The deserters, who are constantly coming In, agree in their statements that the evacuation of Richmond {s rapidly progressing, and that the effortof the retreating rebels is merely to hold back Gen. McClellan 80 as to obtain time to re- move all their stores. They also say that the de- struction of the city by fire is threatened, and that it will require the utmost efforts on the part of the citizens to prevent its consummation. That the evacuation is yap incbharte,| there is no manner of doubt, and the Government archives are being conveyed South. FROM NORFOLK. Affairs at Norfolk to-day bave considerably im- proved, and good order and quiet everywhere prevail. The excellent conduct of the troops rrisoning the city, and the pons neture and lack of hostile sentimentevinced by them towards the people, are having a most admirable effect. They mix freely with the people, insist on argu- ing the point with those wedded to rebellion, and will not be bs filed by frowns or sour looks There isa great scarcity of provisions of all kinds, and prices are exoibitant, though those who enter the stores with gold or silver or Treas- ury notes can purchase what they want for about two-thirds the price charged the holders of Con- federate notes. Those stores whioh are open re- ceive rebel money, and those that are closed prob- ably prefer to keep their goods to disposing of them for doubtful money, which they have not the nerve to refuse. The Union men are still silent, but take every opportunity when not observed by the local ty- rants of the rebellion to exchange fliendly words and assurances of their loyalty with the soldiers So soon as Richmond falls they will speak out boldly and defy the traitors among them. One year of such subjection as they have been com- | ergo to submit to has almogt unmanned them, ut So soon as they can learn their real strength and consult togetber it will be found that the Union sentiment of Norfolk is still formidable. ‘The Secesstonists at last have come to the con- clusivn that the Merrimac has ceased to exist, and {is in the deep bosom of the ocean buried. Pieces of her timbers, and some of her irons have been fished up and brought tothe city and rec- ognized by the worshippers of the marine mon- ster, They, howeyer, dencynce ig the bitterest terms the deception that has been practiced upon them by Jeff. Davis and bis Government, and say that had they not have been deceived by dis- atches from Richmond they could have still id Norfolk. They were toid that Gen. Wool was landing seventy-five thousand men at Point Pleasant, instead of five thousand, and they be- lieve that Gen. Huger would not have ‘abandoned the place hed he known the smallness of the Federal forces. As to the destruction cf the Merrimac they cannot account for it, and charge the act to have been brought about by treason to the cause. Com. The released Federa! prisoners from Richmond are still on board the two Rebel steamers—Curtis Peck and Northampton—at Newport News,but are about being transferred this evening to the Hero and Kent, and wil! be conveyed directly to Wesh- ington. The delay in the return of the boats has been caused by the trouble among the three bun- dred Rebel prisoners who are to be sent back to Richmond from Fortress Monroe. Nearly one bundred of the three hundred have refused to be released, or rather declare their determination not to return to Dizie, and have taken the oath of al- legiance. ‘They were coaxed, threatened and abused by their officers, but «ll of no avaii,and it i» believed that many more of them would refuse toreturn if it were not for the influence and threats of their officers. The King Phillip arrived from Budd's Ferry about 11 o’clock last night, but brings no news. ———s+e- ___ A DEPARTMENT OF AGRIcULTERE.—The Sen- ate amendments to the bill to reorganize and make independent of the Patent Office, the bu- reau of egriculture, passed the House on Tues- day, and the bill now only needs the signature of the President to becomealaw. Of the im- portance of the bill there can be no two opinions. it recognizes the vast and growing interests of agriculture as they should have been recognized years since, and will, if properly carried out, prove & great bencfit tothe country. Provision is made for a Commissioner of Agriculture and a chief clerk. We need hardly say that in order to make the measure effective, and to fulfil the pur- poses of Congress, these gentlemen should be chosen with great care. They should possess not only # knowledge of agriculture, and be competent to select and dispense seeds and plants, but they should have the higher qualifi- cations of sound education and intellectual ca- pacity. They should further, be men of energy, ready with tue pen and familiar with the liter- ature of sgriculture. We look upon the proper preparation ef the annual reports of the bureau as of more importance than all the scattering of seeds. Such reports, if judiciously and intelli- gently compiled, will annually give to the farm- ers and gardeners of the land a variety of in- formation the most timely and useful. We doubt not that President Lincoln will, with his msual good sense, see to it that the Commis- sioner, whose appeintment be has, is a man of culture, vigor and capacity.
