The first section was adopted. The srcoud section, fixing the terme of li- ceree, was read, when Mr. Noyrs moved to strike out that portion increae:ny the rate for.licemses for street cars ard omuibuscs from ten to thirty doliars per year, Mr Shepherd raid that this portion of the bill he detired particularly to be enforced. We bac been accused of being pour, yet wh-n any valuabie fr@nchiee is to be given oul it is quiaetly Jegi lated ‘out of our hands, and he shcught ti st it was an outrage on us to give thie vainab:e franchise to use our streets with- out giving the city an equivalent. The city fad ro revenue from-the railroad company. it gore into the pockets of those men who bap- rep to own the stock. All the city reowived from the road was ten dollars per car, end he had been told by the president that the com. pany did not pay this amount because they wre obliged to, but 33 a matter of courtesy. The road was making very large Profits, he contended, and it the Corporation has any con- trol over the road this amountshould be exacted from them. Mr. M. Larner was in tavor of the amend- ment. ln New York, if @ person rode but a aguare it was five cents, and five cents re- praced onevery car. The company were pay- ing now $10 to Georgetown und 810 to this city, on each car. The citizens had an oppor- tunity to take the etock of the rond, and it was their own fault if they did not take it. The attorney of the corporation, who happens to be leo the legal adviser of the company, has gi his opinion that under the Inw of Uon- gress the city could not collect the #10 cf each cr. He thonght if the company got a good, charter it was the fauit of our citizens. The company bad recently paid the corporation 22,500. Certain parties, in his opinion, who haa been disappointed, were maki ing war now upon the company because they could not get acharter. The expenses of the company were greater than those of other companies else- where, and they were paying their hands, conductors, drivers, &c., better than any other companies. Mr. Noves said he thought there was an er- roneous ideas as to the enormous prone realteed by the company, especially un the present high rates for wages here, and with horse feed nearly, if not quite doubled in price. In Phil- adelphia and other cities, where the increased expenses were by no means as great as here, they were yet found so onerous that the com- anies were raising the price of fares to 9 cents fer tickets and transfers. pany cannot raise the fare beyond 5 cents, and they charge nothing additional for transfers as in other cities, Another consideration was: that the etreet cars do not use the streets, but run on their own rail and keep 16 feet of the stroet in repair. They disbursed every day #5W to prople in this District; have 400 persons em- ployed; paid last month #700 for licenses, in Addition to tax on property, which is over &1,700; and have expended over $250,400 in Washington. Further, the Gentlemen who invested the most in this road are residents who have, and are now expending large sums in this city, and should they be treated well, will expend more. In this respect they did inore than many of our wealthy citizens who do not invest ibe money they make here in im. proving the city. He did not believe in Killing the goose that laid the golden egg. Mr. Shepherd said that no man was better pleased than be was at witnessing the enter- rise of some of the stockholders of this road. be road was making money, and he theaght that the Corporaticn should have eome of it. Hr bad Leen informed how the stock bad been taken. A party got tovether, went toa baukin Phfladelphin, drew a large amount of money, and csme bere and subscribed to two-thirds of the stock.
