By the accidental omission of a paragraph ip yesterday’s mention of the circumstances of the dismissal of this officer by the Secretary of War, it might appear that the surgeon made no de fence of hiscondoct. During his interview with the Secretary of War, the Doctor stated that he failed to find the Surgeon General, and that be id sll in bis power to make the men as com- fortable a3 possible under the circumstances. [Correspondenve Philadelphia Inquirer.) Gates’ Hitt, Monday Noon, June 16.—Yes- terday our pic} ets were driven in on the left, and our men, ip repulsing them, had one or two wounded. We took six of them prisoners, and earned t’sat they belonged to the 234 North Car- vlina tgiment. That in company with the ist North Carolina, the 4ith and 49th Georgia, th eft Goldsboro’ some two weeks ago, end reac Richmond sbout ten days since, when they were at once sent to the front to do picket duty. Everything coming from the front indicates that the rebel will make a strong stand between Pair Oaks and Richmond. Their camps are growing in numbers daily, scarcely an open field this side of Rich- mond but {= dotted with tents or working parties digging dirt > Mayor Weightman, of Boston, has writ- ten a letter to President Lincoln, which has the ring of patriotism without conditions, in which respect it is essentially unlike the response of Gov Andrews, of that State, to the call for troops Mayor Weightman denies the right of the Gov- ernor of Massachusetts to speak for the loyal citi- zens of the State in proposing any conditions in regard to the question of slavery, as affecting a further requisition for volunteers. Have anp THE Sick anD Wovrprp So.prexs.—Dr. Hays makes the fol- lowing statement in relation to the charges against him of neglecting the sick and woundea soldiers under bis care: On Tuesdsy, the 10th instant, I rode to Lursy. Virginia. from Front Royal. a distance of 25 vniles, reaching Luray about 2 o’clock in the af- termoon. The wounded from the battle at Port Republic were then being brongbt In, and 1 im mediately entered upen the most arduous jabors of attending to the necessities of the wounded Through that afternoon and the night followiag. my labors were almost incessant My labors of warshage f ‘Were equally fatiguing with those of Tuesday night, having the entire duty of estab- ishing a hospital thrown upon me. In the midst of this care and anxiety, I received orders to have all the wounded under my care, that could be transported, ready, with two days’ rations each, ut 9 o’clock the following morning, to be trans- ported to Front Roysl. This order was received by me about 9 o’clock on Wednesday night; and the time allotted ms in which to make these preparations, allowed me bat little rest or sleep. After preparing the train, rations, and what few hospital stores conid be obtained, the labor of loading these wounded men into the ons can be better 1: ined that described. ‘he train ‘was not ready to start until noon on Thursday; and that day we drove over the most wretc! roads a distance of fourteen miles. We bem: fon for the night in a clover field, where rations were cooked and distributed. We reached Front Royal on Friday about noon, with 325 sick and wounded soldiers. Here they were ui from the wagons. Hospitals were prepared, rations cooked, and the wounds of al! dressed. My orders were to report to the senior medical officer at Front Royal, Jeave the sick and wounded st the hospitals there, and rejoin my regiment as son as possible. 1 pods to Brigade Surgeon Cox, and be declined receiving the sick and wounded, having received orders from General Ricketts requiring bis services at the headguar- ters of bis brigade. On Saturday, about8 o'clock, Surgeon Cox received a reply from the Surgeon General, when I immediately telegraphed to the Surgeon General at Washiogton, stating che hour when the train would leave Front Royal for Wash- ington. We left Front Roys! about twenty min- utes after eleven a.m. At Manassas we gave the men thelr dinner; and here 1 again telegraphed the Surgeon General, saying the train would ar- rive et Washington with the sick and wounded that evening between e'ght and nine o’clock. At Alexandria we were delayed about one hour waiting for an engine, and did not reach Wash- ‘oeten nntil between nine and ten o’clock Satur- day night. tere, to my utter astonishment, [ found neither ambaulsnce or wagon, surgeon or attendants in waiting. In fact, not the slightest evidence of preparation fer our arrival had been made. After making every search in my power for some one in authority to take bape ob of the sick and wounded, I returned to the train. Here | found the kind people of the neighberhood in attendance, doing all in their power to make the poor fellows under my charge comfortable as possible under the circumstances Many, were then being taken to the churches and houses that hed been so generously opened for them. They were made os comfortable as it was in my power that ng to make them. My as- sistant surgeons urg me to get to bed and get some rest, and report as early as possible in the morning They said (and I kiew it) there was no use in my remaining longer, and about four o'clock In the morning I went to bed. Before the Surgeon General was at his office in the morn- ing, I was there to make my report and receive my orders. immediately upon making my re- port and receiving my orders, (which to me ap- peared strange when considering that the Sur- geon General was telegrspebd of their coming— my orders from the Surgeon General were to find and report to the Medical Director, and he would send ambulances.) I returaed to my charge and eee them exceedingly comfortable and cheer- al. This morning (Monday) charges were preferred against me, by the Medical Director and Surgeon General, (without notifying me of the fact,) al- leging gross neglect of duty; and the Secretary of War ordered my name to be struck from the rolls. without allowing me to make either argu- ment or defence. Under these circumstances, with these facts existing, I ask my friends, I ask the public, if Lam not being sscrificed in order to shield some one ina position much higher then I, from charges of gross negligence? Am I not made the scape-goat of other men’s sins? Who ere the men !n lucrative offices, who should have prepared most bountifully for tbe reception of these sick and wounded soldiers? Ask the sick men, the wounded men themselves, if I ne- glected them. Ask the assistant surgeons and attendants. They know If i skirked my work or shunned any resporsibility; and let them and the world say if the man who watched over these poor fellows, day and night, for almost a week ought to be disgraced because somebody failed to provide for their comfort here. Ia order to ascertain if this is true, a copy of the resolution, as parsed by the House, has been transmitted toGen. Hunter, to make a report thereon. The Secre‘ary adds: “Gen. Hunter was not authorized to organize such a regiment, but upon bis requisition arms and clothing have been sent to the forces’ under command, without !nstructions as to the mer in which they were to be used.
