Joseph Holt and Robert Dale Owen deserve unstinted thanks from the country, {f but for their exposure of the practice of Govern ment contract brokerage on the part of members of the legislative branch of the Gover ment in- volved in their report on the schubarth case, now before the public. The practice itself ts atte bottom of most of our Gefeats in this war which memvers of Congress are so famous for charging upon the Executive branch of the Gov- ernment and our Generals in the field. It ie in reality the source of nearly «li the shortcomings on the part of our army and navy contractors which result in the fallure of our soldiers asd sailors to win batdes, when they do so fall.
