THE EVENING STAR. | WASHINGTON OITY: TUESDAY .......... MAROM 17, 1863, "7 READING MATTER ON EVERY PAGS. BEE OUTSIDE FOR INTERESTING TELE. GRAPHIC AND OTHER MATTER. SPIRIT OF THE MORNING PRESS. The Intelligencer notes that various Republi- can prints concede that the President's policy of compensated emancipation had but few zealous supporters among the Presidens’s po- litical friends in the last Heuse. The Chronicte, treating upon “the future of tae Confederacy,” argues that, as its whole isa of government is feunded upon human slavery, it can mevor attain a position of free and umrestricted intercourse with other na- tions, for the very genius of the institution of slavery requires that guards shonld be thrown around it at every point in order to adequately protect it. ———_+«+2-_______ 87 Greelty has got himself into hot water by his remarkable vindication of the right of se- cession, and his re-affirmation of his declara- tion that, unless we substantially conquer the rebels in the campaign now opening and within the next three months, we ongh}, in his own ‘words, to “ acknowledge the corn,” and aban- Gen the contest. Raymond, of the New York Times, tells Greeley plainly that he has assumed 4 dis- leyal and dangerous position. The New York Pest also censures Greeley, but thinks his pro- mulgations can do no other harm than to en- courage the rebels, as public opinion is too firmly set in favor of carrying on the war per- sistently to a victorious conclusion to be swerved by any journalist. 7 Governor Willinm Cannon of Delaware has sent a message tothe Legislature of that Ntate in reference to “An act to prevent illegal arrests in that State,” which had been passed by that body, in which he says: “Invested by the Constitution with go power of veto or re- view of the action of the Legislature, the Gov- ernor has & general control over the operation of criminal enactments, and such control I will exercise to its uttermost extent to protect any persen acting ander the authoriiy of the United States, or any citizen aiding such person in bringing to lightany conspiracy, orin arresting amy one guilty of disloyal practices or treason- able designs against the Government. I shall issue my proclamation im conformity with these views. giving tothe people of the State of Dela- ware information of my intended action.” The Governor accordingly issued the proclamation. Joun Hay, Esg—The President's Assistant Private Secretary, John Hay, Esq., recently reported im the newspapers as having left Washington to take a position on the staff of General Hunter, has returned again, and is | confined to his room at the Executive Mansion by severe indisposition. He left here, not to become an aid to General Hunter, as allezed, but on 8 visit to the army at Port Royal, and becoming sick in New York, when about to embark, was compelled to return, to forego his int: ation mentioned above. 87 The Siate o: Missouri is now about cleared ef guerrillas, bushwackers and jayhawkers: | and the farmers are about laying down the bleody implements of war, and will resume those belonging to peaceful agriculture. Vast qusntities of corn, wheat rye, oats, hemp, flax, &c., will be raised this year, but in no particu- iar will the increase of products over those of ‘he past two years be more noteworthy tban in the article of tobacco. i e7 The M ‘sippi river correspondent of the New York 7.mes says there is great need for good sailors and marine officers on board the Western flotilla, and says it the merchants of the Eastern cities could estimate the price- less value to be attached to the operations of - Admiral Porter, they would not lose a day be- fore they would unite to sgnd him one or two thousand me pentose Geta the South under the conscription law, the rebel chiefs are now subjecting provisions tothe same sortof treatment, and are seizing flour mills and grocery stores for the army. That kind of thing cannot last long. One great defeat and the rebellion will collapse. Cannot we give them that defeat somewhere and immediately ? Bans alin ame ®7 An American merchant, who arrived at New York in the City of Baltimore, brings in- telligence of & new monster which is in Process e¢ construction for the Reb: Is in the viginity of Loudon. It is 360 feet long, iron-clad, with a formidable prow, and will be provided with four engines. He says he has no information ot h proposed invasion, and that he has at no time bad the slightest thought of goiag to Europe. Much confusion ensued, and the door was jocked, and 8 search of all in the room was pro} d and execated, the patrolman and his friends submitting to the operation. The little boy also offered himself for search: but the watch could not be found. The incident was exceedingiy mortifying to some of the compa- ny, who mentioned in to officer J. F.
