It gives the followingas | the substance of a letter addressed to General | Bregg on the 7th ultimo It as evident that admitting Lee's inove- | to Me fram, { RePEc Ria a eA oraey Woes ihe j Potomac, Lee cannot preyent Rosecrans from teing reinforced by about forty or fifty thous. | and men trom Onio, Kentucky, Indiana, Mis- | souliand the Mississippi Valley in about one | month's time; hence supposing Rosecrans has | now (000 men of all arms, he will then haye | about 110,000 men, against probably not much | more than half that number. War being a | contest of masses against fractions, other things beirg equal, you would be defeated: you must, | therefore, he reinforced, or middle Georgia | will be lost, and the Confederacy now cut in | two will then be cut in three.” Meanwhile | Meade haying been reinforced by the new | levies, and having organized and drilled them | wonld be able to assume the offensive and drive Lee back to Richmond, ora ge army | might be concentrated im olina, and | marching to Raleigh or Weldon, again subdi- | vide the Contederacy. i The question arises, Can these calamities { be avoided, and in what way!” | I wonld say act entirely on the defensive in | Virginia. Let —— thousand men be sent von from —— and - thousand from — to enable you to take the offensive forthwith and croas the Tennestee to crush Rosecrans before he can be reinforced to any large extent from any quarter. Then you could attack and defeat the enemy's reinforcements in detail before they could be concentrated into a strong army. I fear any other plan will sooner or later end in your final discomfiture.”* In commenting upon the above, the Whig says :—‘ These views must have accorded with Gen. Brage’s own opinions, and were doubt- less urged upon the Pre-ident during his late visit. If, then, Bragg is defeated, the fault w not be his. * * * But, after the responsi- | bility is fixed, what will be the fate of Georgia, | and, indeed, of the Contederacy 7” The Richmond Wiig, of the sth, thinks that “The solution of Lincoln’s mysterions call for 300,000 volunteers, in yiew of the ntter failure of the Inet draft, can only be found ina political necessity buving reference to a Black Repub- lican triumph in the next Presidential clec- tion.” It thinks “the cunning and intrigue of Seward traceable in the whole scheme. He is in a dilemma: but he rides each horse in turn, and fuliy preserves his equipoise.” A wlegram in the Whig of the 6th announces Jeff. Davis’ arrival at Wilmington on the 5th. In the course of his epeech Jeff. said he felt the importance of the harbor—the only one still open for trade, and would do all that could be done for its defense. Chattanooga. The movements of the enemy at Chattanooga are still uncertain. Their occupation of Look- out Valley is of importance. It demonstrates that the enemy have recovered from their de- feat at Chickamauga and taken the initiative, always one of importance in military move- ments. It may be useless to inquire why the enemy were permitted to regain strength, morale; and organization, and offensive movements in the immediate front, under the very nose of Gen. Bragg. The vanquished, flying enemy, whom Gen. Bragg reported to be “pursued by our cavalry,” have turned apon the pursuers and have occ & threatening position upon the flank of the victors. The enemy were out foughtat Chickamauga, thanks tothe army, bat the present position of affairs looks as though we have been out-generaled at Chattanooga. We hope these, our apprehen- sions, may turn ont groundless, and that the strategy of Gen. Bragg may prove equal to the prowess and gallantry of his army; bat we must confess that the country will be as mach surprised as pleased should success attend our arms at Chattanooga. To meet this army, to defeat and overwhelm it, will require the best skill, the highest and e most persevering and united efforts of the Conf deracy. The reinforcements—two corp: d’armee—sent out from Mende’s army nader Hooker, are at Fridgeport. They number about twelve thou- sand men. One corps is commanded by Slo enm, the other by Williams. The river at Bidcepcri is divided by an island of consider- able length. A confidence never felt before, and too long delayed, has atunded his wandering footsteps and lingers like a glory behind him.” The Examiner advises that the people rise en. iuasse and testify their delight at the safe return of tbe «second Washington.” Federals at Fredericksburg. {From the Richmond Examiner of Friday. The enemy are reported on the Staffor Heights, near Fredericksburg, with consider- able force of cayalry and artillery. Itis ssid that the movement has been made to stop the Confederates from getting the iron on the track which the Yankees left behind them from Fred- j ericksburg to Aquia Creek when Stafford was evacuated. Whether our authorities have, in- deed, concluded to remove some portion of the iron so much wanted we do not know, but we have trustworthy information that the Yankees think so, and believe that the work is actually in execution. They have sent this force into Stafford to stop it.
