‘* =aV7"”- THE EVENING STAR. WASHINGTON CITY: WEDNESDAY .. -- JULY 9, 1862 ~ Reading matter on every page. See eutside for interesteng Telegraphic and other matter. The Intelligencer quotes from speeches of mem- bers of Congress, and from conversations of Sec- retary Stanton, to show that the Secretary of War never countenanced the raising of a negro brigade or the arming of 8! 5 The Repudlican is jubilant over the fact that the Senate has passed a supplementary bill in reference to the emancipation of slaves, which allows negroes to testify in all czses In the courts of this D strict, against whites, as well as against these of thetr own color. _ oro SENATOR CHANDLER. ‘The “white brother” of the Washington Re- pubdlicen chides the Star this morning for alleged ‘noatility to Senator Chandler. The Star has to say in reply, that its hostility is to the persisten course of Senator Chandler, in doing what amounts to his best to compass the defeat of our arms. Itis notcrious that almost ever since Gen McClellan assume4 cemmand of the Army of the Potomac, he has been the sudject of open, bitter and blasphemous denuncia'io: Senator Chand- ler’s part, upon Pennsylvania avenue, in the hotels, and, indeed, wherever he has been able to find Listeners to such ‘anguage from his lips. Nor has he hesitated to proclaim a desire for the de- feat of the Army of the Potomac, as being likely to necessitate McClellan’s removal from bis eom- mand. These incident, thus briefly stated, fllustrate ‘the animus of his official criticisms upon McClel- ‘an’s condact; as Wellas the fact that a man thus effected towards any portion of those in arms for ‘he reatoration of the Union, is a very dangerous petson to exercise any power in legislating with reference to the army and the war; or any influ- ence in times liks the present with the Executive department of the Government incident to his Senatoria: position. Tue ArovaxweNnt oF ConcREss.—It is the current belief here that Congress will adjourn sine die by Monday next, the business before it being already reduced to only a few prominent tneasures, and some other matters to be disposed of without much controversy. The committee of ‘waysand means will have disposed of all the Dills originating therein, by the reporting of the remaining one making additional appropriations, mail in amount, for certain civil expenses of the government. The tariff bill, with the Senate amendments, will be returned to the House to- day. The confiscation bili is pending in joint committee of conference. The soldiers Pension and the naval appropriation bills are yet to be definitely scted upon. Uniess more importan; questions Intervene, the session can be conven|. ently closed by the time indicated sbove, — Tae Tax But.—The collectors and assessors under the new tsx bill will be selected in the mode usually adopted in the Treasury Tvepart- ment. All applications are received and fled tozether, with all letters in support of proposed appelntments, whether from members of Con- ress or other citizens. The names of all appli- cants, with careful abstracts of the letters and in- formation relating to each, are submitted to the Presideut, together with the judgment of the Secretary of the Treasury as to the proper persons to be appointed. With these P2pers before bim, the President forms bis own opinions, and makes Lis own appointments. A Gueat Litegary AGEMENT.—It will be seen by reference to an advertisement eleewbere that Messrs. Stieet & Smith, the enterprising Proprietors of the truly excellent s oryandsketeh paper, the New York Weekly, have effected an engagement with the eccentric, but talented and patriotic Parson Brownlow, who is to write for them a series f articles to be known as “ The Parson Brownlow Papers,” in which the Person, tn bis own peculiar way, will define his position, and give his views of matters and things in gen. tral and secessionism in particular. We advise out friends to secure the New York Week/y,and enjoy the ‘son’s outspoken “rakings-dowa.” ——— PostMastzR AREEsTED.—Jos. C. Hays, post- waster at Meedville, Pa , bas been arrested for tampering with letters. He was taken to Pitts- barg, and after examination was required to give security In the sum of $3,000 for his appearance at the next term of the United States court. The Postmaster General is determined to perform his duty Independently, and enforce the laws regard- less of appeals from any source to the contrary. It !s perbaps unnecessary to state that Postmaster Hays bas been removed. Rese. Complaint is made of inhuman treatment of rebel soldiers by our troops on the Peninsula. The Government here have dispatches from the army on the Peninsula up to yesterday afterroon. Nothing had then occurred Ip the way of alate engagement, though the impression certainly prevails around us that the enemy may havebeen “felt”? by Gen. McClellan, in force, by this time to-day. GEN. BURNSIDE The promptness with which Gen. McClellan is being strengthened by the War Department is il- luatrated by the fact that om the day before yes- terday, Gen. Burnside, with the portion of his army ordered to hasten to the Peninsula, were-in transports at Fortress Monroe, on their way thither. By this time, we presume, they haye landed in McClelian’s lines. AN INCIDENT. OPERATIONS ON THE LOWER MISSISSIPPI