The Navy Department have official informa- tion of the capture of the schooner Raton del Nilo, (with Mexican colors fiying,) on the morning of the 3d December ult., ten miles east of Podres Island, on the coast of Texas, by the U.S. steamer New London, W.N. Allen, Lieut. commanding. She had neither papers nor iog book. She was loaded with coffve, sugar, cod~ fish, wine, percussion caps, &e. Bergen addressed a letter to the Giov- eroor demanding an investigation of their acte, andon Saturday morning the gentlemen ap- pointed by the Governor to fil! ths posi’ions of Commissioners waited npon them, and pre- s+nted copies of the appointment signed by the Governor. The new Commissioners (Judge ResworthWm. MeMurray, and William B. Lewis} were accompanied by Supervisors Briggs and Littell. NAVY YARD AFFAIRS, The British schooner Ella, with a cargo of salt, captared on the 26:h of November last, oif Wilmington, N. ©., for a vio!ation of the block. ade, by the U.,S, steamer James Adger, ai- tached to the North Atianti¢ Blockading Squadron, was brought up to the Wa:zhington | Navy Yard on Saturday by Acting Ensign W. D. Maddox, prize-master, and is now ia the hands of the commissioners Wo learn that the Elia had partiaily succeeded in running | the blockade, and, on being discovered, ber crew abandoned the vessel and succeeded iu making their escape. The Ella cleared at Nas- sau, and now lies in the stream off the Navy | Yard with the Briush flag flying. The U. S. gunboat Commodore Reed, re- turned to the yard yesterday evening from down river for repaire, having been injured by the ice. The injured parts of the vessel are being plated wit iron, and she will soon be ready for service. The prisoners captured by | the Reed at the mouth of the Wycomico whilst attempting to cross from Virginia into Mary- | land, and who were broaght up to Alexandria on Friday last, arrived at the yard this morn- ing, and were handed over to Provost Marshal Tedd. The prisoners consisted of one lieuten- ant, three civilians, two ladies, one child, and three negro men. The gunboat Ella, belonging to the Potomac ) flotilla, is now being overhauled, and will be made Captain Parker's flag-ship. THE REBELS ON THE CONTINBNE. An intelligent end observing Union Amer- ican lady, now in Italy, who bas of late tray- eled much over the continent, writes to her father in this city that the status of our rebels to be met tall points there, has wonderfally changed of late. Their proverbially traculent bearing has entirely disappeared, and they no longer endeavor to insult loyal American la- ] dies and gentlemen, as formerly. Wherever they go now, before they can obtain rooms payment in advance is required of them, as they pass of late for the most inveterate Jer- emy Diddler’s thronghout Europe. She adds tiat the Union successes of our late campaigns canse nearly all whom she meets to ‘talk Union, instead of Secesh, as formerly " SURGEON GENERAL HAMMOND DISABLED. We regret to learn that the injury to Surgeon General Hammond, from the accident that recently befel him in the West, is much greater than was at first apprehended. He was going in a hurry out of a door, and struck his head violently against ® beam that had escaped his sight. The blow prostrated him, insensible. On recovering his recollection, it was thought he was recovering, but paralysis of the iower limbs soon after set in, and yet continues upon him. We fear the fall after the blow affected his spine. He is able to write to his family here, and hopes soou to be able to be brought to Wash- ington. MAJOR GENERAL F. The coldiers in camp at indianapolis suifered coneiderably. A number had their ears and feet froxen. On Thursday night, four rebel prisoners were frozen to death while asizep in the cars at Jeffersonville. Among other evidences of enlarged liberality, I note the following: ‘Now, sir, 1 institute no such a comprrison. That we have females who are, many of them, as well qualified as a great many of the ladies in the public schools in New England, I have no doubt.
