nn THE EVENING STAR. WASHINGTON CITY TUESOAY Merming Cress. The Intelligencer and Repwdtican are both occupied with news matters to-day. OUR MILITARY BUDGET. —_.__ WHY BANKS WAS NOT REINFORCED. AS some newsxpepers are publishing invidious comments upon the fact thet the corps d’armee of General Banks was not reinforced during the battle of Cedar Mountain, when the corps of Gen ifeDowell were within three and five miles of his pesitien, and that of General Sigel within seven and eight miles, it may not be impreper for us to state that up to 5 p.m —for ene hour aad 2 half after the commencement of the engege- ment—General Banks did not dream that be war contending with an enemy in force equal to his own. At 6% p. m. he dispatched the Command- ing General te the effect that he was driving the enemy before him. At6 p. m., when bis troops emsayed their terrific charge upon the rebel bat- teries, their Infantry response from the cover of ‘woods and thick underbrush first revesled their overwhelming strength to General Banks, who then dispatched a messenger to the rear to notify General Pope of the fact. Thr it was that Rick- etts was ordered to push forward with all possible rapidity to his assistance. We saw Ricketts’ ed- vance enter the fieldon «the double quick ;” reaching it in the shortest porsible time after in- formation of the real strength of the enemy bad been received from General Banks. The truth is, General McDowell's corps was in the best pos- sible position to serve any emergency, snd would have been in the fight, beyond peradventure, had the enemy not contrived to eoncesl from General Banks and his whole corps d’armee his real strength, until an hour too laie te permit Ricketts to be ordered up in time toarriveon the field before nightfall put an end to the engagement for the time being. None others than the officers actually engeged in the front could possibly know the necessity for reinforcements. Thsir failure to appreciate the fact, therefore, and that alone, was the cause of the omission to reinforce them ere the engegement was substantially over. We may add, in conclusion, that nothing could be more unjust than censure upon Generals Pope sad McDoweil, or either of them, in this con- noetlon, ag the facts we state above clearly prove. ——6-__ THE ARMY OF THE POTOMAC. Great anxiety naturally exists here jist at this ‘ime with reference to the movements of General McClellan and his army of the Potomac, on which more depends at the present writing, we appre- hend, than ever before. The public at large are profoundly ignorant of their exact location and proposed march, and also whether they are mov- Ing with the decision snd celerity necessary in the existing state of things. The rebels are doubtless straining every nerve t> be able to venture an attack upon the army of Virginia before the army of the Potomac sbal! have arrived within supporting distance of it, while the authorities here are doing the same, we take it for granted, to Insure that Pope shall be amply supported If attacked. If General McClel- tan is moving ea he should move, the rebels will take due care not to attack Pope, or we are greatly mistaken. We may add our belief that General Pope will take a proper position in which to await securely the arrival of McClellan. On Friday last, a rqued of cavalry from this city went to St. Mary’s county, Md., and en- cvantered near Leonardtown Capt. Wm. Clark, of the 27th Virginia regiment, with a number of recruits, traveling In wagons, on their way to join the rebels. When they observed the cavalry they abandoned their teams and broke for the ‘woods, but the cavalry pursued them, and several shots were exchanged. Nine of them, including the officer, were taken, and brought to the city and sent to the Old Capit —_.—__ APPOINTED. The following isa list of the appointments of Major and Brigadier Generals just made by the President: Brig. Gen. H. J. Wright, (of U. 8 Engineers,) to be 2 Major General ; Col. Michael Corcoran, of the New York 69th Volunteers, and Col. Orlando M. Wilcox, of the 24 Michigan Volunteers, to be Brigadier Generals; also, Brig. Gen. G. W. The Navy rtment has information that the United States gunboat Penobscot captured, off Nort Carolina, a few days ago, the sloop Lizzie, from Nassau, ling under English colors, and loaded with kets, sheet-tin, &c. hen captured she was trying to evade the blockade. 