A communication was received from John H. Semmes, Esq., Acting Mayor, announcing | the approval of the following bills, yiz:—For trimming and graveling I street north, from | Eleventh to Sixteenth west; to revive an act to grade Second street west, from Virginia ave- nue to D street south: to trim and gravel Elev- enth street west, from Pennsylvania avenue to New York avenue; to supply the Western Market House with water; for adding to the Assessors’ books the subdivisions of squares subsequent to 1856; to laf a water main on Fomrth street west, from Massachusetts aye- nue to New York avenue, and along New ‘York ayenue from Fourth to First street west. The following petitions and bills were pre- sented and referred to the appropriate commit- tees, viz: By Mr. Turtin—Petition of John H. Snyder and others, asking that Twenty and Twenty-first streets, in the First Ward, be so improved as to be made passable. By Mr. Gulick—Petition of B. W.Ferguson. By Mr. Lioyd—Bill to grade and grayel D street south, from Twelfth to Thirteenth street west. The following were read a third time and passed: A bill to repair the gutters on the west side of Eighth street west, from B to H north, and on the north side of G street north, from Eighth to Ninth; to repair Eighth street west from G tok north; fo take up and relay the gutter between First and Second street east, on thesouth side of East Capitol street; to grade and gravel C street south, between Tenth and Fourteenth west; to improve North Capitol Street from New York avenue to the Boundary; to trim and gravel Third street east, from Pennsylvania avenue to C street south; to lay afiag iootway and make a new gutter on the west side of Fourth street cast, at its junction with B street north; bill for the relief of Robert J. Rainey; to cause the curbstone to be set and foot payement laid on the west rront of square No. 445; to partially grade the alley in square No, 41 nd to repair the payed alleydn square A Mr. Lioyd, from the committee on finance, reported adversely upon the petition of B. Ogle ‘Tayloe, asking the return of certain monies paid to the Register; and the committee was discharged from its further consideration. The committee on police was discharged from further consideration of the act to amend | an actin relation to pounds for animals Mr. Sargent, from the committee on schools, stated that the committee had now before them a‘ communication from the Board of School Trustees relative to the erection of a new school house similar to that now being erected in the Third District. The committee were ali in favor of the measure, but were not at this time prepased to report a bill. Mr. Turton, from the committee on improye- Mests, reported adversely upon the resolution to adopt measures for the repair of foot pave- ments where needed, and upon the act to take | up and relay the gutter on I street north, across Twenty-second; and the commsttee was dis- charged trom their tnrther consideration. Mr. Turton introduced the following bills, which were read three times and passed :—To trim and grade Eighteenth street west, from New York avenue to L street north; to repair the cross gutter on the east and west sides of | Sixteenth street west, across K street north; to lay « flag footway across the north side of F | Street, at its intersection with Twenty-first | Street: to revive am act to grade and gravel B | street north, from Sixth to Seyenteentn streets West; and a resolution requesting the City Surveyor to examine the grade of the northeast corner of square 14, and report any change necessary to give it a better drainage. The following bills trom the Board of Com- mon Council were read and referred: Bill to jay a flag footway across T wenty-second street West, on the north side of I north; to repair the defective payed carriageway on Ninth street west, from E to F north; to relay the gutter on the south front of squares No. 451 and 516; authorizing the Mayor to cause a gravel foot- walk to be made on the north side of E street, between Third and Fourth east; to grade and gravel Fourteenth street west to Maryland ayenue; to grade and gravel Third street east, from L south to Pennsylvania ayenue; to le and gravel Massachusetts avenue from Thir- teenth to Fourteenth streets west; to improve ¥ street north, from Ninth to Tenth west; to cause the stone payement in the alley of reser- yation No. 12 to be repaired; to pay for two fire plugs; granting additional powers to the Mayor; un payed on the south front of square south of square No. 562; for the relief of Curtis & Dear- ing; regulating the sale of lime; bill imposing j taxes ior the year 1563; making appropriation to defray the general and contingent expenses 1 the Corporation for the year 1563; to regulate and license livery stables; and a bill to increase the compensation of the Register and impese additional duties. Mr. Canfield moved to amend the resolution by “‘directing” the committee instead of “de- firin:;,” and to strike out “the committee to re- portall facts,” and insert “committee be in- structed to give the subject the most scrutiniz- ing attention, and have power to send for per- sons and papers.” Adopted. Mr. Canfield moved to make Mr. Raub the | chairman of the committee. Mr. Raub declined, saying that it was not new his resolution, as it had been amended. Mr. Canfield remarked that this was astrar ge objection, as the amendment only served to Strengthen the resolution and iicrease the powers of the committee. The Chair announced as the committee on the subject Messrs.. M. er, Noyes and Shedd. Mr. Larner however declined, and | Mr. Follansbee was appointed in his stead. Mr. Canfield offered the following: Whereas the member from the Second Ward (Mr. Ranb) baving asserted in the presence of seyeral members of this Board that he was not the author of the resolution as introduced by him on a former occasion, charging corruption on a member of this Board, and that some of | the most prominent citizens of Washington were backing bim in his undertaking; and whereas it is due to the Board as well as to the people of the Fifth Ward and the citizenz generally, that the author of the resolution (as introduced by him) and those associated with him should be known, therefore Be it resolved, That the gentleman from the | Second Ward, (Mr. Raub,) be and he is hereby requested to communicate to this Board, im- | mediately after the passage of this resolution, the name 6f the author of said resolution, and | those associated with him, charging corruption | on a meraber of this Board. | Mr. Raub said he was not aware that cor- ruption bad been charged in his resolution, but | if it was there it would show, and asked that te resolution be laid over, that he might pre- pare to answer the gentleman. Larner said that it would be recol- | | lected that ata previous meeting, in a discus- | sion with his friend from the Third Ward (Mr. | Shepherd) he had said that $300 had been paid | tor hack hire by the committee of the war | | meeting. In this he was mistaken; and when he did any ene wrong he was willing to make umends. He was however right in his state- ment that $300 had been expended for refresh- ments. Mr. L. proceeded to insist that ex- travagance had n used in fitting up the chamber; and he had examined the accounts. The whole amount was $1,460.96. There was 243 yards of c: ting charged for which he could not make the room measure more than 450 yards. The bill for the curtains was $545.95; and an upholstering establishment in, this city sold sim! curtains at $50 win- dow, $250. The same house charged $1.90 per yard tor carpet, including making and putting | | down; while $1.95 enter was paid for the | carpet on the floor, and the making and put- ting down was extra. In these items $224 might have been saved. He contended if his } calculation was correct, the upholsterershould be made to disgorge that amount.
