Star.) —_____+++e THE EMPEROR NAPOLEON TION. : A Change of Base. The Paris correspondent of the New York Times, who has so many times -written mis- tagenly of wonderful things to happen, tells Now that «the Emperor Napoleon has turned a@summerset, and now lies at the feet of Gorts- chakoff;” that he «tried to carry England and Austria with him infos war with Russia and Prussia on the Polish question, and hoped by this war to conquer the Rhenish provinces. But his alles took alarm, and while England declared boldly she would not go to war for Poland, Auriria went to work to organize the German Confederation against him. About the same time there came to Paris pos- itive assnrances that Mr. C. M. Clay was ma- thing an alliance between the United States and Kussia, which engaged the United States to attack France in Mexico, in case of a Euro- pean war. Then arose before Napoleon’s eyes that bugbear of his family, 4 coalition—a coali- tion which should embrace as active enemies, Ruesia, the German Confederation, the United States, and as a passive, though not less dam- aging enemy, Great Britain. Such a combina- tion would have cost him his crown in three months: he saw it, took alarm, turned square round, fell on his knees before Gortschakoff, rotested that he never intended to go to war for Poland, washed his hands of the Polish question, snd begged to be friends again ! * * * * * * 'S POSI- But the most curious part of the affair fs, that Eny‘anc, being thus placed morally in an attitude ct hostility to France and Russia will be forced into a triendship with the United States! Avother result of the affair Is, that the Mex- fean elephent wit! be lefton Napolroas hands, for the Grand Duke Maximilian now refuses d there is no other Prince eli- le who will take it. As 16 the triendehip existing between Russia and the United “eine ral i = ps ine hope of destroying that; for, Rursla has more intereet with France tian the t eRe will reduce the m pata in ihe Mexican proceedings to one—the United 2." If Ireland was ina state of rebellion, and was so closely blockaded that not a,ship could enter her porte, what would our Government do in case the citizen ship builders of New York cent ont steamfrigates With the harp and green flag flying, and com- menced burning British ships, under the pre- tense that they were Irish men-of-war, and argued that such proceedings were quite justi- fied by law and precedent! We fancy the Government of the United States would hear something on the subject of a very decided character. In an editorial regretting the slowness of the British Government to Tecognize, by generous encouragement, any evidences of skill on the | part of naval and military Officers, the same paper says: * With respect to the Present fearfal struggie in America, we believe that there are few, whether their sympathies ara with the North or South, who do nat believe that Charleston must eventually succumb to the batteries of Gen. Gilmore, a'ded by the attacks of the mon- itors, conducted by pérhaps the ablest naval artillerist of the day. That Admiral Dahigren and Gen. Gilmore should be employed onsuch very important service shows that, whatever other failings the Government of Washington muy have, it certainly does not Possess the fault of passing over either na<al or military talent. In 1act, hitherto the difficulty has been to find it, but, when found, superior merit is as certain to be rewarded as it ever was in France in the palmiest days of the First Empire.” isdn tS eh a Frame house and lot in square 951, K street south and Tenth street east, to Eliza Midd! ton, Bes.
