W. C. Preston, that the agitation of the question of re-opening the slave trade was predominant in South Carolina in 1859, and that it was deplored by such men as Preston and Wade Hampton, who saw its fatal effects upon the country. The Chronicle taking its text from the asser- tion of Lord Lyons, that ii terests of the party now in power which ren- der a continuance of the war necessary,” points out that this war is not one of any party, buta contest wherein the whole people are engaged. The Chronicle atso argues that it was the paper proclamaticn of emancipation that cre- ated a favorable public opinion toward the Federal cause, by the masses of the English people. +02 + OUR MILITARY BUDGET age FIGHT WITH MOSEBY'S GUERRIL- LAS AT DRANESVILLE. Moseby Badly Wounded by a Saber Cut— | Our Loss, Two Officers and Seven Men Killed. We learn that on Wédnesday a severe skir- mish took place near Dranesyille. between 2 party of the ist Vermont cayalry and about sixty of Moseby's guerrillas, in which the rebel lcader was badly wounded by a saber cut in the forehead. The particulars, which are meager, as far as , ‘we are able to ascertain, are as follow The attacking party were our caval who started on an expedition to capture Moseby’s command, who were collected at a point a few miles beyond Dranesville. The attacking par- ty, instead of flanking the enemy and cutting off their retreat, dashed boldly at their front and dispersed them temporarily. They soon rallied, however, and poured into our force a most destructive fire, killing two of eur officers (Capt. Swift and Lieut. Grant, Ist Vermont, ) and seven of our men, besides wounding a number. Moseby, who, at the time of the surprise, ‘Was in 4 farm house near the scene of conflict, just saved his bacon, but not without receiy- ing & severe saber cut in his head. Gen. Stahl has sent ou! a strong force to capture the gang. THE ARMY OF THE POTOMAC. The Washington correspondent of the New York Evening Post writes: “General Hooker was in Washington on Monday afternoon, and returned the same night to his army, expecting weather which would Permit him to execute his plans almost imme- diately. The unexpected snow storm of Tues- day put an end to all hopes of an immediate advance, er any movement over the terrible roads of Virginia. It will take a weele of good weather to put the roads in as good a condition as they were on Monday last.’ From the fact that ten-day furloughs are yet permitted the soldiers, (a party passing through last night on their way North,) it would seem that so immediate an advance as that indicated by the Post is not in contemplation. ——_<+e - _____ ConneoticuT ELection.—The election in Connecticut takes place next Monday. The contest is one of the most exciting in the history of the State, and nothwithstanding the absence of alarce number of soldiers the vote will, probably be the largest ever cast. There are but two tickets before the people, the Re- publican Union and the Democratic. A large number of the most eloquent speakers of both parties are traversing every section of the State, and no yoter can complain of a lack of opportunity to inform himself of the principles involved in the contest. The reelection of Governor Buckingham, the Republican candi- date for Governor, over Seymour, Democratic, by a decisive majority, is claimed by his friends. There are four members of Congress. tobe elected. In the last Congress the delega- tion was equally divided—two Republicans, | and two Democrats. 7 Advices from New Orleans to 25th ult., have been received. The evidences of the destitution of the Rebéls and of the suffering of the people in the interior parishes of Louisiana continued to multiply Gen. CINoINNATI, April 2—On Monday Iast, the | 25th of March, Jepkins’ rebel cavalry dashed | into Point Pleasaat, Va., at the month of the Kanawha, gained possession of the court house, fired seven houses, plundered others, and burned several thousand bushels of Goy- ernment corn, Volunteer aid arrived from Gallipolis, Ohio, and the rebels were driven out with a lo-s of five killed and thirteen taken pii-conera to Gallipolis. They were refused a parole. Telegraphic communication is eut off along the Kanawha, from Charleston to Point Pieasant. ‘The Government steamer Victor No.2 was fired into at Hali’s Landing, forty miles above Buffalo, on the Kanawha. One man was killed, while the boat was completely riddled | by the fire of musketry. The Victor No.2? an General Meigs finally succeeded in reaching Gallipolis. The Victor and B. ©. To-day, at twelve o'clock, agreenbly to an order irom the Proyost Marshal, another crowd pickpockets, thieves and vagrants were Fourteen P: sent off in the train at three o'clock. The parties were fitted up in the same style as the | two who were paraded some time since—larga red placards, bearing the words “pickpocket and thief,” in black letters, being posted on their hats and backs, ind they were all hand- cnffed. A guard of sixteen men, with a sergeat 5 under the command of Lie Cooper, »eseorted them, and they were tollowed by a corps of drummers i fifers, playing the “Rogue's Mareh.” it men thus placarded were marched froin the guardhouse up Ninth street to the norti: side of Penusylyania avenue, thence along by the different hotels, &c., to Nineteenth streei, down the w: side of Nineteenth street to G, and to Seyenteeath street, and back to the guardho Ww ‘e the. joined by those coming under the head of vagrants, and the whole party sent to the railroad station. The procession attracted a large crowd of spectators, and it was with difficulty that the guard could move along with their prisoners, so crowded were the pavements, Most of them walked along with no look ef shame, and seemed rather proud that such honors were being paid them; but a few had their hats cz tully drawn over their eyes, and one whom we | understood to be Musgrove, had his shawl over histace. Some of them seem tobe very young, one or two apparently not above sixteen years of age. On the return to the guard-house, the crowd, which had been considerably augmented on the route, densely crowded the street in front of the building, and the paraded parties were drawn up in line. With the party were two girls, who gave the pames of Anna Smith and Sarah Donaldson, whe on Wednesday night were found at Lin- coln Hospital improperly associated with two so diers belonging to the ith and 9th New York eavalry named John Brown and George W Cummings, and who were sent to the guard- louse. The two soldicrs, who were also sent guardbouse, received the cooling of a ; bath and were then returned to the hospital. The girls were very anxious that they should be allowed to go tothe depot in as quiet a man- ner as possible, and they were allowed to ride in an ambulance, a guard accompanying them down. The one who gave the name of Anna Smith, but who says ste was smart enough not to give her proper name. is a tall, good-looking «irl, with dark hur, black eyes and rosy cheeks. She is apparently about 24 years of ‘age. and dresses neatly. The other, Sarah Don- aldson, is undoubted] piece,” being about !S years old, brown hair and blue eyes, and is somewhat pock-marked. Neither of them are very modest, and this morning, when the sol- dicrs who were caught with them were brought out, they evinced no feeling of shame. One of the soldiers stated that he had known one of them in New York city, and it is probable that both belong there. The party of pickpockets and vagrants, num- bering fourteen altogether, were put on board the afternoon train for the North. —— A ViIcTIM OF MISPLACED ConFIDENCE.—The agent here of the Associated Press, a worthy gentleman, but who, like the venerable Jntelli- gencer, dislikes exceedingly to be jostled from his proprieties, is horrified to find that he has ficoded the country from Rock Creek to Mada- waska with the particulars of a great contra- band capture, about the truthfulness of which there is a certain degree of uncertainty. He hastens now to telegraph, North, South, East and West, that the whole story was a Ist of April joke, and was not only a “first of April joke,” but was “a fiction,” and was not only a fiction, but was ‘intended to mislead the pub- lic.” Think of that now!
