SPIRIT OF THE MORNING PRESS. ‘The Intelligencer has an elaborate article on the recent elections, and interprets them as dis- closing “the existence in the loyal States of 3 profound feeling of dissatisfaction with the + Executive Government.’” The rebuke of the people was directed principally to “the cwil and military administration of the war, 45 con- dveted partly by the President, partly by the War Department, and partly by the Generals in the field, the secret of the popular discon- tent which has recently manifested itselt. To this is added, by others, a general feeling of dizestistaction with the me ceaptire! mach 2 the islation of Comgrese at its Session. ree Intelligencer then quotes the republican press, and the speeches of republican members of Congress to prove that the defection maai- fested at the recent election was the reeult of the condxct of these “political friends" of the President, who have never scrupled to express: coatempt tor the Chief Magistrate's adminis- trative ability. ; «But the cause of causes which have con- tibauted to the defeat of the republican party in the recent elections is undeubtedly the pep- ular dissatisfaction raised by the last — mations of President Lincoin, especially that of last September 2th, virtually proclaiming martial law throughout the whole territory of even the loyal States." The Mngelligencer refers in severe terms to tha system of “arbitrary arrests” which have been =o prevalentof lat, but distinctly disclaims any wish to be “ usjnst tothe Government, charged &s it is with the duty ot protecting the public saiety in a time of gigantic rebellion. We hold that there is s distinction between the existence of & proper legal discretion under this head, and the exercise of itin particular cases, the pro- priety and justice of which depend upen the ability and wisdom of those who exercise it.” The whole article is concluded by quoting trem the Buffalo Commercial Adrertisr, also a Republican journal, the following resume of what it calls the recent popular expressions of public sentiment, aad which it regards in the ligbt of »in~tructions’ from the peepie to the Government: “1.
