This event, of whica an account will be found elsewhere, must necessarily deeply ex- cite these at the North engaged in shipping, who will doubtless at first hold the executive branch of the Government responsible for the affair. It was, however, clearly the result of- the failure of Congress to act on the recommen- dation of the authorities for the pasaago of an act suthorizing the President to issue letters of Marque sud reprieel, and commission priva- teers, which was urged, it will be remembered, at the last session. This was evidently in- tended to prevent just such oceurrences. One of these stories alleged that & serious bat- tle at Dumfries had taken place, r-sulting in our lors of 1,200 prisoners and a battery of ar- tillery. The truth of the affair is as follows. Viz: = A Retel force of cavalry, with a battery of artillery, suddenly appeared at $a. m.on Sat- urday, in front of Dumfries, then beld by our | Sth, 7th, and 66th Ohio volunteers, with a sec- | tion—two Ppieces—of McGelvey’s battery. The Rebels were at first estimated at 4,000 strong, They cut the wires leading to Falmonth, at- tacked our troops, (who lost three men killed,) and were driven off. In the meanwhile, infor- | mation reached these headquarters, per tele- graph, before they succeeded in entting the wires leading in this direction. Troops from | this quarter were instantly put in motion to, if | por sible, cut off their retreat. To thatend Gen, Geary marched from Wolf-run Shoals imme-_ diately to the relief of the troops engaged at | Dumtries.. After being worsted bef-re Geary’s | arrival, they pushed direct for Occoquan, where | they had a slight engagement with 1,500 troops | stationed there under Col. Candy, resulting in | imconsiderable loss on either side—ours main- | taining their position. They next decamped up Bull Ran, crossing itat Wolf Ran Shoals. From thence they went to Annandale via Burke’s Station, where they } camped on Saturday night, thus avoiding points ‘ where wt had troops stationed. At daybreak yetterday morning they were again in the sad. ele, making for the vicinity of Vienna. In the meanwhile, our troops at Fairfax Court-House did their best to head them off in that direction, but being infantry, could not get np in time to doso. They were last scen in the vicinity of Lewinsburg—where their number was estima- ted at but 1,000 cavalry and four pieces’of ar- tillery—at nightfall yesterday, when they were under whip and spur, evidently bent on esca- ping in the direction of Leesburz. They certainly got nothing for their pains but fifteen empty wagons, belonging to Colonel Kellogg's cavalry command. Throughont the + line of theirraid they had occasional skirmishes with Col. Kellogg's cavalry, who, thongh forced to fall i ack, exchanged many shots with them, with no damage ts his command that we have been able to hear of. His heaviest skirmish with them was near Accotink. At one time they had posseseion of one of our guns at Dum. fries, but were forced to abandon it again to us in their retreat. Thus is exploded the avalanche of wonder- ful stories concerning their exploits. LATEST. ‘We have just received reliable information that the Rebels were badly repulsed on Satur- dey, at Dumfries. On.their retreat they fell in with onr troops, under Geary, between Dum. fries and Wolf Run Shoals, and were driven by them south of the road they aimed to take, the direct road to the shoals. They took the telegraph operator at Burke's Station, and his instrument, and burned the Accotink (O. and A.)railroud bridge, an inconsiderable structure, Besides the fifteen #mpty wagons of Kellogg's command that fell into their hands, they took eight or ten sutlers’ wagons across which they” came; the drivers in nearly all cases baving succeeded in escaping by cutting their traces, mounting their teams and flying before them. They eeized all the citizens along their path whom they thought might give prompt in. formation of the proceedings. They paseed through Vienna at about 124 a. nfPlast night, their rear guard passing there about 3a.m. They had five guns and about twenty-five wagons‘and ambulances, nearly all of which they had doubtlees picked up. They went from there to Hunt's Mille, and then struck over towards the Ox road at Frying Pan. lucluding the citizens they caught, they were carrying off about forty prisoners in all. Definite information of their track only reached bere about dark yesterday, when all the cavalry here, two brigades of infantry and two batteries of artillery, under Gen. Aber- crombie, were pat in motion to overtake them if possible. ae! THB PONTER COURT-MARTIAL. On Saturday, the examination of Major Gen- eral Morell was resumed, and further facts elicited to show—firstly, the great exertion made by the accused and his command on the march from Harrison’s Landing till they joined Gen. Pope; secondly, the used-up condition of the troop on the evening betore they were ordered by Gen. Pope to march at one a. m.; thirdly, the uselessness and injary of having obeyed that order to the letter, instead of start. ing at three a. m., as was done; fourthly, the fact that if Gen. Porter's corps had marched toward its right to take part in the battle of the 29th, its left would have been dangerously or fatally exposed to the enemy, then visible in large force on its ithmediate front. Colonel George D. Ruggles, Chief of Staff to Gen. Pope, was next examined, and depesed to his position in the Army of Virginia—a very disagreeable one, as he took care to make the court understand. He next deposed to having ‘unintentionally and unavoidably overheard a conversation between Gen. Pope and Gen: Porter, at the close of the second Ball Run campaign, wherein the former expressed him- self as quite satisfied with the conduct of Gen. Porter as explained, except in one unimportant particular, which Gen. Porter said could be easily explained. He also testified that he was originally called by the proeccution as its principal witness, but dropped on making known what would be the bearing of his testimony, and subsequently called by the accused. To-day, Colonel Ruggles was recalled, and verified his testimony Previously, and testified toa certain degree of ill feeling existing in the minds of Gen. Pope and some members of his staf against Gen. Fitz Joan Porter. Gen. Griffin was thea called. His Went to show that it was impossible for Gen.
