On the other band, the District has furnished companies end smaller numbers of men to the California and divers _regi- mients from Maine, Pent \vania, New Je ( and other States. ‘It is obvious that some dec! sion neti ro cb albpinporwoe be con: dered properly the “¢ District of Colum¥ia ” and ‘obiain the benefits of the mtn = ap@ aid extended to families. Olden in a late letter to Lieut. Zulick, says that the Supreme Court of New Jer- sey has decided that only those volunteers enlist- ing in regiments formed by authority of the Gov- ernor, are entitled to bounty and aid. Pennsyl- vania, we believe, takes the same view. But doth these States again only ald “resident”? families of volunteers, and the volun~ teers in thelr regiments, whose families reside here are witbout ald unless the ists them. This is a matter for the careful considera- tion of the War Committee, and it should be at once decided and made known—who are to be benefitted by the rhyme Act, and whether, asin sections, it only to “ resident ‘ilfes,”” or whether fam!ii i fea alien to the Die- trict, but whose busbands or fathers are in what are called Distri-t regiments, are to be supported oe be recognized as District volun- “ Turez Hunpaen Tootsand Merz ’—The ith Regiment Pennsylvania volunteers arrived int tois morning, and took their way im- —w. to Old Virginia. Ricertion or Troors.—As large numbers of troops are arriving datly, it may not be amiss to inform the public asto the arrangements for re- ceiving them. Near the Depot are several _— buildings erected for their accommodation being used exclusively as an eating room, wh! oh is Known as the ‘‘ Soldiers’ Retreat,’ and the others as temporary quarters. The “Retreat” is under the direction of the Comm! Department, and Is superinteaded by Thomas H. Donohoo and J. H Searles, com- missafies; Who have employed about 22 hands The dining bail Is about 100 feet long, and con- tains five tables ve of actommodating 600 men. Behind the dining hall is the kitchen, in which are twelve large boilers capable of boiling for 10 000 men per day, and four rozsters capable of roasting for 4,000 per day. Still further back Bre the storeroomea and quarters forthe hands em- Fexs. Immediately on the departure cf troo; rom Baltimore or otber point, the commissary is notified as to what hour they will arrive, and the men are set immediately to work—one gang of men cutting the meat, another cooking, and a third gang {n setting the tables; so tbat when the soldiers arrive a botand substantial meal is in readiness for them. At the same time they ate ing of their meal, if they are to leave im- mediately, a day’s ration for exch is cut and cooked, and by the time the repast is over, they may start on their journey, es far as the commis- saries are concerned. are not to start immediately they are to the ‘Rest,’ a few yards from the Retreat, » which is under the superintendence of Mr Smith, the agent of Capt Camp, of the Quartermaster’s Department, where find quarters until orders are received for their depzrt- ure.
