We hear that the act of @ Lieutenant of the Provost Guerd in forcibly taking s negro woman from the lawful custody of the Marshal of the District of Columbia, was im pursuance of orders from Militery Governor ‘Wadsworth, to take her forcibly if bis fight to demand her was resisted by the civil autiior!- ty. The Deputy Marshal, who, in the discharge of bis official duties, can know no official author- ity but thatof the Marshal, refused to give her over into the bands of the military, without an order to that effect from his supertor. ‘She was accordingly taken by foree, and at the same time Deputy Marshal Phillips, the counsel, Joseph H. Bradley, sr., (who, at bis request, had accompanied him to the jail on the occasion,) and Jailer Milburn, were taken into custedy by the Provost Guard, and the deputy and jaflor were carried off to the central guardhouse; the Pravost Guard’s headquarters here, where they are now beld in confinement. The officer of the guard virtualiy tock possession of the jail, leaving a sergeant and one or more men in military charge of it, with orders to admit no one and to permit no one to leave the building. in themeanwhile the Marshal of the District was apprised of these oc- currences, and proceeded to the jail, accompanied by James M. Carlisle, Esq., his counsel. 0: making his officia! position known he wasad- mitted (and also Mr. Carlisie, at bix request) by the military guard. On learning what had oc- ~curred, be instantly endeavored to see the Pres- ident, Mr. Carlisle being kept in the jail under the military order forbidding the guard to per- ait any one to pass ont of the building for the time being. ‘The Marsha! found it impossible to see the President, who was understood to be absent feom ‘be Executive Mansion, engaged with the Setre- tary of War in the transaction of business of so great public importsnce, as that he had some bours before giver directions involving a declen- sion to see any one on any business whatever, last might or to-day. The imbroglio is not to be solved until dhe President can find time to dispose of it, which May be twenty-four hours yet. Lo those who, M&e ourself, (believing the temporary ruié of amailitary authority in our midst to be vitally he- eessary to the preservation of the Federal Capital to the United states,) have steadily sustained the policy of the temporary supersedure of the civil authority in exceptional cases, (now that the no pretence whatever of cont!nued danger at ¢ pint from the rebellion of the Soutb,) the act of ‘the military authority in this case appears greatly ‘to be deplored; because there seems to have been no necessity whatever for it. We hear that the Military Governor's order to take the woman from the lawfn! custody of the U. 8. Marshal was predicated upon testimony impugning the loyalty of the claimant. If teat! - mony invalidating the right of the latter to the negto existed, the civil ‘court for this Distelct ‘would doubtless bave accorded to it its lw weight, and novgbt but @ pressing military cessity of the Government can justify the a getion of the civil law in such cases. When and where that necessity is |pparent, a. ‘will cheerfully sustain the military supremacy for the time being. To sustain {t under other circumstances, would be to endorse the phii- osophy of a purely military despotism, such as all men loyal to the Union must abbor We now well that none others are more ind \sposed to anything of the sort than the present Govern- ment of the United States, and can therefore ‘Sssure our readers that so soon as the President may be able to take up the case, the integrity of the civil jurisdiction bere, where its supremacy may not endanger the State, will be amply vin- dicated. For the enlightenment of those who still keep their es- tablishments hermetically sealed, with the vain hope of exacting higher prices, from the neces ties of the people, wren {t shall please the pro- prietors to throw open thelr doors, we would state, that the blockade is now open, and if all signs do not fall, we may soon be flooded with ali kinds of produce, and at prices far below the figures ruling at present. We would suggest that ail dealers open their doors and get clear of their stock before the glut comes. CommMEReiAL.— Monday evening, May 5 —The clty presents but ilttle change worth notieing in a commercial view.
