Garner as com- mietioner of improvements for the Second Ward, and of Wm. H. Lusby as police constable of the Siath Ward, were confirmed. The act to prevent the sale of fire-arms and explosives in certain cases was amended so as to prevent the sale to negroes or mulattoes; and ® the bill passed. Mr. Sargent introduced 4 bill to prevent the setting up of any board or plank, to pe used for posting bills, on any sidewalk or street, and Against any treeortree-box. {The bill prevents the setting up of any such boards, whether thay are tied or not; and it requires the Mayor to remgre aj] now set up.] The bili was, after discussion, finally refer- red to the committee with instructions to report @ dill restri-ting the size of the boards. Mr. Pepper, from the committee on improve- Mrrts, returned the act requiring foot paye- ments on Pennsylvania avenue tobe kept clean, without any recommendation. He would let the board take what action it pleased. It was special legisiation, and he did not see why Pennsylvania avenue should be named and not the entire city. Mr. Sargent said that Pennsylvania avenue was the great business thoroughfare of the city. It should be kept clean. But there were par- ties who would not wash their pavements unless compelled todo so. He instanced that part of the avenur, between Third and Four- and-a-half streets, which he said was occupied by a lot of German Jews who kept old clothes } shops. They never kept their pavesents clean. | On the contrary, they were always muddy or | Girty, and persons walking along canied the | €irt upon the pavements of their more cleanly neighbors. He thought some legislation was necessary. * Mr. Pepper said the persons referred to by the Alderm: were all respectable business men; not dralsts in old clothes, but mercbant tuilors. The dnielligencer is one of the institutions of this «ity which must be sustained; and he believed it that paper was ia financial aimoulty, if cit. izens were appealed to, they would aid them by voluntary contributions. Mr. Sargent thonght the Board had quite as ronch right to pass this resolution as to call upon the Collector for bis views in the matter. Mr. Richards op} the resolution. The communication is lengthy, and recites the proceedin; f former councils relative to the taxing of this property; and states that the company claims exemption under the tsth eection of their charter, which t provides that the stock shall be exempt from | taxation. They claim that the capital stock is the representative of its property, and so the Property is exefhpted. The communication shows that in June, 1650, $1,302.38 was paid by way of compromise. Four boys, named C. H. B. Powers, Wayman, A. Brooks, and J. H. L. Snowden, all colored, wentinto the hall, opened the case, and stole a lotof knives, gloves, &c. The boys were ar- rested by officers Tait, Voss, and Shackleford, and a part of the geods recovered frem them. Justice Clayton held them for further hearing.
