Last evening the Chief of the Burean of Ex- change and Prisoners, Maj. Gen. Hitchcock, received from Brig. Gen. Meredith, a copy of aletter addressed to him’on the 11th inst. by | Robt. Ould, rebel commissioner of exchange, &c., anzouncing the determination of the rebel War Department hereafter to receive no more provisions from the North for our prisoners in their hands. We hear, from Fortress Monroe, that he al- loges persistent « villiflcation and abuse” with | reterence to the manner in which the rebel authorities have carried out their pledges upon supject, asthe reason why they break up the arrangement; and promises, however, to de- liver faithfully all the supplies in question that had been received up to the time the letter was written; and adds that hereafter our prisoners in their hauds will de rationed precisely as they 1ation their soldiers in the field. Without doubt, the allegation of ‘villifica- tion and misrepresentation” put forward as their reason for declining hereafter to receive such supplies, is a mere subterfuge; the real resson being the pres=ure of the jealousy of the | people of Richmond of the fact that through the liberality of our Government and their in- dividual friends at home, the Union prisoners | in their bands were said to be living better than sny family could live in the rebel cap- | ital. It will be remembered that their news- papers have of late been howling at a great | rate over a story that the supplies in question enable the prisoners to set better tables for themselves than grace any of the Richmond hotels. We have to add that the rebel authorities have certainly shown a disposition of late to Qlter their starvation system of treating our brave fellows unfortunately at their mercy. Thus, they have summarily displaced sundry cf their prison officers charged with responsi- bility for the heinous crime ot maltreating them, which has caused the arraignment of their military authorities in their Congress. Of course we cannot know at this time what our Government may feel called on to do in view ot this change of the rebel War Depart- mett’s purpose, but take it for granted that | that will depend in great measure upon the integrity with which they carry out their new pledge hereafter to provision the prisoners just as they provision and supply their ownsoldiers in the field. COMMITTED TO THE OLD CAPITOL. Nicholas McGinnis, Henry Thompson, W. Pierce, and Hamilton Tate, all but the first named colored, reached here last night from the Provost Marshal at Point Lookout, Md., and were committed to the Old Capitol by order of Provost Marshal Todd, on a charge of smuggling goods into Virginia. As the cost would be comparatively small, the matter had been left to the discretion of the proper officers. The resclution was then passed. MOSEBY BRAID TO BEIN THE CITY YESTERDAY, A rumor was prevalent on the street this morning that Moseby, the rebel guerrilla, was in the city yesterday afternoon, and ‘nat he was bold enougir to visit a jewelry establisument on the avenue. The facts in the case, as we have been able to learn them, are that yesterday afternoon an individual visited the establishment above al- luded toand made annmber of purchases. He then desired to purchase a box. and his manner creating suspicion, he was asked what he wished to do with it. His reply was that the articles were purchased for Moseby, 2nd he wished to pack them up aud get them ont of the city withouttrouble. Tinsinformation was conveyed tothe proper officer and detectives ‘were at once placed upon the trail, but the ar- rest of the party has not as yet been consum- mated. er aeee oe EXTENSIve ROBBERIES —The thieves appear to be plying their vocation with energy just now in various portions of the city. Within the past forty-eight hours the following rob- beries have been reported at the headquarters of the Metropolitan Police, viz: The store of Mr. Thomas Powers, corner of 12th and N streets, from whose cellar over $290 worth of groceries were taken: the room of Mr. Ellison, who boards at Mr. John McDowell's on 1ith street, robbed of $126; room No. 43 at the Me-~ tropolitan Hotel, occupied by Mr. James H. Myers, was robbed of a gold watch and chain, for the recovery of which Mr. Myers offers a reward of £75. The following rooms at the National Hotel were entered during last night, and the follow- ing articles stolen, viz: Room No. 58, occupied by Mr. Cisco, robbed of a draft for £50 sterling (about $210) and #22 in money; room No. 49, occupied by Mr. C, W. Colby, robbed of $27 and other articles of value. ym. No. 97 was also entered by & robber, but there was no one there, and, as the thieves were only. after money or jewelry, nothing was obtained. Room No. 100 was robbed of over @100—name of occupant not reported at headquarters. Room No. 135%, occupied by J. A. Chamberlain, was robbed ef two gold watches, one valued at $120 and the other at #105; $70 