Dix has, afer guarding the railroads under bis charge sufficient troops to give him five thousand for the defenceof Haltimorr, and 1,058 availavie for the Eastern Shore, Annapo- hia, &c. Fort Delaware very well garrisoned by about 4 men. The garrisons of the forts around Washing- | top smount to 10,600 men, other disposavie troops new with Gen. Wadsworth being about liye men. The trcops employed in guarding the rail- wsys in Maryland amount to some 3,359 men. These itis designed to relieve, being old ragi- snents, by dismounted cavalry, and to send them forward to Manassas. Grp. Abercrombie occupies Warrenton with a torce, which inciuding Col. That the enemy having retreated from Monareas to Gordonsville, behind the Rappa- snneck and Rapidan, it is the opinion of the G:nerals commanding army corps that=the operations to be carried on will be best under- takem from Old Point Comfort, between tha York sud James rivers, upon Richmond: pro- vided— let, That the enemy's vessel, the Merrimac, can be neutralized. = 2d. That the means of transportation, sufft- cient fer an immediace transter of the force to its pew base, can be ready at Washington aud Alexandria to move down the Potomac; and 3a. Thata naval auxiliary force can be had to silence or aid in siiencing the enemy's bat- teries in York river. ‘th.
