The judges at all the precincts have through- out been firm in their decisions, and the police dorce were quick to quell the first sympioms of a demonstration towards a disturbance. In the First Ward, first precinét, at ten and a hatf o'clock, the yote steod 45 for Dixon, and 4 for Richards: and in the second precinct 61 for Dixon and 2 for Richards. In each of these precincts th: ges exercise their discretion in relation to certificates, no votes being received oe thein unless the voters are properly vouched for. in the Second Ward, at half-past twelve o’clock, one hundred and fifty yoies had been | polied in the second precinct, and the friends | ot Mr. Dixon ciaim that he had three to one of } the votes at that time, Mr. Ellwood, for Sur- | veyor, is running ahead of his ticket—this being * his own ward. > j ™ In the Second Ward, in both precincts, the Judges allowed parties who had not been regis- tered to vete upon certificate. ' In the Third Ward, but a small vote had ! been polled up to ten o’clock, the Richards men cisiming that he and his entire ticket ‘were far in the ascendancy, and they are san- guine of carrying the ward. Tn the Fourth Ward the judges took the de- cision of Mr. Bradley as the law, and refused yotes On certificates. Mr. John T. Clements, | jr., candidate tor Council on the Richards tick- fered to vote here, but his vote was cted to, hecanse he was not registered. This excited Mr. Clements’ indignation, and hk demanded that the judges should place ti Teasons for refusing his yote upon his cer! cate; and also that they should keep the names of all cthers refused for similar cause, in order that, in case of a suit, the parties who had bern disfranchised could be obtained as witnesses. Another yote refused, and for the same cause, was that of Mr. Fred. Myers, of Michigan, (of ot John Brewn and .jesus Christ parailelism biasphemons notoriety,) who reyenged himself by taking the numbers of cerisin policemen and threatening to report them for going into a drug store to get a glass of soda: much to the umusement of the szid police officers and the | bystanders. In this ward an attempt was made to defeat Mr. Utermehle for Alderman, by get- ung up tickets exactly like those for Mr. € but substituting Mr. W. W. Moore’s name tor his. The Dixon ticket was largely ahead here. In the Fifth Ward, up to nme o'clock, the election progressed very quietly, the votes coming in slowly. In the first precinct, to that hour, about 40 votes had been cast for Dixon and 5 for Richards. In the second pre- cinct, the vote at the above named hour stood 80 for Dixon and 7 for Richards. Opinion oi the Attorney of the Corporation. WASHINGTON, May “62, My official opinion, as the Attorney of the Corporation of Was! in regard to the qualifications of voters and their right to vote at the municipal elections in this city, having been requested by some of the Commissioners of Election, proceed to givei’ as briefly as Ican. The Charter of 181s, section 5, (with the amendments in the act of 16th May, 1-34.) con- ains, in very ciear and specific terms. a list ot the necessary qualifications of each voter. 3y it the qualifications prescribed in the Char- ef of 1926 were repealed. 1, He must be a free white male citizen of the | United States; t\exty-one years of ag: before the 3ist day of December next preceding the day.of the election; and either native porn or ustiralized prior to the said 3ist dzy of Decem- a 2.