in money, and a solid gold pin valued at #20. Room No. 2, occupied by a Dr Smith, was relieved of $2U0. Thus, mak- ing in all robberies to the amount of nearly 1,500 within two days. We have beard of other petty thefts within a few days, and all are somany warnings to housekeepers and others to keep their doors Properly secured and leave no articles of value in exposed positions. Bannerman’s boarding-house, on Penn- sylvania avenue, and placed four carpet sacks and valises im the passage, and while they ‘Were at supper 8 thief entered, snd, selecting the one which afterwards proved to be of the most value, made off with it, and was nodoubt far enough away before the loss was discoy- ered. ogee ss THE QUESTION OF WAGES AT THE Navy- Yarp.—For some time past the workmen at the Navy-Yard have been agitating the ques- tien of an increase of wages in view of the in- creased expense of living, a committee ap- pointed from the various departments of the yard having been in correspondence with Com- modore Harwood and the Department in refer- ence to the subject. On Saturday last, owing to some misunderstanding, several of the com- mittee were discharged by order of the Com- modore, and, in consequence, a large number of the workmen stopped work, and were about to leave the yard, when Capt. Parker, the ex- ecutive officer of the yard, expostulated with them, and themajority of them returned. Some of the plumbers. however, got outside of the eate before the others, and .held a meeting, at which a committee was appointed to waiton the Commodore, and the misunderstanding was explained and the committee reinstated, the Commodore promising to recommend an in- crcase of wages. In snswer to the Commodore's recommenda- tion. the Secretary of the Navy has directed the Commodore to Sppoint s board composed of a commiseioned officer, a master workman, @ quarterman, and a journeyman, to ascertain the rates of wages given and hours of labor adopted by the War, Treasury, Interior and Post Office Departments, by the city govern- ment and private establishments, which is to be reported to the Department, and the Com. mcdore is to adopt the same rules as to pay snd hours of labor as they shall ascertain to be generally in force. Tbe Commodore has appointed on the board, Lieut. Commander Blake, of the Eutaw; Mr. J. H. Peake, master painter; George Canning- ham, quarterman machinist’s department; W. Hunter, carpenter; and they have promptly entered on their duties, and it is thought that in a few days they will make their report. Navy Yarp AFrarrs.—The gunboat Itagca, which arrived at the Yard on Friday last, baving been repaired, left this morning for her station in the West Gulf Blockading Squadron. The Saseucns, whose wheel house was stove in on the river recently in a collision, is being rapidly. repaired, and will socn be ready for sea, where she will undoubtedly prove herself & sarsy-cuse The Fuschia and Primrose, of the Potomac flotilla, are under the hands of the workmen, anc will soon be ready for service. The gunboat Eataw arrived at the Yard this morning from Philadelphia, and is being made ready for service. On her trip from Philadel- phia she proved herself to be one of our fastest guuboats, and it is said that she will be imme- ciately sent on an important mission. The storeship Wyandank, of the Potomac flotilla, arrived last evening from the lower river. In passing Aquia Creek yesterday morning, tour rebel pickets, or most probably guerrillas, were seen on the hills above the creek, and the Wyandank ran in, when they ekedaddled. There is a rumor prevalent in the Yard that a day or two since the gunboats Anacostia and Currituck, lying in the Rappahannock river, were fired at by a rebel battery, and they, after Jirmg a few shots in return, hauled off. pi aa A Torn Doww —Some days ago, Sergt. Uronin, ofthe Fourth Ward, and a number of the ¢iti- Z18 residing im the vicinity of F street and New Jersey avenue, complained to the Provost Mershal of a row of Shanties on New Jersey nytnue, near F street, and represented it to be a mieerable place, where drunkenness and dis- order ruled; where soldiers were robbed and beaten, and others probably aided to desert. ‘They enggested that the only remedy was the eestruction of the shanties. The military au- thorities adopted the sugge<tion,and yesterday & equad proceeded to the locality with a num. ber of workmen, and took down all the shanti except two, the occupants of which were granted until Thursday next to remove before the shanties are moved. Bobby repreagnted that his brother was in tiouble, and that he was mail cartier of the House of Representatives; thathis mo'ber was sick, and he did not want to dis- turb her, and asked aid of these gentlemen. This morning Boboy was examined by Justice ‘Thompson, and during the trial was seized With arpasm, spparenhly very violent, und barked like a dog. He says he was bitten by adog.
