHER MATTER. OUR MILITARY BUDGET. THE BROKERS IN NEGRO RECRUITS. | The pertivacity with which the broxers im ! recruits hold to their business here of spiriting away negro recruits from the District’fs ac- | connted for by the fact that in some of the States— Connecticut, for instanee—the colored | reeruit counts for as much to the broker as the white recrait, and the pay for such recruits amounts to the snug sum of $700 eack, or there- abonts, im township, county, State and United | States bounties. An outcry is made by the | broker-recruiting agents that their basiness of | picking up recruits dere has been stopped; but they do not publish the fact that in theirown States an interdict has been put by the State authorities ypon any recruiting from abroad in their territory. If this District does not simi- | larly protectitsel by insisting that foreign re- erniting agents shall stop their work here, it will have atime of it in filling up the heavy quota allotted to it by the conscription, : SAILED. The splendid gunbcat Sassacus, which has been at the Navy-Yard for some time past, left yesterday for active duty on the coast. The Saseacus was built at the navy-yard at Ports- mouth, N. The prisoner, when arrested, admitted that his name was Whitney, but he did not know the officer, but when they met at Mr. Webb's office their recognition was mutoval. Yesterday mi he was brought out before theChief Justice on a writ of habeds corpus, and the case was argued by Messrs. Joseph Bradisy for the prisoner and W. D. Davidge for the State of California. The Ohief Justice decided that the requisition was intormal, and refused to return him, but held him until six o'clock | last evening, to determine whether he could hold him on the mittiinns ot the justice. In the meantime affidavits were made by Mr. Bourne, charging Whitney with murder, and with being the party for whom the requisition was made; and by Mr. Donaldson to the admissions of the prisoner that his name was Whitney, and that | he knew he had been indicted, before Justice Clayton, who also made onta commitment. A | telegram was aiso sent to the sheriff to procure & new reqnisition from the Governor of Uali- fornia. At six o’clock last evening the case was re- opered, when Mr. Bradley, for the prisoner, asked a dismissal of the prisoner on the ground tbat no crime was charged. Mr. Davidge stated what had been done, and presented the Warrants and affidavits to the court, whieh were placed in the hands of an officer: and ina short time the prisoner was brought inio court, when the case was argued by the counsel till a Jate hour, and continued until this morning. This morning, the counsel argued the case before Chief Justice Cartter, and the deputy sheriff (Mr. Bournes) is being examined this afternoon. It is thonght that the prisoner will. be remanded back to jail to await the amended requisition, which has been telegraphed for. | . The offense with which the prisoner is charged is the murder of Manuel Verd, in Benicia, Cal- ifornia, in May last, wheu.a party of eighteen persons, led, a3 charged, by one Preston. re- sisted the sheriff who had Verdin charge, and entered the latter’s honse andshot him. RELI SEES Tie VOLUNTEER Funp—The Committee hay- ing the matter in charge inform us that recrait- tug ig progressing briskly in this District and city, and on the I4th inst. Mr. Semmes, the treasurer, paid Capt. Sheetz the bountics for 23 recruits; and yesterday, the bounties for 35 more: thus making from 5 to 6 recruits per cey. This nnmber conid be largely increased if the collectors would exercise a littie more energy, and the citizens who are called upon, a jittle more liberality ; for it is a fact, that there are men enough (black and white) who gre ready and anxious to volunteer if they can only receive a sum of money sufficient to place ibem on an equality on that score with yolun- teers from the States. This morning Mr. Semmes received a note from sowe one who signs himself «A lover of nis City,” deploring the tact that recruitin, was hot progressing more rapidly here and urging Mr. S. and the committee to «get the counc.! to yote money, call on the theater Man. agers fcr benefits, force the people to contribnte, enything, all things, should be done,” in order to “for God’s sake save ourselves from the disgrace ot being the only place in the Union which will rot fill its quota!’ Now, there is no doubt but that this city can fill its qnota if “a lover of his<city,” and others who write anonymous letters and talk loud, will only come up to the mark and contribute of their means to aid the cause. “A lover of his city,” says he was also informed that “they” (the committee) «were waiting for Congress to appropriate money for their men. as they Waited for their aid in all things.” This is not so. The bona fide citizens of Washington are able to fill their quota, and will undoubtedly do so, A meeting of the Committee will be held on Thursday evening next, and it is.to be hoped ali the members will be present. ~ , after El- FE CioseD nER Hovse.—Yester, les: MeBride, who plead gu! at the Crimi- «) Court, toa arge of keeping a bawdy e, had paid her fire, she returned home su orderea all the girls to leave, and red the hunse, it is to be hoped. epara- ior yi o leading a yirtuows life. r) ehis ia ing no place to go, went on a spree with their dollar-and-a-querte? each,’and during |. the @vening an oyster supper was served up at tbe Tauche of George Brent, (colored,) on CO street, between First and Second, (Island.)
