Halleck, General-in- Chief :—The follow- ing dispatch has just been received from Gen. Davis, at Cglumbus, viz: “The expedition commanded by Brig. Gen. Ransom has proved a great success. It came up with Col. Woodward's rebel force, eight hundred -trong, near Garrftisburg: had a short engagement: killed sixteen of his men, among them one captain and @ lieutenant; woundins forly, incIuding one captain and two lieuten- ants; tock twenty-five prisoners, all their horses and fifty mules: large number of arms and equipments, bali the camps of Woodward's ten, meluding bis own; routing the wiole concern and driving thei out of the State of Kentucky. CAPITAL ORDERS ‘The country will doubtless juin usia thank. ing the War Department for issuing, yesterday and the day before, two orders evidently de<- tined to have the happiest effect upon ourtuture militery operations. ‘The first is the order directing all officers of the Army of the Potomac then in Washington to rejoin their respective commands within twenty-four hours. Already it bas entirely cleared Pennsylvania avenue and the Wash. ington hotel! halls of more than halt the ofticer~ who last week swarmed them: those left being invalids, parol d prisouers and statf officers, quartermaster-, commissaries, surgeons, &¢., the latter necessarily here on duty. The in- stant return to theirrespective regiments of the large number of officers thus hurried to the front, must serve greatly to increase the efficien- cy of the Army of the Potomac. The second is the order decreeing that the Government railroad service shall hereafter be efficiently managed, pronouncing the pen- alty of instant dismissal ef those who fail to expedite the distharges of freight, &e. It may not be known to the public that very much of the difficulty between the late commander of the Army of the Potomac and the War Depart- ment concerning the alleged failare of che Ini- terto comply with the former's requisions fur supplies grew out of the distracted state of things in the management of the Government’< affairs om the railroad, recognized in this order, and thus abated by « single stroke of the Sec- retary's pen. There can be no doubt that with the exception of horses, nearly all articies called for by Gen. McClellan for the service of bis army, were instantly ordered to be for- warded tothe front, by the chiefs of the branches of the services to whom those orders were di- rected. In most instances they were forward- ed with admirable promptitude. But once Joaded in the railroad cars, they were lost sight of in a sea of confusion for weeks and Weeks, at times. Trains upon trains (of wa- ons) were sent to the railroad to conyey the supplies to the front. and were forced to return empty, becagse, though duly shipped, no ti- dings of the goods could be obtained. This, ss remarked above, is the key to much of the unfortanate misunderstanding between Gen. MeCletlan inthe field and the authorities here, upon this point. The Department's an- mouncement that all under its control who hereafter fail to do their best to secure prompt delivery of such freight shall instantly be dis- missed from the service will doubtless prompt. 1y cure this evil. GENERAL McCLELLAN. The manner in which General McClellan has obeyed the order direeting him torepair to Tren- ton, N. J., reflects the highest credit upon him Ss & man and a soldier. Thus he evidently aimed to avoid giving rise in the conrse of his journey to any demonstration that might in- crease the excitement in the Army and the pop- ular mind relative to his removal that could by any chance operate to embarrass the proper Prosecution of the campaign of the gallant Burnside. A Rebel Ferce Reported Near Munford- — ville—The Telegraph Line to Nashville | Interrupted. 4 Lovisvitte, Noy. 11—The Journal says that a Rebel force, under Gen. Wheeler, was within fifteen miles of Muafordville last nizht, when reinforcements were ordered forward. Gen. Gilbert has sufficient forces to protect } the river bridge. A rumor prevailed that Gen. Rosecrans or- dered the trains proceeding from Louisville to- wards Nashville to return. 5 } In the absence of any telegraphic communi- | cation from the reporter of the Associated Press at Nashville, we infer that all is quiet. Lieut. Johrson, of the 7th Regiment Ken- tucky Unién Volunteers, a brother of Adam KR. Johnson, the Rebel guerilla chief in Green Tiver egunty, tendered his resignation to Maj. Gen. Cook, alleging as a reason the publication by the Pr-sident of his Emancipation Procia- matién, when Gen. Cook ordered him to be ar- rested and cent to the military prison in irons. | After ten or fifwen days’ confinement, no charges having been preferred, General Boyle relea:ed him, ordering him to rejoin his rezi- ment. Johnson again tendered his resignation on the same ands, when he was placed under arrest, dismissed the service in disgrace and his insignia of office stripped from him in presence of the whole regiment. i General Rosecrans’ orders on the subject were read at the head of the regiment, and Jobnson was sent back of our lines to report t+ General Boyle, and directed not to re-enter our lines. Latxr.—The Southern line was workiag te Nashville between noon and five o'clock this afternoon. At the latter hour it gave out, and Was probably cut by the guerillas south of Gallatin, to Which place it is now in operation. Guerillas Repulsed in Kentucky. Istlawarortt, Nov.9.—On Wednesday night last, & battalion of Col. Shackelford’s Regiment, &th Kentueky Cavairy, commanded by Major Holloway, was attacked by a Idtge force of guerillas, under command of A. Fowler, on Pond river, seven miles from Madisonville, Ky.,on the Greenville road The attack was gallantly met, and the rebels compelled to re- turn, with a loss of eight killed, including Col. Fowler, and a large number of wounded and several prisoners. Fowler was one of the men who sent the flag of truce to Henderson on Tuesday. and which was so treacheroysly violated by un attemptto carry out information of the strength and posi- tion of the Union troops. The person in charge of the flag was numed Winstead, and w. promptly arrested and placed in jail as a sp. Tearning tho fate of their messenger, they crossed the Ohio on Friday night, to West Franklin, Ind., and carried away Dr. Ham, a peaceable citizen, whom they now hold asa hostage for Winstead. A man named Seales; a low but desperate character. who has been particularly active arresting Union men and robbing indiscrimi- nately, was desperaiely wounded, reqniring the amputation of his arm. aAdain Johnson, who, like John Morgan, seems to like to steal and plunder better than to fight, had, it seems, been with Fowler, but, before the fight commenced, left for the osten- sible purpose of bringing up reinforcements, but failed to retarn until the fight was over and bis friends routed. It is well known that they have stood to each other almostin the attitude of brothers that Burnside cried like a child on taking leave of McClellan, and that the latter, when the soldiers broke ranks and crowded around him expressing in every term of endearment their sorrow at his departure, begged of them as a personal favor to himself to transfer their love and confidence for him to one so well worthy to receive both as his successor.
