OUR MILITARY BUDGET. ~" LATEST FROM-THR PRONT. Ascouting party, dispatehed by Gen. Sizel. returned Inst evening from Occoquan Creek by wsy of Wolf River run (shoal) and Davis’ jord te Manassas~Junction. They report a Tebel patrol of fifteen men of the Prince Wil- ham eavalry at Brentsville on Monday last. Numbers of rebel conscripts are making their way to the command of Gen. Stahl] from the neighborhood of Salem. They report a rebel force at Upperville under Gen, Walker. Our Scouts set it down at 9,000 strong. Fifty rebel cavalry were met yesterday near Aldiv, coming from the direction af Lees- burg. A deserter who ha« reached General Stahl’s mand reports 5,000 rebel troops at Rich. mond, 3,000 at Fredericksburg and two regi- quents of infantry at Culpeper. He does not know the force at Warrenton, but he confirms the accountof adivision being at Uppervyille uader General Walker, which he says is 2,000 strong. At Richmond he heard it said that (General Lee would fall back soon into winter «quarters, and that Walker's division is not to remain much longer in its present position. latormation. from Leesburg renders ii cer- foun that there has been no enemy there tospeak ef since Friday last. THE “ PARTY OF DELAY.” It has become quite fashionable o1 late with the radical press, to denominate those who op- pose rash and ill-matured military moyements, 8s the party of delay,” “the inaction party,” Ac. A very brief recurrence to the history of the war so far, will serve to show how entirely the failure to finish the contest long since is ai- tributable almost solely to the ill-timed policy of the very parties making this charge, Thus, all remember, they were the parties who delayed a settlement of the difficultics when, by acquiesence in the Crittenden propo- + sition for an adjustment, Virginia and Tennes- see would surely have been kept out of the conspiracy, and the rebellion could, as a con- sequence, have been crashed almost without rsorttoarmed force. Though such a settie- ment would haye cost the government and the public interest literally no sacrifice whatever. iu the blindness of political partizanship it was persistenly scouted. The thousand millions of teeasure, the life’s blood of the hundred thou- sand citizens sacrificed in the war, and the temporary utter destruction of all the industrial interests of the country not concerned in pro- viding for the prosecution of the contest, tell unmistakably who were «the party of delay"— «che party of inaction”—at that time. Again: when tke plans of our military Authorities, based on mature professional ex- perience and thorough knowledge of The Sit- uation, were about being Put into snecessful operation, the same parties, by a concerted howl and misrepreseniation of facts, forced the Government virtually to set those plans, aside, and really to trust the campaign to “luck.” We here refer to the original inter- Jerence with MeClelan’s plans, which, in de- priving him of the large force that he designed advancing upon Richmond on the north side ot James river. turned its contemplated prompt reduction, into a protracted and disastrous siege Still again, when having well-nigh overcome difficulties and embarrassment= cansed by T4St original radical interference in the plans ef the campaign, Gen. McClellan asked but a rinforcement of twenty or thirty thousand men to enable him to take the rebel capital trom the new base he had secured upon James ttver, radical interference with his plans su- perinduced*the order for his evacuation of the Peninsula; thus producing further delays and loss almest beyond calculation. So, too, did radical interference with the plans of campaign inangurate the short satur- nalia of “no lines of retreat.” &ec., which elec- trifying the country for an imstant with its Tocket-like brilliancy, culminated in the nex: instant in the terrible disasters of Pope's brief campaign. How fruitful of delay and popular disappointment that interference of radicalicm Proved, is told by the present position of affairs on the upper Potomac. Se, too, did the same parues produce delay ‘upon delay by enaeting in Congress the poli of ceasing to obtain more men for the prosecu- tion of the war: with what results the country Well know. Not content with thus prolonging the contest time and again, they are now re- newing their dangerous effort to take its di- rection out of the hands of military men. on their eld plea that the latter are too slow for exigencies of the occa-ion. The letter press and binding is in Carleton’s usual correct style. @7 Regarding the probable movements of the army recently under command of Gen. Buell, the Louisville Democrat of Friday says: «We understand that Gen. Buell’s entire army will fall back to Lebanon, and from that point ad- vance into Tennessee as rapidly as possible, leaving a sufficient gnard along the line of the Nashyllle Railroad to protect important points from guerillas. From his occupation of Le- banon as headquarters, we presumr that it is Gen. Buell’s intention to enter Tennessee at some point east of Nashville, and press upon Bragg from that cirection.” a7 The Houston (Texas) Telegraph of the 4th inst., received at Memphis, announces that the city of Galveston had been surrendered to our naval forces.