17” Gov. Jameson, who left for Maine twelve days since, has not yet proceeded farther than New York city His friends hope that he will be able to continue bis journey ina day or two. THE FIGHT AT BATON ROUGE. — ——_o——_ THE REPULSE OF THE ENEMY AND DESTRUCTION OF THE REBEL RAM ARKANSAS. ———_+—— FURTHER PARTICULARS, —— The accounts we have to-day from Baton Rouge confirm the prediction we based on Breekin- ridge’s despatehes—that the fight there was a Federal victory, and not a defeat. The rebels attacked our forces with superior numbers, and for a time obtained some advantage, but were finally repulsed with great loss. Gen. Williams, commanding our forces, was killed whilst bravely leading his troope. The rebel Gen. Clark and his aid were captured, and Breckinridge is reported to bave lost an arm, but this we consider doubt- ful. Nims’ Massechusetts battery behaved ad- mirably, thrice repulsing the rebels by the five of its guns. By this arrival we also have a confirmation and some particulars of the destruction of the rebel ram Arkansas by the gunboat Essex. Aécording to the account, {t was a fair stand up ght. The Essex laid within three hundred yards of the rem, pouring solid 9 inch sbot on her until her side was breached, when the rebei crew set her cn fire, and she soon afterwards exploded. Norcross, from. Lowell, of 30th Mas-a- chusetts, arose from his sick bed, joined his company in the thickest of the fight, and, with his own hands, saved one field-plece about to be taken by the rebels. One rebel told me, as 1 was ampu- tating his leg, thatthe rebels lost nearly eight hundred, which, I think, is nearly correct. Nim’s battery saved the day, when two thirds of its members were on the sick list. The indoats Essex, Cayuga, Kineo and Katabdin,attacked the ram Arkansas on the morn- ing of the 6th,when she skedaddled into the banke, ber officers and crew ran, and ina few min- utes after she blew up. The secesh in Baton Rouge fired from their houses on our wot were brought in, consequently their houses were pulled down. Breckinridge mede a h to his men the morning of the fight, promised to have his band Pigying in the State House by 9 a. m. Dr. Buffington, a rebel surgeon, told his nigger, Jack, that if they fet separated during the fight to go directly to the State House for he would surely bethere by 9o’clock. Two highways run out of Baton Rouge—one above and one below, on each side of the town; sbouta mile anda halfaroad cuts these two roads at right angles, while extending from road to road is a large cemetery, facing towards the city and looking directly into tLe camps of the Indiana, Massachusetts and Connecticut regi- ments. The front of this cemetery is fenced with piating, while the cemetery is thickly strewn with large tombs and overgrown with bigh rank weeds. This was the position of the rebet centre. Our center was compoted of the Indians Twenty- first, the Massachusetts and Connecticut, drawn upon on the opposite side of the roads, and not more than forty-five rods distant. The rebel right approached, through corn-fields and over a rol- ling country, attecked with great impetuosity tbe Fourteenth Matne’s camp, and drove them out, burning and plilaging the camp Ina few minutes The Fourteenth Matne rallied, and suppor'ed by the Massachusetts and Nim’s bet- tery, returned to the attack and drove the enemy beek with great slaughter The fiercest part of the confict at this tide of the battle occurred before and within a house which the rebels obstinetely determined to get possession of. ‘he most conspicuous of the rebels at this pluce was a buge negro, armed and equ! with knapsack, musket and uniform; he led the rebels, end met bis death at the hands of one of onr men. Preased back by cur left and our ground regained, the battle raged in front with desperate flerceness. So silently did the rebels approach and so well were they concealed, that they were in the cemetery and drawn up in battle array, without our knowing it. With a ‘ they rushed up to the fence, dashed through tand acioes the rad, bearing everything before them. At one time the opposing forces were hand to hand, and our handful of men were driven out of thelr camps and back into ‘he town; but, rallied on every hand by their officers, and the ceol gaing of General Williams, assisted by the gunboats that began to fire shell on each flank with perfect accuracy end deadly our troops bravely rushed to the front and drove the eatire rebel center back across the road into and 298 Dae the cemetery, from which they were not able again to Lory I =m convinced that had Williams not fallen he would have destroyed the whole of the rebel forces. The men fought hard. Those who bad lost thelr arms tore up rails f:om the fences. More then one rebel was found dead who had been killed in this way. In one spot behind a beautiful tomb, with effigies of infant childrea Bneeling, twelve dead rebels were found in one eap. DESTRUCTION OF THE RAM ARKANSAS. Tke correspondent of the Delta gives the fol- lowing account of the fight between the two tron- clad gunboats Essex aud Arkansas: “Iwill dispose of the destruction of the Ar- kansas at the outset by asserting that it was a fair stand-up, knock-down and scratch gravel fight between the two fron-clad nondescri pts—the Union Essex and the rebel Arkansas. No matter what the rebels may say, it wasasjunre fizht.
