By the arrangement agreed toby the committee the Secretary of the Treasury is authorized to issue coupern or registered bonds to the amount of $300,000,000 for the current year, and of 100,000,000 for the ensuing fiscal year, payable at the pleasure of the Government after such period as shall be fixed by the Secretary, net less than ten nor more than forty years from date, dearing six per cent, interest, payable in coin. He is also authorized to issue $40,000,000 of treasury notié, redecmable within three years, and besring six per cent. interest, to be disposed of om the best terms, or paid to creditors of the Government. The notes may also be made a legal tender, or made exchangeable for legal tender notes at the discretion of ‘the Secretary of the Treasury. If the exigencies of the public service require it, the Secretary is also author- ized to issue $150,000,000 of United States notes, including the amount, $100,000,000, authorized by the joint resolution of January. Another Rebel force, under Pegram, left Meunt Vernon yesterday, coming towards lexington. There is greatexcitement here, the usual daily reports prevailing of a projected invasion of Kentucky bya large Rebel forca through Cumberland Gap, whereof the military Authorities are not advised, but are beginning to yield to the popular belief that a formidable invasion from that quarteris not far distant. The military are on the alert; and if the Rebels come they mean to give them a warm Teception, Capture of a Train on the Nashville Road. LovisvILLE, Feb. 26.—At 1 o'clock this after- noon twenty freight cars, mostly laden with in- dividuals going from here to N shviile, were Seized by About sixty mounted Kebels at Wood- burn, twelve miles below Bowling Green, and burned. The Rebels then fired up the loco. Motive and sent it ahead at full speed, suppos- ing that it would come in collision with the paseenger train coming from Nashville.
