Rodgers, the architect of the Treasury exten- -Sion, issued an order directing that hereafter the workmen be paid so much per hour, and instructing the foremen of the various branches to fix the working hours. The foremen, after | deliberation, decided that the bell should be rung at 7 o'clock a.m., and at 5 p- m., thus making @ day’s work concist of nine hours, which, at the rute of wages prescribed per hour, would, in the opinion of the workmen, lessen the amount of wages received per day. ‘The workmen therefore demurred to the ar- rangement, claiming to go to work at an hour by sun and stop at sunset. Accordingly, this morning only a tew went to work, and they ‘were compelled to stop on account of the la- borers retusingto work. Thestrike was nearly unanimous, in fact all branches being Trepre- sented. About © o'clock the workmen assem- “bled, numbering seyeral hundred, formed a | Procession, and marched to Temperance Hall, where a meeting was organized by calling Mr. John A. Ross, of the carpenter’s branch, to the chair: Mr. F. W. W. Letourrau was appointed secretary. The Chair laid before the meeting the follow- ing address and resolutions; which were read | and adopted by acclamation: i According to the Book of Holy Writ it is said | that the iaborer is worthy of his hire, and yet we are called upon again, fellow-workmen, to take a stand and inquire if it be possible for us to solve the great problem which is so broad- cast inthe world that the laboring men can provide for themeelyes and families with less means during theinclement -eason than during more pleasant parts of the year. when his out- lay is not so great and his facilities are greater tor performing more labor than during the sea- son which is fast approaching.
