The dif- ficulties which Wellington was obliged to contend with were similar to thoes our own geverads have frequently had to encounter. At one time, indeed, universal distrast ‘iw d the public mind; the clamors against tae Cabinet and sgainst the GenPrals in the fleid were violent and uLintermitting: and nothing but the constancy of a few statesmen and of the great commander Wellington enabled the nation to persist in its designs. It was, doubt-, less, owing as much to tical divisions at bome as te the inberrnt difficulties of the un- dertaking, that the Englieharms did act sac- ceed in driving the French from the Peninsula until after five years of stupendous and heroic exertion.” ‘The commander in the field was often thwart- ed in his desigas by civilian incompetence in the military direction at London, and his ener- gies were chilled by the consciousness that he could not rely on the generous support of the political authorities; and in these particulars the Intelligencer points out the similar embar- Asements under which General McCiellan Abored. ‘The Aepedlican finds fault with the army ap- propriation bill passed by the House as ona footing too large by half, and believes its final paseage will be a damazing blow to the public credit. The Chronicle has some exceedingly-fine writing about the Emancipation business —s:ys “ we stand to-day ip the broad twilight of crext events,’ and that “there isa solemn hush of expectation in the air,” and that «the hearts of true men are stirred with a vague forewarning of god to come,” and that “in the morning skies the forerunning shadows that herald the day are flashed with a tinge of a light before unseen,” snd hopes “that in its roseate folds lurks the welcome promise of a purer day, and not the angrier redness of tumult and slaugh- ter;" but isn't quite sure abdut it, because, though in the twilight « we know that the day is surely coming,” we never can tell for certain whether it will bea right down fine day,or sa nasty, disagreeable day; but that there are «on. couraging symptoms” m the “desperation and madness” “which “ail the foul creatures’ which “hate the day” exhibit «as the light grows less uncertain.” Moreover, they (the foul creatures) “shudder with the first grey beams that mottle the east.” and, furthermore, they (the foul creatures) must « yanish” with the sucrise « like ghosts. The Chronicle proceeds yet more gushingly to @eecant upon this remarkable sunrise.
