The talk was that this accursed war in America is the cause of & world of misery all over the world; that the evil em- braces all the civilised inhabitants of the tobe; that trade is ant from Galway to fe cen rend ao a that ople want employment; that speculation is Tefunet: that ont rise is dormant; that a sad apathy seems tohave seized on the human race, and that misery is, in consequence, in- tense and wide spread. ~ The general talk was that tho war will soon be over; that the end {s rapidly approaching; that the Confederates having di all that brave men could do, must, fix ther great submit to destiny; that the chances are against them; that they will retire from the war with all their honors made hter by glorious exercise ; that they have failed because it was im le to succeed ; that the adver- sary was to one against them, and that it is no disgrace to yield to an enemy so powerful; that they will not play the barbarian and unchristian game of persisting in opposition when the result is inevitable; and that when passion subsides the secessionists will unhesi- tatingly admit that the United States have, after all, Fren ample proof of the resources re- siding in free institutions; that this war, fright- ful as it bas been, impresses on all mankind a lesson that cannot be forgotten; that it has upset @ multitude of false conclusions, and taught European Powers to be wise by the in- struction afforded by the Government and the people of A: 3; that the people have given lue of the Anglo-Saxon blood which circulates in their that the North and South teem with the « evidence, and that this evidence will end in a verdict of per- manent good; that when thecivil war in Amer- ica broke out the conclusion openly expressed was that Amerioa had collapsed; that democ- Tacy was a fiction; that the Republic was about to experience the fate of all republics; that self- covernment was not to be expect: mong & foopte so boastful and demoralised; that the North would have to submit to the South; that she had no money, no army, and no bond of brotherhood; but that the experience of a few months falsified all these predic- tions; that democracy was on its trial, and has obtained a verdict in its faver; that in eight months the Federalists have produced the largest, and, according to Dr. Russell, the finest army in the world; that the Government gays its way; that comparatively there is no istress; that there is no discontent; that there are no mobs; that the people act as one man in Support of the’ Government; and that the Gev- ernment is acting strictly in obedience to the Constitution; that the lesson taught to Europe is « most impertant and a most valuable one— t firs an efficient army can be improvised in months out of volunteers; that soldiers so improvised can fight like or better than veterans, that standing armies are therefore no longer necessary with nations enjoying constitu- tional governments; that volunteers are armies when wanted: that the fight between the Merri- mac and the Monitor demonstrated that naval warfare, as hitherto conducted, must now cease; that wooden men of war should either be cut up or converted into merchant ships, that iron-olad steamers heneeforth will rule the ocean; that very few of these will be required, snd that of course, our navy estimates, after the few are built, will gratify even Mr. Bright; that these are great and glorious discoveries; that they hand over civilizatien to the protec- tion of science; that wars will be few, because without uninterrupted trade nations cannot resist immediate misery; that all civilized peo- ple have now clearly one interest; that not one of them can drop out of the market with- out entailing on all others the evilsof bad trade; that the Americans have secured for themselves an eternal exemption from erter- nal war; that all other nations will let them alone, because a conflict with them would be ruinous; that the Yankees, by this war, have made themselves maasigrs of the position; that their produce is essentlal to the prosperity of the civilized world; and that, consequently, the sivilized world will always keep on friend- ly terms with them. THE REBELS STILL BUASTING. (Prom the Richmond Whig.) We have been eften defeated by the Yan- kees, but never yet whipped in a fair fight. The truth is, our defeats have proved the su- periority of our penraese ities, as our vie- tories never did or could have done The Southerner is more courageous than the Yan- kee, and nothing has served to convince the Yankees of this truth so much as their late triumphs. Take the list of our disasters, from Drainesville to Kernstown, and we find in every one of them ample evidence of South- ern pluck. Stuart saved his at Draines- ville. The Yankees were on e drawing, jast as he did, and a fow id driven them off in confusion. oug! ver to have permitted himeelf to be caught in such a trap. We paid dearly for it. Noone doubts that the day would have been won at Fishing Creek if Zollicoffer had not fallen. Even after that, our troops might have been rallied, if Crittenden had possessed any claim to their confidence. Though the odds at Roanoke Island were enormous we cannot hoast over that affair. The batteries were fought splendidly, and some of the troops acted gallantly; but Gen. Wise told the whoje story, when he said to some of his soldiers who had retreated, ‘there is no blood on your bayonets.” At Newbern things were man: very badly, yet the pluck displayed by Lat! and Brom, and the stinate resistance of Vance’s regiment and others, came near retrieving our fortunes in spite of the vastly superior numbers of the att party. What a glorious hi is that of fall of Donelson —what herclen, what endurance, what indomitable courage, the Mississippians, Virginians, Kentuckians and Tennesteeans displayed in and around that ill-starred fort.
