The writer, in reviewing «perations from s Confederate standpoint, ar- rives at the conclusion that the immobility of Gen. McDowell's colamn at Fredericsburg sralyzed the forces of General McClellan, hough the writer was under a false impres- sion when he , a3 he seems to do, that the inactivity of Gen. McDowell resulted — Any oversight either of Gen. McClellan or = McDowell. If the latter had been subject the order- of the former, it cannot be doubted that the junciion of the forces at Fredericks- burg with those on the Penineula would have teen effected. How this would have changed the as; of affairs to the advantage of Gen. McClellan, this German critic (concurring with the Prince de Joinville, and indeed with all competertt observers so far as we can dis- cern) does not neglect to state. He pays a high trit-ute to the skill of the dispositions taken by Gen. McClellan in the untoward emergencies thrast upon him, and awards full praise to the ‘yalor and steadiness ot the Union troops. The Republican, treating upon the changes in the Cabinet, advocates “ going the whole hog” in a reconstruction of it, and making it an out- &nd-out radical one.
