THE SITUATION. The news from the West to-day, in bringmg the particulars of the last colli-iom im that quarter, makes it clear that the success of th: Union cause in-il was as brilliant as could have been wished; while that from the South shews beyond peradventure that the late dash Cf the rebel Gon. Hill againet Washington, N. C., is regarded in that quarteras having proved @®signai and disastrous failure. The project was doubticss tu have defeated Foster at Wash- ington, and then by forced marclies to transfer | Huns force tothe viginity of that of Longstreet, on the Rlackwater aid Nansemond, before Gen. Peck could be reinforced. It has turned cu’, however, that Foster is 1m over-match ‘or Till, whom he is pursuing; while Peck and the gunboats under Lee haye driven Longstreet well back from our linen’ front of Norfolk. The late protratted ‘rain storm, thoughit may aye delayed some ef Our operations in various quarters, can hardiy fail to have embarrassed and positively damaged the rebels far: more | tian owrtroops. Thus, in delaying the#frans- | Portation to railroads und by rail, they must suffer immensely, as their armies notoriously | live everywhere from hand to mouth, ‘as ours do not; while their deficiency in ordinary road Vehicles and stock, and the rapidly depre- cinting condition of their railroads without a possibility of their prompt repair, (from lack | Of materials,) makes all checks to their plans from such causes permanent disabilities or in- juries. We hear from tiie front to-day that whatever damages the Orange and Alexandria railroad bridges to Rappahannock Station sus- tained in the late siorm, have already been re- paired, while it is fair to presume that beyond that point, from Culpeper Court-House to Richmond, and upon the railroad patween Richmond and Lee's camps, the damage done, if reparable in time, can only be made good by stripping some other railroads of paraphernalia neceseary to enable them to perform theirshare of the rebels’ military operations.
