LATE NEWS BY TELEGRAPU. THE BOMBARDMENT OF ISLAND Ne.10. ‘The Upper Battery ef the Rebels Demo! ished—The Rebels Drowned eut of their Batteries—The Fright at ‘Memphis. Cuicaco, March 24. — the following is a spe. ial dispatch to the Tribune, of this city: Op? Istand No. 10, 9 o’clock Sunday night.— The firing continues slowly day and night, a* in- tervals of half an hour. Our fire is mostly concentrated upon the upper battery, which is now fairly to pieces. The battery has not replied for two days; oly one gun can be seen in position, and thet is pro- bably ‘“‘a Q uaker.’’ ‘The batteries on the main shore are also my ste- riously silent, and the encainpments grow less day by day. The revel transports still continue flying about, spparent!y carrying away troops. The riv.rc is still rising, and everything is overflowed. The rebels were drowned out of some of their batteries, and had been seen attempting to crect new ones, but the well-directed fire of our mortars prevents them. Cuicaco, March 24.—A special to the Times, from Cairo, says: The officers of the steamer Lake Erie No. 2, which left Island No. 10 at 11 o’ciock last nicht, saw 8 large fire near the Kentucky shore, wi ich kept increasing as they got up the river. It was supposed to be the rebel transports, whick had ignited by the bursting of the shells. Curtcaco, March 24.—A gentleman just from New Orleans, says the Rebels are building ‘hir- teen gunboats at that place, to be comp! ‘ted soon WASHINGTON OITY: beac ESDAY........ MARCH 25, 1562. Spirit of the Morning Press. The Intelligencer argues from the discussion in the English Parliament and the prompt action thereon adverse to Mr. Confederate-States-symps- thyzer Gregory that “Cotton”? may be “king,” but {t is evident that his material bebests cannot override the moral sanctions of public law as held and acknowledged by civilized States. The Repwdlican again argues for the right of Congress to abolish slavery in the District, and alleges ‘that the number of valuable slaves being removed from this District, in anticipation of the passage of the bill abolishing slavery, is very large.” ——_—_—_-s+e-__ ---— OUR MILITARY -BUDGET. Seeenitpeinenn THAT WESTERN TRIP. ‘That Jeff. Davis should be about to go out West, at this time, as announced by 8 special telegram by two Tennessee secesh Congressmen to the Memphis Appeal, may be regarded, it strikes us, as but an announcement in advance of his belief that be will soon have to evacuate Vir- ginia with his bogus Government at bis heels! Nothing could more surely serve to affilct his followers in arms with a panic that would utterly destroy the ibility of their making even & show of ie against the operations of the army of the Potomac, than his act in leaving the threatened city of Richmend just now. No pleas of the importance of his presence in a military point of view in the Mississippi valley, as he knows well, would counteract the effect of his centemplated Hegira, with Manassas just evac- usted by bis army and Jackson signally besten by the force under Shields—his whole army in Virginia being at the same time notoriously ope- rating on a backing-out—retreating—policy. Under these circumstances it must be that he has already determined to leave Richmond, bag and baggage, az soon as he can make his arrange- ments to absquatulate. a PURSUIT. At daybreak yesterday morning Shields started la pursuit of them, and must have overtaken them; at least their rear, ae an account of the loss of ten of bis men in the skirmishing of the pursuit has reached here by telegraph. Up to noon to-day the Government bad received nothing further concerning the status of aifaire in that quarter, except that the pursuit was continued throngh- out yesterday. It is anticipated here tuat Gen Shields must haye gained signa! advantages over them during the day, as he is believed to have been in every respect more than a match for them _EVENING STAR._ Camo, March 21.—A special dispatch to the Chicage Tribune, dated Saturday night, s2ys the gunboat Mound City fired twenty shots a: the middle battery, with considerable effect.
