The application of these bounties by the anthor- iues to secure the re-en! ent of veterans proved most efficacions. Fach such recruit is worth to the cause im the field twice as much as any exempt never having seen service, whcese $500, as applied by the Government, induced the veteran to re-enlist. That ceasing to offer the Government’s three hundred dol- lars additional bounty will stop the re-enli Mentcf veterans after the 5th proximo, (when this order of Congress goes into effect,) seems to be almost certain, unless in interpreting the new law the authorities shall decide that the twenty milMons of dollars it appropriates for the procurement of substitutes is designed to enable them to accomplish precisely the objes: they have of late been so satisfactorily achie ing by the use of the exemption fund. Unless such be the interpretation given to the law, it strikes us, the exemption law will be useful only to put money into the national trea fury. That is, that it will fail to procure an ad- ditional soldier; neither lessening the number of exempts nor increasing the number subject to draft. Nor, again, will it secure the ser- vices of a single man not subject to military duty, or whose lot it may not have been to have been drafted. bon grave and impo so pai COMMITTED TO THE OLD CAPITO George W. ARGE OF Ma ustice of the p Freeman, county con Supreme Court to-day, taey should not be remo x assistant District Attorney, appean for the Government, and J. E. Norris and 5. In be- half of the prosecution the affidavits of er Parker and Mr. Schwing were read. The atf davyit of the first named States that about the 12th of September he arrested Lewis Hauf, on | the complaint of Mrs. Tereza Haur, of Phil- adelphia, charging him with bigamy, and he was taken before Jastice Rowland, who de- mended $2,500 bail, and in default com:itted him to jail. A short time afterwards witness heard that Hanuf had been released, and went tothe justice and asked why he did not give him the release, knowing that he was the of- ficer in the case, when he replied that he had given the release to Freeman, The affidavit of Schwing sets forth that he went to Justice Rowland’s with two persons to ofler as bail, which he refused, and he mat King and asked if he could get bail, to which he replied tbat he could for $1:0. Mr. Phillips, for the respondents, read the affidavit of Justice Rowland, setting forth that on the morning of the i2th of September last, Mrs. Teresea Hanif came into his office and swore out a warrant for the arrest of Lewis Hauf, tor bigamy, and he sent for a police officer, when officer Parker took the warrant and arrested the defendant. When brought before him, the complainant pivad for him no: to take bail, but to send hii to jail fora further hearing, as she world have to telegraph to Philadelphia for her witness. He set the bail at $2,500, which he refnzed to give, saying that } he could give #5,0'0 if necessary, but as long as she wished him togo to jall so bad, he woald not give bail. He (the Justice) filied out the commitment and he was sent to jail, Atwr- wards Schwing came in with a gentleman who offered to go bail, but he would not qualify us to owning property inthe District, and here fused to take him. Qn thinking the matter over, he reduced the hail to $!,50), and Schwing brought another man, who refused to go bail in thatamount. About this time officer J. Freeman, and King asked if Freeman could aot go bail, when he (Rowland) accepted hia as bail, he (F.) first qualifying as to being re- sponsible. y Mr. King’s affidavit was also read by Mr. Phillips. He further t Haut vever was indicted by the nd that in the transaction he was m officer, but an individual, and iransactions are usual with olflicers, and that under the late court they were al- lowed. Chiet Justice Cartter remarked that this was a very bad practice. Officer J.T.
