Mr. Grimes, in proposing to create the grades of Admiral and Commodore, stated that the aggregate pay of the navy would not be increased, but what wus added to the new aod kigher grades would be deducted from Present pay to officers when not on sea duty. Mr. Grimes submitted statistics to show that the mean pay of cflicers of the army of assimilated rank with navy officers, was froma fifth to a quarter lees than that of the latter. When our right wing retired before the attack of the eney, it was ar- ranged between Generals Porter, Slocum and Styneman, that Stoneman should maintain ape sition in the rear with a strong force, and lead the rebel forces towards the White House, while Porter and Siccum retired towards McClellan's headquartere. This plan worked admirably, the entire rebel force, estimated al s xty thousand men, falling into the trap and following Stone- man towards White House, whence the greater partofour stores brad slresdy been removed in pursuance of previous orders to that effect. At White House ne beste was made by Gen. Stonemaa to get out of the way of the rebels; but they pursued so closely that as our men turned and wound down the stream they saw the dust raised by the rushing cavalry and plainly heard the dropping fire of the skirmishers. A ahort distance below White House igy two large trantpért steamers, which were amply suli- cient to receive the remnant of Gen. Casey’scom- mand which had been left to defend that place, and other vessels were within convenient distance to take oa board the entire force of Stoneman, which embarked ata later hour thaa — and, favored by the darkness, dropped safely down the river. OMATTOX RIVER Last naturdry, the Monitor, Isiand Belle, Step- ping Stones, ann one or two other gunboats, went @ short distance up the Appomattox, in order to ascertain the probabilities attending an effort to destroy the railroad bridge at Petersburg. The Rebela were well prepared with batteries to de- fend the approaches to the city, by either cban- nel; but a short and thorough cannonading com pelied them to beat a retreat and leave the works. ‘Lbey were supported by some 5,060 infantry,wao ‘Were scattered about so 2s to do us much damage as MN egarheee by picking off the gunners, or any- body who chanced to afford them an opportunity. A communication from Major General Hunter, of the Department of South Carolina, in reply to a resolutton introduced by Mr. Wickliffe, of Ky, and adopted In the House of Representatives on the 9th ult., calling for ‘ information respecting the organization by Gen. Hunter, of the Depart. ment of South Carolina, of a regiment of volun- teers for the defence of the Union, composed of biack men, (fugitive slaves )’? was transmitted to the House of Representatives yesterday by the Secretary of War. The letter says: No regiment of * fugitive slaves’? has been or is being organized in tuisdepartment. There is, however, a fine regiment of persons whote late masters are ‘fugitive rebels.’’ So far, indeed, are the loyal persons composing this regiment from seeking to avoid the presence of their late owners, that they are now, one and all, working with remarkable industry to place themselves in a position to go tn full and effective pursuit of their fugacious and traitorous proprietors Gen. Hunter says that under the instructions given for bisguidance he is distinctly authorized to employ atl loye! persons offering their rervices in defence of the Union and for tae suppression of this rebellion in any manner he might see fit, or thatthe ciroumstances might call for, and as there is no restriction ast, the character or color of the persons to be employed, or the nature of the employment, he concluded he could employ the loyal blacks who reimeired upon the plasta- tions. Inthe absence of any ‘‘tugitive master law,”’ the deserted slaves would be wholly with- out remedy, bad not the crime of treason given them the right to pursue, capture, and bring back those persons of whose protectioa they have been thus suddenly bereft. To the third resoiution of inquiry as to whether he had been furnished, by o:der of the War De- patiment, with clothing, uniforms, arms, ¢quip- ments, &c., fora force of blacks, he considered that bis general instructions and the exigencies cf the department was sufficient justification.