The Navy Department has received dispatches dated U & Steam-sloop Brooklyn, off Vicks- burg, June 22. The following 1s from Captain Craven to Com- modore Farragut: In obedience to your orders of the 13th, I left Baton Rouge on my way upthe river at 10 o'clock p.m ,ofthatday On the Mth, at 9p.m., f sent the Marine Guard and a party of seamen,in all about 100 men, in charge of Lieutenant Lowry, on shore at Bayou Sara, for the purpose of de- etroying the telegraph apparatus and wi! with orders to inform the authorities of that town tbat we were on the river forthe Purpose of en- forcing the laws cf our common country and pro- tecting the loyal citizens, and at the same ‘ime to warn them that if any hostile demonstrations were made upon our vessels or transports as they passed in fro:.t of tbeir town by the thieves and Tuffians, yclept guerillas, the town would be held responsible for it, and at least be laid under con- tribution, if not dealt with more severely. At about eleven o'clock, Lieut. Lowry return- ed with bis party to the ship, having tboroughly accomplished his work, excepting securing the telegraph apparatus, which bad been removed but a few minutes before he landed. About half a mile of fron wire was cut, and brought on board, and the vitriol and batteries destroyed. The people ashore appeared to be peacesb! disposed, were civil, and did not make any demonstra- tions. The Mayor and Chief Magistrate inform- ed Lieutenant Lowry that, but two or three days before our arrival, the towa had been visited by a band of guerrillas; that they had committed many outrages against law and order, and he had arrested a Lieutenant who commanded the party, but be was rescued by his men and borne off to the woods. He represented these guerrillas as a lawless set, of whom the inhabitants of the coun- try and small towns had greater dread than of the visits of our navy, or even of our army, snd hoped that we wou'd not hold him responsible for the acts of these cut-throat bands. Before leaving the sbore, Lievt. Lowry, with the Flag of our Union at the head of his party, to the tune of Yankee Doodle, marched through several of the principal streets. We passed Natchez about 10 30 on the morning of the 16th. On the morning of the 17th the Rich- mond jolned us, and about 9.30 in the morning we Rodnev. We arrived at our present anchorage on the 18th, at 11.30 in the morning. Nowhere on our route were we molested, and I taw no change in the espect of things since our last trip, excepting at Grand Gulf. The town there was in ruins, having been riddled by shot and then destroyed by fire. Una smail bill just to the right of the town wasa small earthwork which had been recently thrown up, and was ca- pable of receiving three or four smal! field pieces. It, as well as the town, was entirely deserted, On the 20th instant Commodore Porter arrived here, with ten mortar boats. Yesterday the Mi- am! arrived with another, and this forenoon Com- modore Porter informed me that the flotilla was fired upon at M!lis’s Cliffs, and that itis the in- tention of the Rebels to mount a troublesome bat- tery at that place; also at Quitman’s Landing, ss be learned at a farm-house coming up. ‘he boats which arrived toils morning were fired at from Etlis’s Cliffs, and one (the Emily Parrish) was bit two or three timcs—one shot having tem. pofarily disables one of her boilers. Yeaterda’ morning I sent the Oneida and Winona to loo! after these places. To-morrow I shail send the Katahdin to convoy the two boats as far as Baton Rouge, or unt!i she meets you. At Vicksburg the Rebels appear to be quite busy In extending and fortifying their works, and it is said they have some 10,000 troops quar- tered in and about the town. —s FROM GEN. McCLELLAN'S ARMY. The Skirmish on T: sday—Fourth ef Jaly in Camp. HeapgvaRreRs ARMY OF THE Potomac, On James River, July 5, 12 M.—Since Tuesda everything bas remained shag reaper quiet, the enemy not caring to occupy the fi-ld of the last engagement. The rain storm, which set in on Wednesday morning, continued up to Thursday afternoon making the sotl of a sticking consistency, and the sufferings of the wounded and discomfort of the tired and hungry army can only be imagined. For the last three gy supplies have been land- ed here, and eager hands clutched at the hard bread, coffee and sugar, while the roads are crowded with the ambulances bringing in thou- sands of wounded men from the last twe battle- fields. Many of those who were Previously wounded hsve been able to creep along in some manner, rather than fall into the of the Rebels. A SKIRMISH. Thursday morning the enemy opened an attack with cavalry, artillery and infantry on our rear and for a time there was some long faces, ani the army was ordered underarms. A slight Te- connoissance gave us information of the position and strength of the enemy, and showed that by a little adroitness we might capture the whole force. Accordingly Gen. Davidson, with his brigade, proceeded to cut off the Rebel force, and soon returned with six guns and some pri- soners, the remainder their escape. ‘They were ed some four miles. The suc- cess of this little skirmish had an electrical effect upon our men. Ihe news was received with cheer after cheer, snd the army stock immedi- ately moved up one hundred per cent. Gen.
