SPIRIT OF THE MORNING PRESS, The Intelligencer is without editorial to-day. The Chronicle publishes the report of Judge Advocate General Holt to the Secretary of War, giving a statement of the cruelties prac- tieed by the rebels upon the brave yvoiu steers of the tate Gen, Mitchell's command, who had bern sent. onan expedition to destroy impor- tant railroad ec mmurications of the enemy in Georgia and Alabama. The testimony of tne survivors of these crnelties is also aypen ed, ibe wh: le forming a record of revolting inhu- munities practised by men who claim to be civilized. see THE RePorktT or THE COMMITTEE ON THE ConpUCT OF THE War.—The committee on the conduct of the war have adopted their re- porton the army of the Potomac, containing general conclusions. Un application they hive supplied proof copies for th+ press, but were mot able to furnish them in sufficient numbers ty reach all points of the country. The under- sigpding is that it shall be pubiished on Mon- - day. without particular favoritism to any par- ticular newspaper. The otber reports to follow this will bein re- lation to Bull Run, Balls Blu#,and the Wes- tern Department. This committee was appoin‘ed in December, 1361. GeENERAL MCCLELLan’s OrriciaL Report. Gen. McClellan's official report of the seven days’ battl+s on the Peninsula, and of his fall- ing back to Berkely, although dated on the 15th of July last, is now for the first time published, He says that to the calm judgment of his- tory and the future he leaves the task of pre- nouncing upon the movement, confident that its verdict will be that no such difficult one ‘was ever more successfully executed. That no arr.y ever feught more repeatedly, heroical- ly and succesrfully azainst suchodds. that nomen,of any race, ever displayed greater discipline, endurance, patience and cheerful- ness under such hardships. @7 Avotbrr delay is htd in anuouncing the lists of Trovost Marshals. There is some diflculty in the New York easrs: in nearly every district two strong applicants are re- commences. Greeley and Opdyke are in op- position to Weed & Co. New Engtand, Pennsylvani ew Jersey and Olio are believed to be determined on elaborate printed instructions, and blanks are being prepared, so that, when the announee- mente ore made, iey can go at once to work. Their first duty will be to gobble up deserters and draft}d men who have not gone to the army Tre GREAT Postar Ce ENTiON.—Among-t the passengers to-day from New York for Southanu ptou, per Hambuarg mail steamship Saxcnia, iz the Hon. BARNARD ARD arn, McCLEL- AN. pa OPERATIONS OF THE ENGINEERING BE- VAKUMENT OF Tiik ARMY OF THE POTOMAC, It has been reported that the teftimony of Gen. Tarmard bt tore the Committee oa tis Conduct of the War was unfavorable to Gen, McClellan, and bis report (which has juet made ite appearance) of the operations of tne | ‘rgimeering Department on the Pesn®ia, | &«ms to confirm the rumor that ae had“so testified. Grn. Barnard estates that so far as enginecr- irg prepsrations, the construction of brid « , &c., were conc-rned, the army could have b -on thrown over the Chickahominy by the 2s:n of May of last year—two days before the rebol attack at Seven Pines—and that after tae vic tory at Fair Uaks @ movement might have | been made upon the rebel position which could | have met with no formidable resistance. Gen. | FEernard also gives some suggestions as to tue manner in which the rebel attack of the ee¥en | days tefore Richmond was commenced, und was met by our army. He states that Jack- son's return from th nenandoah Valley was krown some days previously; that tuere was presumptive evidence that an attack on our Tight wing was meditated by the concentrated forces of the enemy, and that too on the 27th; and that it was understood to be Gen. McCl-l- lau’s purpose either to throw the main body of the army upon the enemy at Gaines’ Hill and cefeat Lim there, or push the left wing, strong- ly reinforerd, into Richmond, while the main body of the rebels was in the vicinity of Me- chanicsville, many miles off; but that. for scme reason yet unexplained, neither of these movements was attempted. Gen. McClellan, in the history of the cnm- paign he is understood to be writing, will doubtless throw light upon the cause of his abandonment of his originai plan. DISOBEDIENCE OF ADMIRAL PORTER'S OR- DBRS Rear-Admiral Porter t legraphs to the Navy LTepartment that the rams Lancaster and Switzeriand would not have been allowed to go dewn the Mississippi had he been on the spot to see that his orders were obeyed. He adds that it was madness to att: mpt to pass the batteries in broad daylight. The rams were not transt+tred with the gunboxts on the wes- tern rivers tothe Navy Departiaent, but still belong to the War Department, and are under the con mand of Gen. Ellet. Silet lost for us also the “Indianola” and (luren of the West,” and it is about time that em+ check should be put upon his erratic euTeer.
