The Intelligencer, treating on foreign inter- vention, and noticing the fact that the Ameri- can war affects the laboring classes of England, says: a the Government of Great Britain formed simply the duty enjoined by pens in our law in abstaining from all intervention struggie, it none the less may be conceded that it has discharged this duty under circum- stances which have tested and proved its fidel- ity to the sanctions of international obligation.” The Republican opposes colonization as an end to getting rid ef the negro. If, however, the negro is tobe benefitted thereby it favors it, ‘The Chronicle argues in favor of a “« National Currency.” Tr Casr or Mrs. Brixsmaps.—Mr. John A. Kennedy, Superintendent of the Police of New York and Brookiyn, and special Pravost Marshal for the War Department in that querter, gives a very different version of the cirenmstances attending the Iate arrest and forty day's incarceration in a cril of a New York station-house prison, of Mrs. Brinsmade, the young lady from New Orleans, whose case is now wery justly attracting so much public attention His account, as detailed to us last @vening, is as follows. Viz: On her yoyage from New Orleans to New York, Mrs. Brins- made made it evident by her conversation, that she was an ardent secessionist, and if not properly attended to, might prove adan- Tous spy for the enemy. He accordingly had ail her movements in New York duly watched. and when she started for this city, ostensibly to visit relatives, he took care to send with her & competent detective. Wpon disclosing his (2bis detective’s) budget of information con- cerning her tothe War Department's Provost Marshal at this point, she was arrested by order of the latter and sent to him (Provost Marshal Kennedy) in New York, to be held custody uatil she could be reshipped to New Orleans: instead of being permitted to slip across the lines somewhere in this vicinity, to join her busband, who is in the Rebel army in front of Washington, which she had declared to be her Purpose. After kee;-ing her in custody longer than he thonght necessary simply to get her off to New one. he wrote to the Depart- ment’s Provost arshal here, asking for the formal order to ship her to that city: and was aaswered that the Department thought it best not to send her there, or declined issuing the order. He theninquired why she lead been ar- rested; when the Department disclaimed re- Sponsibihty for the arrest. Whereupon; as she had been arrested neither by his order nor in his disgrict, and &s none could be foufd willing to assume responsibility for the act, he (not Pro- vost Marshal General Draper as has been al- le promptly discharged Mrs. Brinsmade from custody. The reader will please receive this account for precisely what it is; Mr Provost Marshal Kennedy’s histo: f the affair.
