Stoneman and staff and Gen. Sykes’ regulars jn making steady movements, and carefully execut- ing tbe commands of their officers. Time and again vast b rdes of rebels moved up in solid columns upon our troops, but our regular batteries as often mowed them down ina most destructive manner. Steady discharges of shell, grape and canister in regular salvos seemed to sweep down whole companies. Ast soon es conic-ion in the rebel ranks was ap- rent, Gen. Porter ordered Gen Meagber’s Irish Brigade to charge bayonets, which they did in the most gallant: aud heroic style, bare-headed, in their suirt sleeves, occasionally with sleeves rolled up. This charge had anexcellenteffect. The rebels were driven back with great slaughter, and Gen. Porter was preparing to move upon them over the Piles of the revel dead and dying, when the en- emy again advanced steadily, strongly reinforced. Now the Pennsylvanians gave them the benefit of all their splenaid rifies, while the batteries layed upon them as be ore, creating sad ha‘oc. Indeed, the slaughter upon theot! je during this war bas never been anythisg to compare to thie The rebels stagget under their losses, and our forces were advancing steadily upon them, driving them back at every point, when a steff officer rede up with an order from the com- mander-ir-cblef to Gen. Alt the troops must be praised for heroic gal- lantry in this affair, but the regulars must have especial notice. It has time enough to do it. The bills before the committees are carefully prepared from the laws which expe- rience has rendered necessary in other countries, and a year’s deliberation would not be likely to | Produce a better system. The bills proposed j combine the interes's both of debtors and cred- itors, as far as they can be reconciled in theory. If inthe practical workiog of the mezsure some slight amendments should prove necessary, they can easily be made. The important consider- ation is to set free the energies of our active mer- chants, manufacturers and artisans Beside this any error in the bankrupt law would bea mere bagatelle. The soldiers of the Union army, whether in the new homes they may select of in their old homes where their business has been ruined, greatly need this act of public justice. Here is a practical measure, which the domestic troubles of the country have rendered necessary, and if Congress should neglect it the whole country will arrive at the conclusion that the reason is that Congress has no patriotism, and that no measure is acceptable to the majority that is not of a strong party character. What- ever is for the common benefit, and absolutely essential to the success of the finsncial operations of the government itself, is completely ignored.
