The Intelligencer points out that the Monroe declaration was intended to meet a particular contingency of events and passed away with the occasion which called it forth. , Under the head of “Northern Peace Men and their British Allies,” the Chronicle com- ments upon the extraordinary diplomatic tetter of Lord Lyons upon American af- faurs, which has somehow found its way into print lately, not much to the satisfaction of Lord L, we take it. OUR MILITARY BUDGET aes EXTENSIVE CAPTURE OF CONTRA- BANDISTS AND CONTRABAND GOODs. ae Se A Namber of Washingtonians inthe Party. egy Wetec Large Number of !ntercepted Letters. eg The schocner “Jane Morley,” (formerly Le Fouarril,) ot Baltimore, owned by Hokes, Zell & Co., arrived at the steamboat wharf to-day in tow of a tug, having been sent up from the dower river, where she was captured yesterday morning. She has been engaged in the contra- band traffic which finds its way between the rebels in Maryland und /irginia across the Potomac near the extrem :y of the peninsula between the Potomac and the Rappahannock. The party of twenty-five contrabandists cap- tured on board included several ex-Washing- tonians, of notoriety, we learn, whose names we do not publish until we can get a correct list, which we hope to do for our next edition, They are yet on board the Jane Morley, but will probably be remoyed to the Old Capitol to-nizht. The contraband goods captured makes a yery extensive pile on the wharf, and attracts much attention. It embraces a large amount of sup- plies, quinine, morphine, &c., Confederate uni- forms, buttons do., infernal machines of novel construction, army blankets, forty ca: of boots snd shoes, lucifer match s, soap, coffee, and 1 il bags, containing small pact nd some eighteen hundred letters to par- tues in Virginia and North Carolina. The letters in this mail, it is said, are of a character to seriously compromise various par- Ges in this city and in Maryland, and the de- velopments of the “underground” operations of the rebels, they disclose, will prove of mate- rial service to the Government. A smoking cap, dressing gown and slippers, gifts to Jeti. Davis from “Lady admire: Washington,’ were among the articles; also, a head-dress, a brilliantly colored Balmoral, and finely embroidered handkerchiefs (half dozen,) gifts to Mrs. Davis. The boxes are mostly consigned to the care of Trait, Saei & Co., Richmond, but bear also cipher designations, which, with the letters taken, will serve to show the real parties con- cerned in the trade. The capture altogether is a yery important one, and the number of persons Visiting the scene of the arrival to-day has caused a de- cided increase to the business of the street-cars running to the river. i A SENSEL CANARD, The semi-monthly issued story of the rebel evacuation of Richmond makes its appear- ance again. There is no probable reason why the rebels should abandon that point just now, and the story is undout adly as baseless as senseless. ASSIGNED Capt. Rawalla, of Gen. Sturgis’ staff, Chief of Ordnance, has been assigned so the staff of Major General Wool, Department of the East. Mrac n1evovs.—The Baltimore Sun paints up in sensation style the “touching scenes” at- tending the “banishment” to the South ot Mrs. Pairo and her daughter Alice, who, for disloyal practices, have been sent to Richmond via Staunton, The Sun has rather a time of it to | make out a case, and is obliged to admit that “throughout the whole trying scene Mrs. Pairo bore herself with remarkable composure,” but hastens to add that the prospective parting from her husband and home eyidently “pressed with cru¢hing weight on her mind.” The fact is she Was as “cool as a cucumber,” being one | of that stripe of women who glory in the noto- Tiety of such martyrdom. Some of her inter- cepted letters, as published in the American, tell the whole story. | ®7 The limit fixed by the proclamation of the President for the voluntary return, without punishment, of all absentees from the armies of the Union expired yesterday. These men mumber over one huadred thousand. They hereafter will be classed and punished as de- serters. PERSONAL. Hon. Amasa Cobb, representa- tive elect to Congress from the Third District of Wisconsin, is in the city. Mr. Cobb was formerly Colonel 01 the Sth regiment Wiscon- sin volunteers, aid as such, Ivd the Wiseonsin troops in the battie of Wiiliamsburg, #7 Gen. Beauregard recently sent a flag of | truce to the blockading squadron off Charles- ton, demanding the surrender of the gunboats Mercedita and Keystone State, which he al- deged had surrendered during the raid on the ficet some time ago. Mrs. Joun Woov.—This most charming and versatile of comediennes, who has been the pet of New York for so many brilliant seasons, is playing a successful engagement at the Washington Theater. S27 The Secretary of the Interior has declined the execution of the joint resolution of Congress for the distribution of all the books and decu- ments possessed by Congress and published by their order among the members of the present Congress. The measure is impracticable as weil as illegal. It would give fifteen thousand Goeliars worth of books to each member. They finally cut their way through and escaped to Fort Magruder, except eight or nine, who were made prisoners. Our force numbered forty, those of the ene. my about threehundred. Busher was entered and robbed of twelve $100 counterfeit notes of the Allegheny City Bank of Pennsylvania and of an amount of good money, and no clue to the thiet had been obtained until last night, when patrolman Donn, of the Fourth Ward, arrested @ young man named Henry Decker, an em- ployee of one of our most respectable merchant tailors, for having im his possession a note which was identified as one that Mr. Busher had lost. Justice Ferguson heard the case this morning, when the facts were elicited that afew days ago while patrolman Donn was in a broker’s office a boy came in and presenting a $100 note asked if itwas good. Thenote was pronounced doubtful, and the boy alleging that Decker had sent bim, the patrolman went to Decker and asked him aboutit. The latter said he found it on Sunday and proposed to burn it up. Patrol- man Donn, however, secured the note on the plea that he desired to find out if it was c»rtain- ly a counterfeit; and showing it to his (Donn’s) tather (ex-Justice Donn,) the latter recognized the note as one that Mr Busher had lost, and Decker was therefore arrested, A further hear- ing will take place shortly. has.
