Lamb and a committee of the city govern- mett. The last of the rebel troops left this morn- ing, and the city was left by Gen. Huger in the care of the Mayor as a representative of the civil government. On the approach of our troops the Mayor went with a of trace to the city limits, and ar- rangements were soon made between the Mayor and Gen. Wool that the city should be given up on the promise of Gen. Wool that private prop- erty should be respected. During the march on Norfolk three cavalry camps were found deserted, apparently only aday or two since General Webber's Regiment (20th New York) was edvanced, on the landing, to reconnoiter, and some six miles from the beach, at what was called the Halfway House, they found a plare which had beea prepared with considerable care for a battle field. Trees and bushes had been felled and rifie pits just built And early in the morfilng it was ascertained that several guns had been placed in position. At this place two pris- oners, recruits of the 41st Virginia Regiment, were captured. They reported that Sewall’s Point had been abandoned on the preceding night by four companies, which had garrisoned the place for some weeks past. A negro was also captured at this place, who state’ that the intention of the tebels was to destroy the bridge over ‘Tanner's Creek, and then evacuate Norfolk. A party of Max Weber's regiment was pushed forward on the road to the bridge, and the enemy ‘was found, about noon, posted on the opposite side of Tanner's creek, with three guns. The bridge had been set on fire, and was still burning at that Ume. Some six or eight shots were fired, with- out effect; aud our men, being beyond musket range, did not reply. The creek being aMmost a 1 Wool. quarter of a mile wide, our fotees were with- ° drawn end started on another road, considerably longer, and_reported as defended by a strong bat- tery. Not the slightest opposition was made, and the fortifications, which were a mile and a half from Norfolk, vere found to have been evacuated after spiking the guns. They were very extensive works, aud finely constructed. We arrived at Norfolk, after a tiresome march, at 5 o'clock, without fring a gun, and found the whole rebel force gone, the last having left this mornin. Mayor Lamb, with a cominittee of the city government, authorized for the purpose, met Gen. Wool with a flag of truce at the city mits, and after a brief consultation the city was surrendered to the United States forces. Gen. Woal then pro- ceeded to the City Hall, followed by a large crowd, where he Issued the following proclama- tion: Heangvaaters DePaRTMEst or Vincinta, Norfolk, May 11, 1882. } The city of Norfolk having been surrendered to the Government of the United States, military possession is taken of it on behalf of the National Government by Major General John E. Joux E. Woot, Mejor Geueral. Gen. Viele immediately appointed Mr. T. R. Davis bis Military Secretary. The very first parties who entered the city were four newspaper correspondents. Gen. Wool returns to bis camp outside the city and probably to Mortress Monroe to-night. After the departure of Gen. Woo’, several thorsand persons assembled near the City Hall to hear a speech from Moyor Lamb. The Mayor seemed very popular. He said in his speech substantially that in his negotiations with Gen. Wool he had secured a pledge for the protection of private property, and the safe continuation of private business. The Gosport navy-yard and public property ‘woe burnt by the enemy to-day, together with most of the steamboats and other vessels in the Elizabeth river. The brilliant spectecie occa- sicued by the flames continued all the evening. The people are in a state of greatexcitement. it is hoped that no violence will be committed, and confidence in the Government will doubtless soon be established. LATER.
