The Chronicle calls the compulsion of negroes to help fight the battles for the Union « practi- cal philanthrepy,” as the exertions made under corapuilston ‘will eventually ennoble and ele- yale them. OUR MILITARY BUDGET. = gee ANOTHER BLOCKADE RUNNER CAPTURED. The Navy Department this forenoon received a dispatch from Fortress Monroe announcing the arrival at Key West of the British bloct- ade-running steamer Peterhoff, taken by the Vanderbilt off St. Thomas, The Peterho!T is a large and very fine and fast vessel, and is known to have repeatedly run the blockade. Her cargo is believed ‘here to haye been boots sud shoes, saltpetre, military clothing, &c. She makes the third of the same class of valuable steamers, news of the capture of which has reached here in the Inst two days. REFUGEES ARRIVED. Mayo, 40th Virginia, prisoner of war, ‘Was sent to the Ventral Guardhouse yesterday. 02 ANOTHER “PEACE” Cawxarp.—Ex-Mayor, now Copgressmen Weed, (Fernando) is ont with another peace manifesto. Here itis, to be taken for what is is worth: ‘At a meeting held at Stamford, Connecti- out, on Tuesday evening last, I said «that pro- positions for an armistice or peace had been submitted to the Presicent on the 19th Decem- ber last, which, had they been accepted, would | have terminated this war by the first of April, upen 4 basis satisfactory to the people North << South.’ In referring to this statement you “© Who made the ‘propositions for an armis- ice or peace,’ the adoptiea of which Mr. Wood pretends to believe ‘would have settled the matter’ by Ail-focils’ day? Were t made ty Davis and his fellow Rebels? 1fs0, how Cows Mr. Wood know anything about them? l'as he been in secret correspondence with the «uemy? Or were they made by seme of the w-war men here! If so, who authorized ‘hem? And what are the terms of the propo- sitions from which Mr. Woo: hopes so much? If they are honorable to the nation—if they are such 86 patriotic Americans ought to fayor— why not make them public at once !” Te which I say, in repiy, that the statement referred to was made by me deliberately, with 8 full and personai knowledge of the tacts, and ‘bat 1 am constrained from the publicity of them only by the request of one of the princi- pel officers of the Government. When this in- trdiction shall be withdrawn 1 will cheer- tully gratify your curiosity, Very respectfully, &c., March 11, 1563. Frgxanpo Woop. it will be remembered that a “peace propo- *it.on” canard was stated to have effect on the ew York election, and this is doubtless in- tended to have effect on the Connecticut elec- tom. [tis the Chase Barney Story over again. TARraTRicaL.—With the varietyof entertain. mente now before the public here, it is not easy fo keep One's self well posted as to the merits of all, but we must bear testimony to the admirable Hnish of the performances of the Keane com- pany now st Grover’s, compriving such names as Laura Keene, Blake, Walcot, Wheatleigh, Mrs. Brougham, and others of note. To-night ig set apart for the benefit of Mrs. Laura Keen. a#u actress who affords so good a model in clea: nees of enunciation, Sued avcuracy of cos- tume, and freedom from rant, which 60 So far Ss @uxiligries to her brilliant qualities of mind to make her (with omy uibderats physical en- dowments) one of the most delightful perform- oTs NOW On the stage. Yazoo City.—We have a vague report, vis Memphis, of the cupture of this place by the Federal torces. We hope it is true, bat like mort other Memphis reports, of late, it needs fimation. Yazoo City is a flourishing post xe ia Yazoo county, Miss., situated on the er of the same name about 50 miles N. N. W. of Jackson. The Bogus» <temiier that Fooled the ebs. The following isan extract from a private letter from Acting Rear Admiral Dayid D. Porter, commanding Mississippi Squadron: “During the time of the running the blockade by the Queen of the West and the Indianola, tive of the guns in the forts at Vicksburg were burst and dismounted; therefore it was an ob- ject to make the enemy fire as muchas pos- sible. J got a mortar in easy range, and opened on ‘hat part of the town where there was nothing: but army supptirs, and soon provoked & Ure of four of their heavy batteries. The shell at first fell over the mortar and aroand it, bursting close to our men, but the range be- e2n to grow shorter, pntil they let us have it all our own way. “Finding that they could not be provoked to flre without an object, I thonght of getting up an imitation ‘Monitor’ Ericsson saved the country with an iron one—why could I not save it with a wooden one. An old coal barge, picked up in the river, was the foundation to build on. It was built of old boards in twelve hours, with pork barrels on top of each other for smoke stacks, and two old canoes for quarter boats; her furnaces were brilt of mud, and ouly ded to make black sinoke and notsteani. ithout knowing that Brown was in peril, Lietiocse our Monitor, When it was deseried by the dim light of the morn, never did the batteries of Vicksburg open with sach a ain— the earih isurly trembied, and the shot flew thick @round the devoted Monitor. But sha ran safely past uli the batteries, thongh under fire for an hour, and drifted down te the jow er mouthot the canal. She was a much bet er looking vessel than the Indianola. * When it was broad daylight they opened on her again with all the guns they could bring to bear, without a shot hitting her fo do any harm, k they dia make her settle in the er, thongh gui ide and out at per, She was clready full of water. The xol- my shonted and laughed like ch was somewhatagginst them quently discovered the (Queen of the West lying at the w at Warrenton. question was asked what had happened to ianola ! Had the two rams sunk her or ured her in the engagement we heard the tlefore! Lhe sounds of ceded down the river, which led us to believe that Brown was chasing the Webband that the (gucen had got up m. “One or two solr gotthe Monitor out in the stream aguin, and let her go down on the ram (Queen: ail the Fort commenced firing and | | Signalling, and asx the “Monitor” approached the ()ueen she turned tail and ran down river &s tast as she could go, the Monitor” after her, | making all the speed that was given her by a five-knot current. The forts at Warrenton fired. bravely and rapidly, but the Monitor did not return the fire with her wocden gun.” It seems by the above statement of Admiral Porter that he did not know of the loss of tho | Indianola, and the bogus iron-clad ram wa tent down the river to draw the fire of the bat- teries, and to effect any other result that might turn up. On account of the 25 and Sv cent notes having Leen counterfeited, the Secretary of the Treas. ury has directed that ho more notes of these denominations be issued. The counterfeits in question are so well gotten up that almost any person is liable to be duped by them. The en- aTaving is a shade coarser and the paper Isa trifle thinner than the genuine. Letters are received daily at the Department inguiring how the counterfeits may be detected. Many are under the impression that the genuine has the Roman letters A. B.
