McClellan. em OUR MILITARY BUDGET. ——— ENLISTING RECRUITS IN THE STATE DEPARTMENT. A day or two since, the Secretary of State ad- dressed to the various persons holding positions ‘n the Department of State the following circular: DEPARTMENT OF STATE, Washingion, Awgust 12, 1962 To the Assistant Secretary o) and ether per- sons im the service of the Department of State There are thirty-two of us now employed in hs Department, of whom fifteen are between the ages of eighteen and forty-five. 1 think we should furnish at least that number of volunteers for the military service, either personslly or by volunteers enrlie@ through onr exertions re- spectively. 1 propose to furnish three such vol- unteers, and [ invite your immediate considers- tion of the means of finding the others. The places of those who personally volunteer will be retained for them until the expiration of their time of service. (Signed) Witt H. Sswarp. Bancor, (Me.) August 10, 1562. Editer of the Star: The four new Regiments under the call for 300,000, comprising the quota for Maine, have all been filled, and are now in camp waiting orders. Another Regiment, the ‘Twentieth, is also about full, while ap ication bas been made to the President for permistion to form one other Regiment, to be composed exclu- sively of men between the ages of 45 and 50. A body of a thovsand men of this description could be raised and organized in afew days, which, for fearlers bravery and sturdy power would cope with anything, wild cats included. From pres- ent appearances, there will be no necessity for resorting toa draftin this State for any future contingency. Maine has raised her 20,000. and, in the language of the rezor-strop man, “ there’s afew more left of the same sort.’’ J —_o——__- ARREST AT ROCKVILLE AND CAPTURE OF ARMS Last aight, a petrol from the New York Nine Hundred Cavalry, under Lieut. Holmes. entered Rockville, and finding 2 man named Perrie Trail about leaving the village under suspicious cir- cumstances, questioned him, and as he would give no satisfactory account of himself, or take the oath of allegiance, took him in custody. ‘Trail attempted to shoot one of the guards in ‘whose charge he was placed. He was brought to the Provost Marshal's office this morning, and “was et once sent to the Old Capitol. The guard also searched the house of W V. Bowie, and found thirty-one rifies and old mus. xets, with accoutrements, the plates bearing the Maryland coat-of arms. Evidence was obtained that there had been a rebel recruiting office in the village, from which several recruits had been forwarded South. ee . THE PHANTOM RAM. Offcial dispatches received at the Navy De- partment yesierday, from Com. Dupont, do not mention the ram Pingal, of which so much has Deen said by the special correspondents of the New York journals, as upon the eve of making a visit to our troops and vessels upon the Southern coust—nor does that officer even hint that such a *‘monster”’ bes been coustructed. Jackson’s loss can scarcely be less than 1,500- Our loss is much less. It was the bloodiest bat- tle of the war. On Sunday Jackson remained idle, the troops on both sides being exhausted, and on Monday he asked for a truce to bury his desd—a large pro. portion of which still lle on the fleld of battle— pen¢ ing which he escaped,with his trains. This morning his whole army was gone, pursued by General Buford and bis cavalry and artillery, which quickened his pace towards Gordonsville, compelling him to burn bridges to save himself, and obviously not intending to stop until reach: ing the fortifications at Richmond General Pope has fully met the public expecta- tion. The enemy show their backs only in the Valley of the Shenandoah, and the whole country from Manassas to Gordonsville is no longer pol- luted by the presence of armed rebels. Jackson’s servant has just come into the quar- ters of General McDowell, and reports that Jack- son admits a loss of over two thousand men In the engagement of Saturday. No wonder the rebel general ran. AFPAIRS ON THE PEntnsvLa.—From Gen. Mc- Clellan’s army the advices seem to foreshadow active movements. There is that continued rest. lessness in camp which somehow or other makes plain toeven the most ordinary minds that we are on the eve of events, more important probably than even the recent change of his base by Mc- Clellan. The following extract from a recent letter from tLe army embody the impressions of almost every correspondent: “We are hourly anticipating exciting news from the Valley, for our movements possibly de- nd in great legree on those of Pope; but many wlieve, more certainly on those of Burnside. Evidently there is now a perfect understanding among althe generals operating in Virginia Among those directly under McClellan, there is much confidence of their leaders ‘whieh inspires the men, and leads them to hope for early vic- tory.”? A correspondent of the New York Ezpress plainly intimates thata movement is now on foot, which the uninitisted cannot comprehend but which, from particular circumstances, is deemed extremely important, and adds that there is much excitement in consequence. Gen. Mc- Clellan has strengthened his position on the south side of James river. Harrison’s Landing \s for tbe present entirely hidden in a forest of masts. Gun- boats, transports, steamers of every size and de- scription, environ the wharves, and bewilder the spectator, who imagines himself for the time gezing on New York harbor. Thesoidiers are in the best of spirits. ‘Tue Matvern HILt Apvarr.—it is rumored that Gen. Frank Patterson, of Philadelphia, com- manding the New Jersey ‘brig: ade, is the general referred to as having so certenaly interfered to prevent the consummation of Hooker's plan of capturing a whole rebel division at Malvern Hill. It is said that Gen. Patterson at the time was in- toxicated, and so acted es to give the rebels timely notice of the approach of ourarmy. Hela now under arrest, and the whole matter will come before a general court-martial —Correspondence N.Y. Tribwne. From Bransipr’s Akmy—A private letter dated at Fredericksburgh, Virginia, August 10th (last Suaday), from a soldier in the army of General Burnside, contains the following : “Yesterday afternoon we received orders to march in light marching order, our knapsacks to contain one suit _£ under- clothing, blanket and india rubber blanket.
