The following were introduced and referre: Ry Mr. Raub—Bill granting permission to M: ‘Thomas Byrne to piace a hydrant in front of | his house, on 1ith street. | Mr. Cantleid, from the committea on police, reported adversely cn the petition of John Forrest to erecta trame building adjoining a brick; and the committee was discharged from its further consideration. The following, from the Board of Aldermen, ‘were referred: Bill auihorizing the Mayor have gas and water introduced in the Asy1 1O pave carriage-way south of Northern \Mar. The bill to equalize the salaries of certain etticers was received from the Aldermen, with An amendment fixing the salarivs as follows: For Commuissionvis of Improvemen’s, 8300; {with the previso thit they shall engage in no other occupation:) Police Magistrates, 3500; Clerks ot Eastern and Westerk Markets, $200, Water Registrar, 22,00. The Commissioners are to engage in no other business Mr. Wilson moved that the amendment be hon-concurred in.- Mr. M. Larner looked upon the billas anew bill, and thought the Board could act upon it ats such. Mr. Raub said he believed the object of the Ddillas amended im the Aldermen was to legis- Jate the Secoud Ward Commissioner, who wis an efficiest officer, out, and he moved the bill be Inid on the table. Mr. Wilson remarked that it was for the Beard to either concur or non-soneur, and if the Aldermen wished they (the Aldermen) could ask a committee of comterence Mr. Noyes said that if the Aldermen wished to kill the till—as appearances indicated—they would not ask @ conference committees. Mr. Canfieid thoucht the Aldermen had been engaged in & small business—cutting down the salaries of two officers £25 each. Mr. Noyes moved to non-concur and zsk a <emmittee of conference. The Chair thought if the Aldermen were determined to deteat the bill they would decline appointing & committee of conference. Mr. Noyes withdrew his amendment. ‘The motion to non-concur was adopted. The following were passed:—By Mr. N. D. Larner opposed it on the ground that om the morth side there were several fine residences which would be injured by it; and that a siit wouid be instituted if this addition ‘Was attempted tobe made. The market was nly their through sufferaace, and if the build- ings were extended the Corporation would likely loose the market house. Mr. O. Wilson agreed with Mr. Larner. ‘There seemed to be an inclination to convert the market houses into other purposes than that for which they are built, othing should be allowed to be sold in them but perishable joods. * Mr. Shedd agreed that the market house was a nuisance in every seuse of the word, and was mo place for the sale of fancy and other goods of that kind. The bill was rejected on its third reading. Mr. N. D. Larner moved to recousider the ‘vote by which the bill to grade and gravel M atreet south, from let streeteast to New Jer- sey avenue was defeated, which was agreed to, and the bill was reterred. Mr. Shedd moved to take up the bill increas- ing the compensation of Corporation laborers. Mr. Cantield said thatthe bill had been fully discussed, and it might be acted on without further debate. Mr. M. Larner stated that he had examined tne petition which accompanied the bill. ‘Phere ‘were four signers from the Fourth Ward, two trom the Third, and none from the Sixth. The Councils yn February increnesd their pay 25 per cent., and in less tham six months here was a proposition give them an increase. He wasin SyUpSnE with the laboring man, and for justice toall, but he could not eee why their wages should beincreased atthis rate. If their pay was increased, the iaborers on private ‘work would demand an increase, and it would injure contractors who had based their calcu- jation on the eldrates. When he was a jour- neymén printer they. could only get work about half the time— ; Mr. Canfield hoped the word printer would Rot be used. Mr. M. Larner would use what word he pleased, for ‘he was not responsible to him (Mr. C.) but to his constituents. Mr. Canfield said thatif one man petitioned he bad a right to be heard. Mir. McCathran said that it had been intima- ted that this bill was all for buncome, which he denied as far as he was concerned. He would Dot be in opposition to this bill for all the gold in India. (Mr. Ruff.—« The seniors are with you heartand soul.”} In respect to contract- ors, he thought that they (the Councils) had no right to oppress the laboring man to save the contractor. - Wood, honse-rents, marketing, bave increased.
